PVD ATCT Gate and Component Relocation
1. Plans show curbing around new island, but there is no detail for it. Concrete, Granite?
Either type of Curbing is acceptable, contractor shall submit on intended product.
2. Edge of pavement on plans show a curb as well but there is no detail for it. Concrete, Granite? There is no curbing there now. ***Contractor’s thoughts were to remove all pavement from the street to air side of gate a few feet passed loops*** No, Curbing is required along edge of pavement.
3. Chain-link wire / fabric description says it's: Zn-5-AL-MM-Alloy: Zinc-5 percent aluminum-mischmetal alloy, but also says in another area that it's Zinc 1.2 oz ASTM A 392 Class 2 and F 1083, & FS: RR-R-191, Type 1, KT or BK selvage ends metallic coated during the weaving process w/ clear protective coating, and also says the wire for the gate is black, so that's a discrepancy.
Fence shall be material stated on dwg Y115, note 7. Gate will match fence and will not be black.
4. We are disclaiming; any grounding for the fence, electrical, communications, concrete foundations for operators/islands etc.., sitework, OR ANY ASPHALT, etc... ONLY Fence, Gate Operators w/loops & 8'+1' Temp. Fence...
The contractor shall follow the drawings, specifications, and FAA standards for grounding. This includes but is not limited to grounding the gate controllers, conduits, all electrical work, pedestals on the island, fencing, etc.
5. Clarification that the swing gate is galv., not poly. coated, also round frame or square?
Bearing hinges or typical fence hinges 180 degree? Fulcrum/strong-arm latch or are we giving the 3 Lock options as stated on page 32 31 13-6?
Gate is Galvanized, round frame, with typical fence hinges. 90 degree is sufficient swing 180 is also acceptable, swing shall be at a minimum toward unsecure side. Fulcrum style latch as shown on dwg Y115 detail 5 and as stated on Y114, note 17.
6. Clarification on what Jamb Posts are as stated on page 32 31 13-6?
Note can be disregarded for this design. Follow gate specifications as shown on Y115, detail 4.

t) Operating System Considerations:
No one gate is ideal for every situation & location. We provide multiple styles of gate to accommodate multiple applications. Does your gate location have any of the following factors that need to be considered?
Extreme cold weather (-10°F or colder) High winds High traffic or high use Significant annual snow fall (recommended for 75" or more annual snowfall)
As stated in the SOW 4A-2 , an 18’ vertical Ideal pivot gate shall be procured to include the cold weather package, stanchion and photo eye. All options shall be selected by the contractor to fit the intended design on the drawings as shown and as stated in the SOW.
All options recommended and/or required by the manufacturer to meet the intended proposal shall be selected. Note, one additional stanchion shall be supplied for use with the existing gate. Contractor shall submit on gate before ordering, including all the intended options.
8. If you choose to re-pave the entire area, are you going to allow the contractor to saw-cut loops or do you want direct burial loops? Direct burials can be problematic! Also, the specifications show 4 loops, is the exit gate inside loop going to be used as the free exit loop, or do you also want a separate free exit loop further away?
Saw cutting the loops is acceptable. The exit gate design will have a free exit loop on the secure side to match the function as it exists currently.
9. We are aware that the entrance gate must be completed in full prior to dismantling the existing gate, but can the fence and bollards be installed all at once as long as the site is secured by temp. fence?
Yes
10. If the FAA chooses to repave the entire area and if the entrance gate is to be completed prior to exit gate being dismantled, vendor must install 2 loops for the entrance prior to putting it into use, so how would that be coordinated? If FAA chooses to repave, we could install direct burial loops, but it's not optimal! **Just a concern** Contractor shall submit a phasing plan as to how they plan to complete this work. Saw cutting loops is acceptable. If paving needs to be completed in two phases, that is also acceptable.
11. Please confirm if taxes should be carried in proposals?
The FAA does not pay taxes; therefore, if taxes are included, then the taxes should be rolled up in the final proposal price. The vendor should inform whomever they are purchasing from the end user to try to get the taxes waived.
12. Please confirm if any state, local, and/or Federal permits will be required on this project?
Per the SOW, Section D, 2: Contractor shall comply with all local state and federal regulations. The Contractor shall get the proper local and state permits as necessary. No federal permits are anticipated.
13. Please confirm if there are any known hazardous materials?
No known Hazardous materials exist.
14. Please confirm if the existing gate and components currently work properly.
To the best of the FAA’s knowledge the existing components work properly. Per the SOW the contractor shall test all components before removal and document existing conditions.
15. Will any class "A" utility locating be required?
Per the SOW, the contractor must locate all utilities before excavation. The SOW also states that the contractor shall hand dig in all areas of known utilities. The method as to which the contractor protects the known utility is not dictated other than hand digging.
16. Statement of work #21 states to provide temporary fencing as needed to keep the facility secure at all times. In order to provide accurate pricing to the Government, please confirm if phasing will be required?
Phasing of the work to replace the PVD gate will be required. A functioning gate must always be maintained. For this to be accomplished, the new entrance gate must be established prior to the existing gates removal. Once the entrance gate is established as the new ingress/egress, then the existing gate can be relocated. While this effort is occurring, temporary fencing will need to be in place that always provides the proper security. The contractor must submit on their phasing plan.
17. The RFP states that it is mandatory to be completed in 45 days. With lead times on the new gate being 14-17 weeks depending on exact time when ordered and cure times of concrete this duration is too short. Please confirm if the Period of Performance can be extended.
The period of performance is from the date the Notice to Proceed is issued, which will not be issued until all submittals have been approved. With that said, if the gate submittal is approved before the rest are approved, the FAA will provide approval to order the gate ahead of time while the other submittals are being evaluated.
18. Please confirm if the new pedestrian gate should have the following, a middle rail, steel truss rod as an X instead of cables, prime and paint Welds or galvanized after welding?
The pedestrian gate as described will be acceptable, however the contractor shall submit on all material for approval, inclusive of the pedestrian gate before installation. Galvy after welds is acceptable
19. Does the vertical pivot gate need a Knox box for emergency entrance or is there another form of entrance application needed?
The existing vertical pivot gate has a Knox box onsite. Per the SOW the contractor shall remove the existing Knox box and hand to the FAA. The existing Knox box will be reinstalled for use with the newly established gate.
20. Please confirm who will be supplying the lock for the pedestrian gate? If contractor, please provide a spec?
The FAA will supply the lock for the new pedestrian gate.
21. Please confirm if any of the concrete work will require a deligated design?
No “delegated” design is required for the concrete work. Per the SOW, the contractor shall install the concrete pads that serve the security gates as described and per the manufacturer’s recommendations and requirements.
22. Please confirm if a licensed surveyor will be required for layout of this work?
No licensed surveyor is required for this work.
23. Please provide a specification for the pavement to be used on the project.
Asphalt Paving information is stated throughout the SOW and specification info can be found in Section 32 12 16, as well as a detail shown on Bid Option 1 of the Appendix.
Per the SOW the contractor shall conform to local paving standards.
24. Please confirm if a space more than 4" can be left below each gate?
Per the FAA Security order, no gaps in the fence shall exceed 2” and no gaps below gates shall exceed 4” where achievable. It is understood that with grading and placement of asphalt necessary, that gaps will be difficult to achieve. All gaps shall be as close to 4” max under gates where possible. This does not have to be achieved by grade alone, where the bottom of the gate can be altered to achieve the 4” requirement as well.
Contractor shall submit on any plans to achieve this.
25. To remove the island and existing ground entrance and exit loops, conduit and then perform the new installation the asphalt will be cut up A LOT and it is already patched a lot. Should we plan to remove all asphalt from the road up to the new gate area and replace with fresh asphalt? Bid Option 1 covers work from road to the gate. Bid option 1 should be considered above and beyond what is already needed to complete the work as described in the SOW and as shown in the dwgs. Per drawing Y114, Note 9, all asphalt work to be completed per the SOW in relation to the gates shall be completed as necessary to provide a functional and clean product. All work above and beyond that would be considered Option 1, as outlined in the SOW section 4A.
a) If we are replacing all the asphalt, do you have any special mix or depth requirements? Please see RFI question 23
b) If we are replacing all the asphalt are there any special procedures required (milling or can we remove it all completely, grade and then install binder and topcoat) Please refer to SOW and 4A - Bid Option 1 in the SOW for this work. If contractor chooses to fully remove existing asphalt that is acceptable. This shall be outlined in the phasing plan.
c) If we are replacing all the asphalt can this entire entrance be closed for a few hours to accommodate the work? This work will need to be submitted on and approved through the phasing plan. If the entrance needs to be closed thus impeding employee access, then this will need to be coordinated for off hours work.
26. Specs show all electrical conduit to be Ridid Metal, can we use PVC sch 40 or 80 underground and then change too Rigid at the 90 deg where we would rise up and exit from grade?
No, PVC can be used, all electrical conduits shall be Galvanized Rigid Metal Conduit – GRSC as per Dwg Y114 note 5 and the SOW.
27. Who is responsible for marking out utilities behind the existing gate on Airport property?
Per the SOW and Dwg Y114 Note 19, the contractor is responsible for marking all underground utility before beginning work. The FAA will do their best to supply or inform of any known utilizes. As a clarification, no work is to be done on the Airport operations Area (AOA). All work is confined to the FAA’s access road. Demo work for the existing asphalt as shown on D001 is only to be done up to the AOA gate.
28. Who is responsible to inspect trenches etc. during the course of the construction?
The contractor has a responsibility to ensure all work is completed to the SOW and Contract drawings. Trenches and or excavations done by the contractor are subject to follow all safety and OSHA regulations. An onsite COR from the FAA will oversee work completed by the contractor.
29. Should we include road plates to cover trenches if trenches will be left open overnight?
Open trenches during the overnight shall be avoided where possible. Work shall be phased to avoid such an occurrence. The contractor shall submit their phasing plan. If an open trench cannot be avoided and the contractor has received the proper approvals with justification, then the unattended trench must be covered with a road plate and safely secured.
30. Are there special requirements for heavy equipment working in this area, such as flags / beacons, tier 4 emissions?
Heavy equipment is acceptable without special requirements. The only noted exception is if a crane is intended for use, then the FAA will need to know the heights and duration for use as this can be considered an obstruction for the airspace. The contractor will need to submit on their rigging plan. All other equipment is ok, and the contractor shall ensure that all personnel coming in and out of the site for their normal workday are safe from construction machinery or activity.
31. During construction part of the driveway will be blocked, if the side being blocked is the automatic gate, will FAA provide security to handle access at the second manual gate?
Construction shall be phased such that personnel will have access to the facility. Phasing shall be completed such that the new gate operator is established prior to any work that would impede access to the facility. The manual gate is not an option for ingress or egress. Submit on contractor phasing plan. If a short duration construction activity is anticipated then said activity can be coordinated onsite to avoid any interruptions.
32. Are there any other planned projects that coincide with this work that could affect this work (both during the course of our work or within the warranty period)?
No
33. Can you provide dimensions for the card reader island, including radius?
No, specific requirement for the dimensions of the island outside of the depth. The island shall be large enough to accommodate the specified mailbox, contractor submitted pedestals for the card reader and telephone, and the bollard. The island shall also be sized to allow proper ingress and egress through the newly established gates.
34. During the course of the construction, even if this is a 2-part construction, there won't be enough room to drive around one footing and the island excavation. We would propose either road plating a drive path around one side while work is completed on the other side and island, then having a compacted gravel path on the partial finished side, allowing truck traffic. At this point we would complete the other gate footing. Alternatively, we would create a temp road around this area with compacted gravel and then remove it after construction and reseed the grass. Please provide input on this process.
It is not clear to the intent of the question. The contractor shall propose a phasing plan which shall indicate the intended phasing throughout construction including but not limited to the planned access. Temp roads, fencing, etc. would be detailed in the phasing plan. The area of construction would be limited to the access road where possible.
Additional direction can be laid out in the field with approval from the COR.
35. Will there be a surveyor provided that will mark locations and elevations, or are we going to field lay this out onsite with a site contact?
No, surveyor will be provided by the FAA, the contractor can use a surveyor if needed but this is not a requirement. All work will be laid out in the field with the COR and/or representative of the FAA.
