SIR/RFP 6973GH-24-R-00013 Janitorial Services for Anchorage, Alaska November 2, 2023
Questions and Answers
1. QUESTION: If accepted, I have not worked as the contractor for any large government projects (over
$250,000). I have worked as a subcontractor to conduct cleaning for a primary government contractor but that was only one contract. We are a young company, but we have multiple other contracts in the medical field that we clean for that would be good references and detail how well we have conducted services in the past. Would those be acceptable to discuss for the past performance questionnaire, even though they are not considered government contracts? Or do we only discuss government contracts that we have acquired.
GOV’T ANSWER: Please reference Section L.4 Factor 1 – Relevant Experience and Section M.3 Factor 1
– Relevant Experience of the SIR. (Answered November 01, 2023)
2. QUESTION: The “over $250,000 contract value” is ambiguous. All but one of my contracts are open ended and do not have an expiration date on the understanding between my client and me that if we perform our services to standard, we will keep the contract. Could you please provide some clarity about the contract value and how that falls in with question 1?
GOV’T ANSWER: In accordance with Section L.4 Factor 1 – Relevant Experience, “Each project provided must be valued at or over $250,000.” (Answered November 01, 2023)
3. QUESTION: Is there any opportunity for a walkthrough? I was able to decipher a very rough estimate for the square footage of the portion of the facility to provide a quote from the photos provided but I’m concerned that I may be off due to the lack of specific square footage.
GOV’T ANSWER: There is not an opportunity for site visit. (Answered November 01, 2023)
4. QUESTION: From my understanding, the National Defense Authorization Act of 2021 directed the SBA to certify Service-Disable Veteran Owned Small Businesses, but page 42 of the RFP stated that the business also needs the designation on the vetbiz.va.gov. I just wanted to confirm that was still the case or if the NDAA of 2021 changed that.
GOV’T ANSWER: Please reference Provision 3.2.2.7-7 Certification Regarding Responsibility Matters (APR 2023). This provision was updated in April 2023 and is the most current. (Answered November 01, 2023)
5. QUESTION: Is a SIDA/Security badge required for employees to access the area?
GOV’T ANSWER: The contractors are required to have a badge in order to be unescorted in the facility to provide services. All contractors are required to go through security and receive a badge. (Answered November 02, 2023)
