SUMMARY OF WORK
08/15
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The work includes: all items below and incidental related work.
Raw Waterline:
1. Replacement of approximately 10,400 linear feet (2 miles) of cast iron and ductile iron raw water main along Roosevelt Boulevard with new PVC raw water main from Well 15 to Access Road. New raw water main will start as 8", increase to 10" at F Street where Well 9 ties in, and increase to 12" near the air field withere Well 1 ties in. The 12" main will tie into the existing 20" at Access Road, which ultimately routes to the water treatment plant.
2. Approximately 2800 linear feet (0.5 miles) of service raw waterlines from the wells to the main will be replaced from Well 15 to Access Road, with the exception of any existing PVC, which will remain in place. Service lines will be 6" PVC.
Wells:
1. Wells 9, 14 and 15 will be redeveloped, including initial draw down test, removal of existing pump, video inspection of well casing and screen, chemical and mechanical cleaning of screen, post-clean video inspection, additional cleaning as necessary, installation of new pump with VFD, and final drawdown test to validate improved production capability of wells.
2. All pumps, controls, fans, louvers, piping, valves, mag meter, pressure gauges, and level sensors will be replaced at Wells 9, 14 and 15.
3. Controls, piping, valves, mag meter, pressure gauges, and level sensors will be replaced at Wells 8, 18 and 19 to match the other wells in the system.
4. Install automatic transfer switch (ATS) at Wells 1, 16, 17, 21, 22, 23, and 25.
5. Wells 14 and 15 have significant structural damage to the brick. These two well houses will have the brick layers above the door elevation removed, and a cast-in-place concrete roof installed, similar to the design of the newer well houses on base.
6. Localized brick and mortar repairs to protruded and damaged brick at Wells 8 and 19.
Pigging Stations:
1. Pigging Stations will be installed systemwide on the raw water main for maintenance and cleaning in the future.
2. Pigging stations will be one of three configurations: launching station only, receiving station only, or launch & receive station.

4. Butterfly valves installed in the P-193 project will be removed and replaced with gate valves to allow for the pigging operation in the
SECTION 01 11 00 Page 1 raw water main southeast of the water treatment plant.
Inclusive of all work included in the plans and specifications.
1.1.2 Location
The work is located at MCAS Cherry Point, primarily along the east side of Roosevelt Boulevard, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.2 OCCUPANCY OF PREMISES
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.2.1 Work Zone Traffic Control General Requirements
1. DESCRIPTION
The Contractor must prepare a temporary traffic control plan and must maintain traffic through work zones in accordance with these Specifications and the following documents:
a. The Federal Highway Administration's (FHWA's) Work Zone Safety and Mobility Rule, 23 CFR 630 Subparts J and K;
b. FHWA's Manual on Uniform Traffic Control Devices (MUTCD), 2009 Edition, including subsequent revisions thereto;
c. The following North Carolina Department of Transportation (NCDOT) documents:
o Standard Specifications for Roads and Structures, dated January 2018, hereinafter referred to as "NCDOT Standard Specifications";
o Roadway Standard Drawings, dated January 2018
2. CONSTRUCTION VEHICLE CROSSINGS
Do not cross the roadway, median, ramps or loops with vehicles or equipment unless a specific location for crossing has been approved by the Contracting Officer and required traffic control devices are used as shown in the NCDOT Roadway Standard Drawings.
3. ROAD CONSTRUCTION VEHICLES
Work vehicles must always use warning lights that are amber in color attached to the vehicle as high as possible and in a manner such that they are not obscured by equipment or supplies. Vehicle hazard signals or lights may be used to supplement this requirement. This requirement applies to all work vehicles and equipment not inside lane closures or behind barriers. This requirement does not apply to dump trucks but it is encouraged.
4. EXCAVATIONS WITHIN TRAVELWAY
During the process of excavating in a travelway where traffic is to be later maintained, make provisions to backfill and repair any excavated or damaged pavement before allowing traffic to proceed over the affected lanes. In low speed areas (35 mph or less), metal plates may be used to cover excavated areas.
5. MATERIAL AND EQUIPMENT STORAGE
When work is not in progress, keep all personnel, equipment, machinery, tools, construction debris, materials and supplies at least 20 feet away from active travel lanes on roadways with a speed limit of 40 mph or greater and at least 10 feet away on roadways with a
SECTION 01 11 00 Page 2 speed limit of 35 mph or less. When vehicles, equipment and materials are protected by concrete barrier or guardrail, they shall be offset at least 5 feet from the barrier or guardrail.
6. PARKING OF PERSONAL VEHICLES
Provide staging areas for personal vehicle parking a safe distance, at least 20 feet away from open travel lanes on roadways with a speed limit of 40 mph or greater and at least 10 feet away on roadways with a speed limit of 35 mph or less, or as directed by the Contracting Officer before use.
7. PROTECTION OF HAZARDS
Mark all hazards with signs, barricades, drums or other warning devices. At each location where work is started which creates a safety hazard, continue the work until completed to the extent that the safety hazard is eliminated. If the work is not pursued in a continuous manner the Contracting Officer will not allow any other work on the project to be performed until the existing safety hazard is eliminated.
8. MAINTENANCE OF TRAFFIC
Maintain traffic in accordance with MUTCD Part 6, Temporary Traffic Control and Division 11 of the NCDOT Standard Specifications. Install Work Zone Advance Warning Signs in accordance with NCDOT Roadway Standard Drawing No. 1101.03 prior to beginning any other work.
Maintain the existing traffic pattern at all times, except in the immediate work zone where lane closures are allowed as determined by the Contracting Officer. If signs are installed more than 7 calendar days prior to the beginning of work on a particular road, cover the signs until the work begins. Install each work zone Advance/General warning sign separately and not on the same post or stand with any other sign except where an advisory speed plate or directional arrow is used. Any additional signs requested by the Contracting Officer shall be installed within 7 business days of the start of contract work. All sign locations are to be verified by the Contracting Officer prior to installation. Uncover advance/general warning work zone signs no more than 7 calendar days before work resumes.
Properly ballasted cones and skinny drums may be used instead of drums. However, drums are required for the upstream taper portion of lane closures in all applications. The stationary work zone shall be a maximum of ½ mile in length at any given time on any roadway unless otherwise approved by the Contracting Officer. A pilot vehicle operation may be used in conjunction with flaggers and the appropriate pilot vehicle warning signing as directed by the Contracting Officer.
During periods of construction inactivity, return the traffic pattern to the existing alignment and remove or cover any work zone signs.
When covering work zone signs, use an opaque material that prevents reading of the sign at night by a driver using high beam headlights.
Use material, which does not damage the sign sheeting.
When personnel and/or equipment are working on the shoulder adjacent to and within 5 feet of an open travel lane, close the nearest open travel lane. Use NCDOT Roadway Standard Drawing No. 1101.02, Sheet 1 of 14, or MUTCD TA-10 for temporary lane closures using flagging operations on two-lane, two-way roadways. Use NCDOT Roadway Standard Drawing No. 1101.02, Sheets 3 and 7 of 14, and MUTCD TA-22, TA-23 for temporary lane closures on multi-lane roadways. When personnel and/or equipment are working within a lane of travel of an undivided
SECTION 01 11 00 Page 3 facility, close the lane according to the traffic control plans, 2018 Roadway Standard Drawings or as directed by the Contracting Officer.
Conduct the work so that all personnel and/or equipment remain within the closed travel lane. Do not work simultaneously, on both sides of an open travel way, within the same location, on a two-lane, two-way road. Perform work only when weather and visibility conditions allow safe operations as directed by the Contracting Officer.
Obtain written approval of the Contracting Officer before working in more than one location or setting up additional lane closures. The maximum length of any one lane closure is 1/2 mile unless otherwise directed by the Contracting Officer. Do not narrow or close any lanes on any roadway when traffic is determined to be especially heavy as determined and directed by the Contracting Officer.
9. TEMPORARY LANE CLOSURES
a. General Operate all equipment and personnel within the designated work area during lane closures. Do not impede or stop traffic for the purpose of performing construction related work on the traffic side of the lane closure, except when called for in the TMP. Install lane closures with the traffic flow, beginning with devices on the upstream side of traffic. Remove lane closures against the traffic flow, beginning with devices on the downstream side of traffic. Vehicles used to install or remove lane closures shall have vehicle warning lights as described in 1101-5 above.
b. Intersections When construction proceeds through an intersection, provide flaggers and all other necessary traffic control required to direct the traffic safely and efficiently through the intersection. When an intersection is signalized, contact the Contracting officer in advance to have government personnel place the signal in flash mode and to arrange for Military Police (MP) or other adequate traffic control measure approved in advance by the Contracting Officer to direct traffic through the intersection before beginning work in the intersection.
10. TRAFFIC CONTROL SUPERVISION
Provide the service of at least one qualified work zone supervisor.
The work zone supervisor shall have the overall responsibility for the proper implementation of the TMP and ensure all employees working inside the work zone have received the proper training appropriate to the job decisions each individual is required to make. The work zone supervisor is not required to be on site at all times but shall be available to address concerns of the Contracting Officer. The name and contact information of the work zone supervisor shall be provided to the Contracting Officer prior to or at the preconstruction conference.
Qualification of work zone supervisors shall be done by an NCDOT-approved training agency or other training provider approved by the Contracting Officer. For a complete listing of these, see the NCDOT Work Zone Traffic Control's webpage:
https://connect.ncdot.gov/projects/WZTC/Pages/Training.aspx
Coordinate with and cooperate with work zone supervisors of adjacent or overlapping construction projects to ensure safe and adequate traffic control is maintained throughout the projects at all times including periods of construction inactivity in accordance with Article 105-7 of the NCDOT Standard Specifications.
SECTION 01 11 00 Page 4
11. VEHICULAR ACCESS
Maintain continuous and safe vehicular access, including but not limited to, all residences, businesses, schools, police and fire stations, hydrants, other emergency services, hospitals and mailboxes.
Conduct operations so as to limit the inconvenience to the occupants and users of the property.
12. PEDESTRIAN ACCESS
Maintain pedestrian access at all times. When existing pedestrian facilities are disrupted, closed or relocated, provide temporary facilities that are detectable and include accessibility features consistent with the features present in the existing pedestrian facility. The work zone supervisor is responsible for the implementation of the TMP, and installation and maintenance of the pedestrian devices. The work zone shall be inspected weekly or as directed by the Contracting Officer. When pedestrian movement through or around a work zone is necessary, provide a separate usable footpath. If the previous pedestrian facility was accessible to pedestrians with disabilities, provide a footpath during temporary traffic control that is comparable. Do not have any abrupt changes in grade or terrain that could cause a tripping hazard or could be a barrier to wheelchair use. Provide channelizing devices that are detectable to pedestrians who have visual disabilities. Provide temporary pedestrian facilities that are made of concrete, asphalt or other suitable material as approved by the Contracting Officer, at all locations where the existing sidewalks have been removed for construction operations. PART 1 GENERAL
1.1 SPECIAL SCHEDULING REQUIREMENTS
a. All wells taken out of service to perform work or tie-ins must be requested in writing at least 15 calendar days in advance. Under no circumstances may raw water supply to the WTP be interrupted beyond what is allowed under this section.
b. Strategic valves are located on the raw water line at the intersection of Access Drive and Roosevelt to isolate raw water lines to the south of this intersection and/or to the east of this location along Access Road. These valves are identified as WGV-81-2 and WGV-81-3 (ref sheet CU114. Although these valves will provide for adequate isolation for new raw water line replacement work, pigging assembly connections made at existing raw water lines will require temporary interruption of raw water supply in the raw water mains entering the water treatment plant(WTP). Raw water currently enters the WTP from two separate raw water mains; one raw water main from the east and one raw water main from the west. Wells connected from the east include Wells 28, 29, 32, 34 35, 41, and 42. Wells connecting from the west include all wells south of the WTP and north of the WTP which include Wells 15, 14, 19, 9, 8, 1, 10, 2, 18, 16, 17, 21, 22, 23, 24, 20, 21, 25, 26, 27, 4, 11, 12 and 13. Upon receiving written notification 15 days in advance and with all wells being in satisfactory operating condition, the Government will close one of the two main raw water supply valves so that a tie-in can be performed.
Upon valve closure, the contractor shall perform all tie-in work and place the raw water main back in service within 8 hours. Once the main is placed back in service, the next tie-in requiring closure of these WTP main valve(s)will not be permitted for a period of 48 hours during which time the government will re-establish necessary storage reserves in the distribution system.
c. Once new blind flanges are installed as noted on sheet CD109 all wells south of Well #2 and Well #18 tie-in locations may be simultaneously taken out of service to perform demolition and providing new work. No further tie-ins or disruption of raw water supply shall be allowed until all new raw water main piping south of Well #2 and Well #18 is complete.
d. Prior to taking Wells #2 and Well #18 offline and replacing the raw water main from these wells to the tie-in at Station 104+25 (Access Road Intersection) all system wells north and east of this tie-in must be operational. No pigging station tie-ins or other tie-ins shall be made in the system while this raw waterline extension is being performed.
e. Contractor may propose strategic locations for installation of insertion type gate valves and/or temporary bypass piping if believed to be necessary for construction sequencing and/or to meet conditions specified in this section. Since these insertion valves and/or bypass
SECTION 01 14 00 Page 1 piping are not essential for operation of the system after construction is complete, they shall be provided at no additional cost to the contract. Upon completion of work, the Contractor shall remove all bypass piping but may elect to leave any insertion valve in-place provided the valve meets all project specification requirements.
f. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.
g. The Base will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
h. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.
