Q&A Sheet
6973GH-25-Q-00001: BED ATCT Parking Lot
1. What is the expected level of equipment and material inspection. Based on this contractor’s prior experience with a previous US Navy project, a job anticipated to take two days extended to seven days due to prolonged inspection queues. Your guidance on this matter would be appreciated.
A. An onsite COR will perform the Contractor Acceptance Inspection (CAI) and final inspection.
This would be done on the final day of construction or the next day. No prolonged queues exist.
2. Will temporary chain link fencing be required to encompass worksite, or will cones suffice given scope of work and short duration of project?
A. Cones would be sufficient for this work. No temp fencing is required. All personnel and public shall be protected from work being done. Per the SOW, the contractor shall submit a safety plan and sequence of work.
3. No erosion controls are shown, will linear siltation devices in conjunction with catch basin siltation devices be required?
A. All catch basins should be protected from debris and construction material and applications.
All areas that will be disturbed are expected to be contained to the area of work. Protection of catch basins and adjacent accessways is expected. Per the SOW, all water sources shall be protected. The contractor shall take appropriate actions to achieve this.
4. Are proposed pavement markings paint or thermo?
A. Both types of marking are acceptable. The intent in the SOW was for paint.
5. Please confirm if all lots associated with this project are able to have pavement markings applied in one single mobilization with parking for the associated building relocated for one day?
A. It would be preferred that one parking lot is always maintained for use. Per the SOW, the contractor shall plan to minimize impacts to the facility to the maximum extent possible. If coordinated properly, and with the facilities approval, the painting could possibly be done in one day, however this is not guaranteed. This will need to be coordinated with the onsite COR.
Per the SOW, the contractor shall submit a sequence of work.
6. Please confirm all lots to be pulverized/paved for this project are able to be completely closed for one continuous construction sequence.
A. All lots to be pulverized can be closed for one sequence. Per the SOW, the contractor shall submit a sequence of work. It is preferred that personnel have access to one of the parking lots during construction to minimize the impact to the facility.
7. Will radio escorts be required for this project?
A. No, all escorting will be done by the FAA.
8. Will TWIC Cards be required for this project?
A. No
9. If the project results in excess pulverized material, will the govt. accept this material on base or will the contractor be required to export it?
A. Contractor shall refer to SOW. All excess material will need to be hauled offsite by the contractor.
10. If the project results in excess pulverized material, and the contractor is required to export it, will analytical testing on the material to be exported be required to be performed, along with disposal packages, and certified disposal slips from a licensed disposal site?
A. Per the SOW, if excess material is hauled offsite, then it is the responsibility of the contractor to dispose of this material legally and responsibly. A disposal slip would be required to show proper disposal methods. No testing would be required by the FAA, unless required by disposal location.
11. Will analytical testing be required on import materials required?
A. No, Per the SOW, all material imported shall be hazard free and suitable for the application.
All asphalt work shall comply with MassDot standards.
12. We called the Town of Bedford regarding permits for this project. They confirmed they only provide electricity to LG Hanscom Field; hence, we don't need to pull permits from the town. Is there any other authority who has jurisdiction for this type of work we need to contact?
A. Per the SOW, the contractor shall perform their due diligence to investigate all permit requirements including local, state and federal.
13. On the far left of the parking there is an ADA ramp. While replacing the curb, should we replace the concrete ramp and adjacent panels?
A. All curbing to be replaced shall replace what is exiting. The existing ADA ramp shall be maintained as it is. All new curbing should be placed so that the ADA ramp functions as existing and intended. Contractor shall remove the curbing that serves the ramp and replace with new.
If removal of concrete is required to accomplish this, then it shall be re-established to original conditions.
14. After the Curb is installed should we replace the loam and seed the area?
A. Per the SOW, all areas disturbed during construction shall be brought back to its original condition. If removal of curbing results in the disturbance of the surrounding landscape, then the expectation would be that the landscape be loomed and seeded as necessary to regain its original condition.
15. In the area that is to be sealed, do the cracks need to be filled/sealed prior to sealing the entire area?
A. Yes, all cracks shall be filled and sealed prior to seal coat.
16. What is the period of performance for this project?
A. All work must be completed within 45 days after receipt of the Notice to Proceed.
17. Please confirm if taxes should be carried in proposals?
A. The FAA is exempt from all sales tax, but this tax exemption is not shared down to the contractor for materials that are purchased by the contractor and not directly purchased by the
FAA.
18. Please confirm if any state, local, and/or Federal permits will be required on this project?
A. Per the SOW, the contractor shall perform their due diligence to investigate all permit requirements including local, state, and federal.
19. Please confirm if there are any known hazardous materials?
A. No known hazardous material. All material disposed off site shall be disposed of in a legal manner at an appropriate facility.
20. The SOW does not mention anything about crack filling in the area that is slated to be seal coated. Please confirm if any crack filling is required?
A. Crack filing shall be done prior to seal coating the area designated in the SOW.
21. Does the new curbing need to have concrete installed around it to help support it?
A. The contractor shall follow the SOW as stated and as shown in the Appendix.
22. Does the new granite curbing need to have mortar joints between them?
A. No
23. Will any escorting be required by the contractor? If so, please confirm what is required?
A. No, escorting will be conducted by the FAA
24. Please confirm if this work is to take place this year or spring of 2025?
A. This work is acceptable if starting next Spring.
25. Besides Dig-safe, will any other scanning be required?
A. The contractor shall follow what is stated in the SOW.
26. Replacement of the curb adjacent to concrete sidewalks at the eastern limit of work will require removal and replacement of the concrete sidewalk. Please confirm if this is the Government’s intention?
A. It is not the intent to remove the sidewalk, however the curbing is to be replaced. If the contractor feels they need to remove the concrete sidewalk to perform this work, then the sidewalk must be re-established as is.
27. Replacement of the curb on the north side of the island will require work within Mass Port layout – including traffic control, saw cutting existing asphalt and asphalt patching after the curb is installed. Please confirm this is the Government’s intention.
A. The intent of the SOW is to replace all curbing as stated. If work requires staging into the access road, then this shall be laid out in the contractor submitted phasing plan. Appropriate approved precautions and mitigations must be in place while working in areas with moving vehicles and personnel.
28. The main concern that we have is that we're entering the winter season, and it isn't ideal to begin this type of work during wintertime. Based on the solicitation it states on the statement of work that "all work must be completed within 45 days after receipt of the Notice to Proceed." Ideally, since we are entering wintertime, it is recommended to begin work next year spring 2025. My question is what date, month, and year is the AFB expecting the contractor to begin work?
A. The FAA agrees that it is not ideal to begin work in the winter, especially for the Asphalt as plants will begin closing soon and the cold weather is not ideal for this work. Because of this, work is expected to start in the spring. We will not issue the NTP until the day the work is scheduled to start. With that in mind, the contractor will get their safety plan, phasing plan, material submittals, etc. to the FAA during the winter and begin work come Spring.
29. The documents do not specifically indicate the required method of removal of the lots, nor the depth needed to be "reclaimed"? Both words "pulverize" and "mill" are referenced. With such a relatively small area, a pulverizer machine in our opinion may be excessive to use. We’d be more inclined to use the milling machine as a pulverizer and remove the existing material to gravel. Then grade and fill as needed with new material. Would this method of approach be acceptable?
A. Yes
30. The documents do not indicate whether the existing scheduled for removal concrete curbing has any steel in it? The steel reinforcement makes it difficult for us to dispose of.
A. The existing concrete curbing are precast curbs. It is believed that there is rebar reinforcement within the concrete, but this is not confirmed.
31. What is the expected % of the bid guarantee amount for the bid bond?
A. The bid bond should be 20% of the total amount of the proposal. An amendment to the solicitation has been created correcting the fill-ins on clauses 3.4.1-1 PROPOSAL GUARANTEE (JAN 2017), 3.4.1-4 PERFORMANCE BOND REQUIREMENTS (JAN 2017), 3.4.1-5 PAYMENT BOND
REQUIREMENTS (JAN 2018).
