About this file

This document is a Request for Information (RFI) Response file containing 13 questions and answers related to a Federal Aviation Administration (FAA) external staircase project at the ZFW ARTCC facility in Fort Worth, Texas. The Q&A addresses technical details about lightning protection, staircase construction, materials, installation requirements, and site-specific considerations. Key responses include confirmation that the existing lightning protection system meets FAA Standard (FAA-STD-019g), NEC & NFPA standards, preference for aluminum staircases with hot-dipped galvanized steel as an alternative, and requirements to meet OSHA Standard 1910.25 for stair design. The responses provide specific guidance on testing ground resistance, modifying existing infrastructure, and installation parameters.

The related federal contract opportunity is an Infrastructure Investment and Jobs Act (IIJA) funded solicitation for a firm fixed-price contract to add an external staircase. The solicitation number is 6973GH-25-R-00179, with proposals due by July 31, 2025, at 3:00 PM Central Time. The FAA intends to award to the lowest-priced, responsive, and responsible offeror. Mandatory submission requirements include a completed SIR document with pricing information, representation and certifications, and an experience questionnaire demonstrating projects valued over $50,000 completed within the last three years. A site visit is scheduled for June 25, 2025, and all questions must be submitted via email to Nina.J.Musserf@faa.gov no later than one week before the proposal due date.

ZFW ARTCC-Exterior Stairs

Q1. Is the lightning protection currently up to code? If it is not any alterations require bringing the entire system up to current code unless a waiver is provided.

RESPONSE: Lightning protection system was installed in 2023 and meets FAA Standard (FAA-STD-019g), NEC & NFPA. The contractor will only be making slight modification by providing an opening to the existing railing and tying in new railing and stair system.

Q2. What are the testing requirements for alterations to the existing lighting protection system?

RESPONSE: Test existing ground system prior to altering in presence of FAA POC. Test resistance-to-ground with resistance tester to confirm resistance is 10 ohms or less. Should test show resistance-to-ground is over 10 ohms, notify FAA POC. Following altercations repeat test to confirm resistance is 10 ohms or less.

Q3. Can you provide as-builts for the existing lightning protection system?

RESPONSE: The following drawing is provided with these responses: NASA BUILDING LIGHTNING PROTECTION AS-BUILT Q4. If as-builts are not available please provide the wire size of existing bare aluminum conductors RESPONSE: The following drawing is provided with these responses: NASA BUILDING LIGHTNING PROTECTION AS-BUILT Q5. Is cadwelding allowed for the lightning protection connections?

RESPONSE: No above-grade cadwelding is permitted.

Q6. How far away from building is existing grounding ring installed?

RESPONSE: Exact distance from building is unknown but is likely to be approximately 2 ft from foundation.

Q7. Plans provided specify Staircase and landing to be constructed out of aluminum Would FAA consider allowing powder coated Steel?

RESPONSE: The preference and basis of design is aluminum. Should a steel staircase be proposed as an alternative, the required protective coating would be hot dipped galvanized.

Q8. How far away from building wall are we allowed to set staircase? There appears to be irrigation close to building.

RESPONSE: The distance of the staircase from the wall will be dependent on the manufacturer's installation instructions/design. There cannot be a large gap between the top landing and the building to step across. It is expected you will get into a portion of the irrigation system, which will need to be minimally modified.

Q9. Will existing irrigation need to be removed or left in place?

RESPONSE: It is expected you will get into a portion of the irrigation system, which will need to be minimally modified.

Q10. There are different styles of aluminum staircases available both have treads 36'' wide, but one has handrails with grab handle on the inside (shortening the 36'' walk space) and the other one on the outside. Which style do you prefer?

RESPONSE: There is no preference. The requirements of OSHA Standard 1910.25 must be met.

Q11. For the staircase specified and limited space the 45° angle stairs in scope for will be a max of 43.45° Making the tread rise to 9'' from step to step and depth 10-1/16''. This rise and depth covers the height and length needed in order to get from concrete landing pad to the elevated landing deck height on top (12') flush with the building. This will not meet code verification will be needed to see if this is acceptable under city and building code.

RESPONSE: The drawing exhibit is not intended to be a firm design. The size and placement of the concrete landing and steps may need to be modified to accommodate the 12’ height stair section so that the landing is flush with the building. The requirements of OSHA Standard 1910.25 must be met.

Q12. Will the roof access staircase need some type of security gate in order to restrict access? If so what type of access control is required?

RESPONSE: There is no requirement for access control.

Q13. Has there been any recent soil testing performed to know if subgrade will need to be treated in order to meet the specification requirements?

RESPONSE: No.
