-Question: Regarding Note 1 on the 'Playground Demolition and New Work' page about one playground being out of service at a time, the expectation is that a single playground will be fenced at a time while work is being completed on it, correct? If the contractor could complete two playgrounds over the course of a weekend, for example, would the contractor be allowed to work on more than one playground at a time?
Answer: The contractor may work on more than one playground at a time. After speaking with the head of the CCF in DC, the local Rep in Memphis and then the CCF director here, they are willing to go without any access to the playground for a 2 week period. In other words, allow the contractor to have all 5 playgrounds at the same time, if it is possible to complete the work in that duration. During construction period no children allowed on the playgrounds. So if a contactor can start work on a weekend, or a weekday after 6 PM, they can continue without getting the certification on the playground surface they just completed. They can wait until all surfaces are completed before requiring inspection/certification. Children will not be allowed back on the playground until they are ALL inspected and certified.
Question: What type of barricade is required around each playground as work is being completed? If work on a single play area can be completed before children are back on-site (a full weekend for example) will the play area still be required to have a barricade?
Answer: See above response about the 2 week period for work on all surfaces. However, any concrete will need adequate time to cure before moving forward with the surfacing product, and surfacing will need adequate time to cure before children should be allowed to access it.
Therefore, the play area will need to remain secured to allow for the material to set properly, and for the children’s safety, should they be outside at any time. Contractor shall provide fencing around the play area that must remain secure from children accessing the construction area, per A101 Seet Note 2, until the work is completed and accepted by the COR, including the CPSI testing. Fencing can be orange construction fencing or chain link fencing, or other deemed acceptable by the COR.
Question: At the pre-bid, it was discussed that the GC will be required to provide an official on-site HIC test result for each of the 5 playground areas. Can you confirm that this will be required as it will take coordination with an official third party testing agency.
Answer: The Contractor is required to provide an on-site test result for each playground area after installation is complete, conducted by a CPSI. Additionally, a CPSI is required to inspect each playground before any work begins to determine the critical height requirement and impact course thickness requirement based on material selected and approved by the COR, as well as to verify design intent for safety, and evaluate each playground to identify any hazards that need to be remedied.
Question: Additionally in regards to the HIC testing and Note 1 on the Playground Demo and New Work sheet, if a HIC test is required on each site before the it can be 'accepted by the COR' and we are allowed to move on to the next play area, this could be very difficult to coordinate. It may have to stretch out over multiple months (weekend work). Is it possible to have each site accepted by the COR without the on-site HIC testing (material test results from the manufacturer used per the depth on each play area can be provided) and then have the HIC testing done on all 5 playgrounds at the same time once they have all been completed?
Answer: The COR will not accept the work until the test has been complete. Children must not access the playground until test has been complete and determined to meet all requirements by CPSI. Any playground surface areas where test results indicate noncompliance with requirements will have to be removed, replaced, and retested per Specification Section 32 18 16-3.5 Field Quality Control. However, contractor is allowed to work on more than one playground at a time and testing can be done on multiple playgrounds at once per above response, if work can be complete in the 2-week period as described.
-Question: Regarding the poured in place EPDM wear layer, what will the required color composition be of the EPDM Granules? A standard pour may use 50/50 mix of 50% black granules and 50% color granules. The higher the percentage of color granules used, the more expensive the material cost will be. Additionally, a standard color choice of blue, terracotta red, beige and green can be used. The specs say that the Owner will choose from full range of manufacturer's colors, but some of the 'full range' colors can be more expensive than the standard. Would the Owner be able to go ahead and give some direction on color?
Answer: The wear layer will be a 50/50 mix which is what is currently installed. Final color granule choice will still be selected by COR during submittal phase, from color samples submitted by the contractor.
Question: Regarding the poured surface edge detail, 1-A501 on the surface details page, which play areas required the additional concrete transition zone? The three that are not bordered with the concrete sidewalk? Is this additional concrete transition to be poured around the entire perimeter of the play areas? Or only as needed to maintain a full ADA slope transition?
Answer: The three playgrounds that are not currently bordered with the concrete sidewalk have steep transitions to the ground. These three require the concrete transition zone to promote safety and meet ADA Standards. The contractor shall follow the ADA Guidelines and Standards for scoping and routing requirements for play areas.
