2A.3 Clearing Fence Line Clear the site of the fence of obstructions, and grade surface irregularities to allow the fence to conform to the general contour of the ground. Clear the fence line to a minimum width of 2 feet on each side of the centerline of the fence. This clearing consists of the removal of all stumps, brush, rocks, trees, or other obstructions that will interfere with proper construction of the fence.

remove (as part of the Work) existing fences that coincide with, or are in a position to interfere with the new fence location. Refill holes remaining after post and piers removal with suitable soil, gravel, or other material acceptable to the COTR and compact it properly with tampers.

Work must include the handling and disposal of all material cleared, excavated or removed, regardless of the type, character, composition, or condition of such material encountered.

2A.4 Weather Conditions Excavating or backfilling must not proceed when excessively wet or freezing weather conditions could adversely affect the load-bearing characteristics of the soil, or prevent proper compaction.

2B EXCAVATION

Excavate to dimensions indicated for concrete piers (fence footings), except in bedrock.

If bedrock is encountered, continue excavation to depth indicated or 18 inches into bedrock, whichever is less, with a diameter in bedrock a minimum of 2 inches larger than outside diameter of post. Clear post holes of loose material. Dispose of dirt and rock waste material off site, as directed.

2C BACKFILLING

All backfill material must be clay or granular soil, free of debris, and organic or frozen material.

Backfill material can be soil originally excavated, providing it possesses the above characteristics.

The contractor must test compaction of all layers of backfill by making qualitative comparisons between resistance to penetration of undisturbed soil and compacted backfill. Compaction will be considered adequate if backfill possesses equal or greater resistance to penetration than existing undisturbed soil.

The ground must be accomplished with a solid copper or copper-clad steel rod 10 feet long and a minimum of 3/4" in diameter driven vertically until the top is 12 inches below the ground surface. A 4/0 AWG stranded bare copper conductor must be exothermic-welded to the rod and to the fence post in such a manner that each element of the fence is grounded.

2. At each ground rod location, the three security barbed wires need to be bonded to the fence post with a bare 6 AWG stranded tinned copper conductor. Bond the conductor to the fence post using a UL listed mechanical bonding connector. The #6 AWG tinned copper

Security Fence & Gates; DWC, JKI, & HJT MALSR Light Stations; Detroit Metro Airport (DTW) Spec. No. FAA-CLE-7060 conductor should not be spliced. If necessary, exothermic welds can be utilized to make two #6 AWG tinned copper conductors electrically continuous.

3. Before installing mechanical bonds or exothermic welds to a fence post, the galvanized layer of the fence post should be scraped off in areas where the metal to metal connection will be located. After the bond or weld is completed, then a galvanizing spray paint can be applied to any areas on the fence post with exposed steel. Use a color of galvanizing spray paint that matches the fence post color.

4. When overhead power lines cross a fence, bond a fence post on each side of the crossing to a ground rod with a bare 4/0 AWG copper conductor. These connections must be on each side of and at least 20 feet from the overhead wire crossing. Bond the fence fabric at the top, middle and bottom of the fence and each strand of security wire placed above the fencing fabric to the grounded post with a bare 6 AWG tinned copper conductor.

5. For gates, a horizontal bare 6 AWG stranded tinned copper conductor must be threaded continuously through the gate fabric and mechanically bonded to the vertical gate rails. Install a 1

in. by 1/8 in. flexible tinned copper bond strap or an insulated #4/0 AWG flexible (welding) copper conductor from any gate to the adjacent post (exothermic welding is recommended). Install the bonding strap from the gate to the post so it will not limit full motion of the gate (whether swing or slide type). The posts at each side of the gate must also be exothermically welded, at a height no greater than 1 foot above grade, to their respective ground rods with a #4/0 AWG bare copper cable. Interconnect the ground rods at either side of the gate with an exothermically welded 4/0 AWG bare copper conductor buried a minimum of 18 inches below grade.

6. Bond across any terminations in the security barbed wire using a short piece of the security wire material and UL listed bonding connectors. Bond the security barbed wires to the fence posts at intervals of approximately 40 feet using a 6 AWG stranded tinned copper conductor and UL listed bonding connectors.

7. Portion of fence that are within 22 feet of a facility EES (Earth electrode System) must be bonded to the EES with a 4/0 AWG bare copper conductor exothermically welded to a fence post ground rod. Connections must be made at a maximum interval of 40 feet with a minimum of two connections.

8. The Contractor must supply the correct exothermic welding kit for the application. The mold and cartridge used must be selected on the basis of size, number, and type of conductors to be connected, composition and surface shape of object, and position in which the weld will be made. Acceptable exothermic welding kits are available from Thermoweld (Continental Industries) and Cadweld (Erico Products, Inc.).

9. Electrode grounds must be tested for resistance at each location. Resistance to ground for each grounding location must be 10 ohms or less. If this value is not achieved with the grounding electrodes, as shown on the drawings, additional grounding electrodes, spaced at least 10 feet apart, or electrode extensions of the same construction and diameter, must be installed until the resistance value does not exceed the maximum of 10 ohms. A tabulated report of the final resistance value at each location must be provided to the FAA COTR.
