About this file
This document is a Draft Statement of Work (SOW) for Snow Removal Services for the Federal Aviation Administration (FAA) facilities in Leesburg and Warrenton, Virginia. The SOW covers snow removal requirements from November 1 to March 31, specifying response times of 1 hour for sidewalks and 2 hours for parking lots and roadways. Contractors must provide all necessary equipment including snow blowers, shovels, mechanical spreaders, and 4-wheel drive trucks with hydraulic snowplow blades. The services are required for facilities that operate 24/7, including holidays, with specific provisions for ice-melt product application to prevent corrosion and damage to surfaces. Contractors must mark curb lines before the first snowfall, use mechanical salt spreaders, and be prepared to handle snow accumulations, with follow-on work required only after 10 inches of snow have fallen.
The solicitation is a market survey (Sources Sought Announcement) for potential small business contractors, with the North American Industry Classification System (NAICS) code 561730 for Snow Plowing Services. The FAA is exploring acquisition strategies, which may include full and open competition or set-asides for small businesses, disabled veteran-owned small businesses, or 8(a) Program certified businesses. Interested companies must submit a three-page capability statement in Microsoft Word by 10:00 am EST on August 8, 2025, via email to Jennifer Walker-Gomez. The small business size standard is $9.5 million, and no compensation will be provided for market survey submissions.
