Consolidated Questions and Answers Solicitation #: 697DCK-18-R-00032

Replacement of Communication Towers at Woodstock, CT

December 7, 2017

1Q. Have there been any date/time changes to the advertised bid date or pre-bid meeting?

1A. No, there have not been any changes to dates/times of the scheduled site visit and/or solicitation response/proposal due date.

2Q. Do you have the engineers estimate for this project?

2A. The Independent Government Cost Estimate (IGCE) has been prepared. The contents of the IGCE is only available to FAA Project Team members.

3Q. Have there been any addenda released for this?

3A. At the time of this response, only one (1) amendment (Amendment #0001 to Solicitation # 697DCK-18-R-00032) would have been released and posted on FAACO (https://faaco.faa.gov).

4Q. Are you working with an outside engineer on this project?

4A. No.

5Q. What is the site location for this project?

5A. The correct coordinates for PUT RCAG is: 41°57’16.71”N, 72°12’39.10”W, off of Snow Hill Rd, Ashford, CT.

6Q. There seems to be conflicting/unclear information within the solicitation documents/files pertaining to schedule and timetable. Would FAA please provide confirmation/clarification on what type of schedule and timetable this work will be completed in.

6A. See 7A below.

7Q. Would it be possible for a 120-days period of performance (POP) or is that not an option?

7A. The POP is negotiable. Participating contractors are expected to indicate their best capable POP in their proposals or confirm FAA’s targeted POP. The FAA will select in tier order, the offeror with proposal demonstrating to be technically acceptable (including acceptable capable POP) and lowest price.

8Q. A note to the right of drawing C001 reference a specification for a road. Is this the access road up to the compound or an area inside the compound?

8A. There is no road. The intent of the note is/was to ensure that the area around the shelter was compacted correctly. One other issue with this note is that it was noted that contractor can use the fill in the excavation for the other towers. The foundations do not need to be removed so there won’t be any fill so contractor need to move all excess soil off site.

9Q. In reference to Section 3.4 (Materials) of the specifications, will ASTM A992 wide flange members be allowed?

9A. Yes, ASTM A992 wide flange members exceed ASTM A-36.

10Q. Will ASTM A500 round and rectangular / square tube members be allowed?

10A. Yes, as long as they meet yield strength specifications.

11Q. Is this structure to be considered as an “Essential Facility”?

11A. Yes.

12Q. Can contractor use ASCE/SEI 7-10 to develop the wind loads for the structure?

12A. Yes.

13Q. Are pipe members acceptable for this tower? Section 3 3.2 of Appendix B in the specifications mentions members from “angular or solid stock”. But later it calls out a pipe spec option for tower legs (3.3.3).

13A. Yes, provided they meet the spec yield strength requirements.

14Q. Would a 35’ tower be acceptable?

14A. Yes, provided the total height of the tower is 37’ per plan and meets spec (suggest using a 40’ tower as 37’ is the minimum height).

15Q. Would a precast foundation that meets spec be considered?

15A. Yes.

16Q. Is the tower configuration shown on Drawing PUT-1401319-C005 a requirement, or is contractor allowed to use the bracing configuration that would best facilitate our design?

16A. Contractor may use a configuration to fit contractor’s design provided it meets the spec.

17Q. Will provisions for rock holes be spelled out and what will these provisions encompass in the likely event rock is encountered?

17A. Geotechnical engineer to suggest options after borings.

18Q. Please spell out in writing the additional two main coax runs (LMR-900), cable ladder (width type and length), amount of LMR-400, connector type and quantities that is additionally required.

18A. FAA need 1500 feet of LMR-400 cable and 100 each of LMR N-type male connector made by Times Microwave Systems, EZ-400-NMH-X, 3190-2590. Cable ladder size is listed in spec under 1.1 A as 12” wide with 9” rung spacing (B-Line SB17T12FB or equal). Contractor is advised to do their own area takeoffs, but a minimum 80’ of cable ladder will be needed.

19Q. The Solicitation, Offer and Award – Section 13 B notes that an offer guarantee is required.

Section L, Instructions, Conditions and Notice to Bidders – DCK18R00013-L001 – Required Documents and Additional Administrative Information does not list that an offer guarantee is required. We cannot find any other information or reference an offer guarantee in the solicitation package.

19A. See AMS Clause 3.2.2.3-2, Section K of the solicitation document.
