About this file
This is a Public Announcement and Request for Vendor Interest for a federal procurement opportunity.
The Federal Aviation Administration (FAA), Flight Program Operations (FPO), Aircraft Engineering Team is conducting market research to identify vendors for an upcoming competitive acquisition for Flight Operations Management System (FOMS) Mobile and Web Application Development Support Services. The FAA requires comprehensive agile software engineering, application modernization, maintenance, and system information security support for both a native iOS mobile application and a Java enterprise web application suite. The FOMS mobile application aids flight crew productivity through report creation, offline daily flight logs, risk assessments, and operational flight data synchronization on iPad devices. The FOMS web application suite supports flight scheduling, planning, dispatch, flight inspection tracking (FITS), flight inspection scheduling (FIST), fuel billing and reconciliation (FBR), and report processing (FIRPS). The procurement is classified under NAICS 541511 (Custom Computer Programming Services) with a size standard of $34.0 million. The FAA contemplates awarding a single contract for a one-year base period with up to four one-year option periods, with onsite performance at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma.
Interested vendors must submit expressions of interest by November 6, 2026, at 4:00 p.m. Central Time to erick.martinez-abril@faa.gov. Required submission information includes company name and contact details, SAM.gov Unique Entity Identifier (UEI), business size and socio-economic designations, and a summary of relevant experience from the past five years demonstrating successful software development projects of similar size, scope, and technical complexity, particularly native iOS mobile applications, Java enterprise web applications, and API integration with external operational systems. Vendors must also provide statements of capability to supply personnel meeting required labor category qualifications and clearability for FAA Personal Identity Verification (PIV) badging and federal personnel security requirements under DOT Order 1600.1F. Desired supplemental information includes existing government contract vehicles (FAA eFAST, GSA Multiple Award Schedule, 8(a) STARS III, OASIS+) and experience supporting federal cybersecurity Authority to Operate (ATO) processes in accordance with NIST 800-53 Rev 5 and agency-specific security baselines.
