Questions & Responses

1. Question: In the RFP documents, it states that the proposal must be broken out by costs to include unit rates & quantity/hours etc. Will the FAA be providing this form, or will it be the responsibility of the contractor to provide?

Response: Please provide a breakout of your costs in an Excel worksheet.

2. Question: Will a bid bond be required?

Response: Performance and Payments bonds are required per 12A on Page 1 of the SIR.

3. Question: The performance period says it is negotiable. Can you please clarify what you mean by that?

Response: The period of performance is anticipated to be 150 days after the Notice to Proceed;

however, offerors may propose a different period of performance.

4. Question: RFP Document – Section III – Mechanical Upgrades Scope of Work – Q: Says “Disconnect and abandon the tower heating unit.” Do they want the unit “removed” from its location or abandoned-in-place?

Response: The unit will be Abandoned-in-Place.

5. Question: Are hard copies of submittals required?

Response: Hard copy submittals are not required. In accordance with Section L, all offers will be received electronically, via email to Katherine.fogle@faa.gov. Hand delivered offers will not be accepted.

6. Question: Is “field welding” permissible inside and/or outside the tower and/or in the Base Building?

Response: No, all welding has to be done outside the tower.

7. Question: Reference drawings page F001, Fire Protection General Note #3, Q: Does this include existing penetrations or penetrations caused by removal/relocated items or installation of new items?

Response: Reference drawings page F001, Fire Protection General Note #3, includes all new penetrations caused by removal/relocated items as well as anything indicated in the specification and drawings.

8. Question: Page D001, Keyed Note #3. What are the criteria for determining whether the door opener needs to be replaced or can be reused?

Response: Replace the door opener if it is damaged or worn out.

9. Question: Reference drawings page F001, Fire Alarm Scope of Work, Note #6. There is a cost related to testing the items described. Is the FAA going to issue a separate task order for testing in advance? One cannot provide an accurate estimate/proposal for this item unless the items have first been tested and only then can an estimate to replace or repair be provided. How would the FAA like to proceed with this item?

Response: Offerors cost proposal should include testing of all the existing devices.

10. Question: Specifications indicate existing As-Built drawings will be provided to Contractor, but at a cost? What is the cost for As-Builts?

Response: Existing as-builts will be provided at no cost; however, it is contractor’s responsibility to verify the accuracy of the as-builts.

11. Question: Per PDF document titled “Specifications – Fire Life Safety Upgrade at Airport Traffic Control Tower (ATCT) & Base Building, Sacramento, CA. PDF page #4, Paragraph #3 – “Appendix,” Subparagraph “I” “Structural evaluation of Sacramento ATCT by Parson, Dated June 8th, 2018. Also, per PDF document titled “Specifications – Fire Life Safety Upgrade at Airport Traffic Control Tower (ATCT) & Base Building, Sacramento, CA. PDF page #5, Paragraph “I” Life Safety Upgrades Scope of Work, bullet #3, states, “Contractor must retain the service of an Architectural and Engineering (A&E) firm to finalize the design of localized structural strengthening around the new door penetration based on structural evaluation in appendix.

The Appendix was not included in the specifications document. Will the FAA please provide the Appendix?

There is a cost related to retaining the services of a structural engineer to finalize the structural strengthening around the new door penetration. Since this is not a design-bid-build project, will the FAA be issuing a separate task order for the design? Without a finalized design, one cannot estimate the cost of this scope of work. How would the FAA like to proceed?

Response: Please see the Structural Analysis Appendix (Attachment J-1c) in Amendment 0003. It is contractor’s responsibility to retain the service of an architectural firm to finalize the new door design. The FAA will provide structural evaluation report. A separate task order will not be issued.

12. Question: See Section 081113, Paragraph 1.8 – “Quality Assurance”, Sub-paragraphs “A/B” – Door Inspections. Are door and door hardware inspections required? If so, must it encompass ALL DOORS throughout the entire facility (ATCT)?

Response: All the fire and egress doors must be inspected.

13. Question: Regarding door testing, specifically the pull test/inspection, is there an economizer on the A/C unit for summer/winter functionality? An economizer could affect the overall interior pressure, which impacts the amount of force required to open doors. At what force does the FAA want the door open devices set-to for opening/pull force?

Response: Door opening forces shall comply with NFPA 101 Section 7.2.1.4.5.1. Forces shall be 15 lbs to release the latch, 30 lbs to set the leaf in motion, and 15 lbf to open the leaf to the required width. Forces must be measured at the operating mechanism where occupants would apply force to egress.

14. Question: Is a Hazardous Materials Report/Analysis available for review, which would identify hazardous materials such as adhesives, paints, sealants, etc.?

Response: An asbestos and Lead Paint report will be available.

15. Question: Section 051200 – Structural Steel (page 51), Section 2.6 (page 56), Paragraph “A” – Independent Testing Agency . . . . Will the FAA accept steel contractor qualified internal welding inspectors or will the FAA require the General Contractor to hire a third-party inspection agency completely unassociated with the General or Subcontractor?

Response: The independent testing agency must be a third-party inspection agency, unassociated with the General or Subcontractor

16. Question: Specification Section 081113 – Hollow Metal Doors and Frames, Paragraph 3.3 – Field Quality Control, Paragraph “A” Inspection agency. Will the FAA accept door contractor’s qualified internal personnel to inspect and report, or will the FAA require the General or Subcontractor to enlist the services of a third-party testing agency/personnel?

Response: Contractor must provide qualifications for inspectors (internal or third party) and must submit for approval under quality control plan.

17. Question: Is a full structural evaluation and strengthening (as needed) of the control tower included in the scope, including wind and seismic analysis per current building code requirements?

Response: A Structural Analysis Appendix (Attachment J-1c) is included in Amendment 0003.

The contractor is responsible for finalizing the design of localized strengthening around the door.

Please review the scope of work in specifications carefully.

18. Question: Are structural record drawings and construction documents for the tower and lower building available, including any structural repairs/alterations/additions?

Response: As-built structural drawing (Attachment J-1b).

19. Question: Is an analysis and strengthening (as needed) of the existing roof structure included in the scope?

Response: Analysis and strengthening of the existing roof structure is not in the scope.

20. Question: Is strengthening of the control tower around the new opening limited to structural steel?

Will materials not specified in the Statement of Work, such as Fiberglass or concrete, be accepted?

Response: Other materials are acceptable given the strengthening is design and stamp by a licensed structural engineer in the state of California. The strengthening design must be approved by FAA.

21. Question: The Drawings refer to Water flow and tampers switches, and pressure switches. None are show on the drawings. Is this correct?

Response: Water flow and tampers switches, and pressure switches are not shown on the drawing.

22. Question: The control tower pressurization dampers and motors are shown on the drawings. The fire alarm interfaces with new RM (Relay Modules). Are the dampers and the motors part of the scope of work or excluded, assumed existing and they operate properly?

Response: The dampers and the motors are excluded from the scope of work.

23. During the site visit, one of the FAAs facility personnel indicated that the FAA would be performing an interior improvement to the Engine Generator Room, to include firestopping the three large conduit cavities at the top of wall. Is providing firestopping for the existing cavities and penetrations in and/or throughout the room included in this project’s scope of work?

Response: The Contractor is to provide all necessary fire stopping and rated construction necessary for the 2 hour rated enclosure.

24. Reference drawings page A002 – the drawings illustrate that the tower walls (and presumably ceilings) are 3-Hour Fire Rated. Does this include the CAB level and above? If not, which portion of the ATCT is 3-Hour Fire Rated?

Response: The concrete tower walls are considered a 3 hour fire wall separation from the base building extending through the roof of the base building. Shafts within the tower core, including elevator shaft, are separated by 2 hour fire barriers. The stair is a protected 2 hour enclosure with protected penetrations limited to those serving the stair. The cab space is protected by a 2 hour enclosure including 2 hour concrete floor slab.

25. There are currently 2 sets of stairs that are used to go off of the roof. The SOW needs to evaluate the existing stairways to ensure they meet current NFPA codes for egress. Also will need to look at paths to both sets of stairways to ensure the path is unobstructed as there are conduits on the roof top.

Response: The configuration of the lightning protection has changed since the roof replacement project. Additional scope may be required for the gate.

26. Gates on the roof should open with no obstructions in the path of egress?

Response: Yes
