1.0 Introduction
1.1 FAA Logistics Center
The Federal Aviation Administration Logistics Center (FAALC) is located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The FAALC is responsible for providing the critical functional discipline that establishes and maintains supply support for the National Airspace System (NAS) systems while cost effectively providing core logistics activities.
The FAALC:
a. Performs centralized maintenance, repair and overhaul of NAS equipment and test equipment, including engineering, and configuration management at the line replaceable unit (LRU).
b. Operates the FAA’s only centralized distribution center, which houses the FAA NAS inventory valued at over $825 million dollars using a state-of-the-art warehouse management system.
c. Provides 24/7/365 supply chain management and logistics support services for the NAS for over 62,000 national stock numbers (NSNs).
d. Works in conjunction with FAA’s Air Traffic Organization in providing support to the NAS through each phase of the product lifecycle for all the elements of integrated logistics support planning.
e. Provides core logistics capabilities to the FAA (such as rapid response to contingencies, quick reaction to technical surprises, last source for systems no longer supported by contractors, etc.).
f. Provides on-site maintenance and installation teams and project management field support.
g. Manages NAS parts and operates the FAA’s centralized logistics ordering system.
h. Provides traffic management and transportation services in support of FAALC program and
MMAC requirements.
i. Provides engineering capability and operates a central shop for fabrication, modification, overhaul, repair, test, and calibration of NAS systems equipment and components.
j. Manages and controls FAA supply support activities conducted with other Government entities and friendly foreign Governments.
k. Develops and recommends supply chain management procedures and standards for the
FAA.
1.2 Product Group
AJW-L800 Automation/Communication Product Group:
The FAALC AJW-L800 Automation/Communication Product Group is responsible for the repair and distribution of FAA Automation and Communication equipment used within the NAS. This includes flight controller automation systems such as information and aircraft control displays, aircraft position computers and displays, automated weather and facilities information broadcast equipment. Communications equipment for ground facilities, both inter facility and long distance intra facility communications. AJW-L800 also supports the radio communication systems used for emergency response and air to ground communication.
The AJW-L800 Automation/Communication Product Group provides logistics support to the field sites within the FAA and DoD in the form of supply support provided by the LCSS ordering system and monitored by the Item Managers (IM). These individuals monitor and ensure adequate stock levels through purchase and repair of assets. The IMs provide direct communication to the field sites with regard to questions and warranty issues as they arise. The IMs are directly supported by the Provisioners (PV), Logistics Management Specialists (LMS) and Engineers (ENG) who research and support the sustainment activities and coordinate with the National Program Offices and necessary. AJW-L800 also provides repair support by highly trained Electronics Technicians (ET) using the manufacturer’s documentation to the same standards as are expected from the field or higher.
1.3 Acquisition Background
This acquisition is needed to support CAVU-2100 Multimode Digital Radios (MDR) to provide long term sustainment in support of the FAA En-Route Communication facilities.
This statement of work (SOW) describes the requirements for the production of CAVU-2100 Power Supply Assemblies Rev 1 (MDR PS). These power supplies were developed by the FAA Oklahoma Communication Engineering Team AJW-153 (OKCET) in response to the high failure rate of the original power supply used in the MDR.
SOW acronyms are defined in Appendix A.
2.0 Scope of Work
2.1 Overview
Contractor must provide all required labor, plant facilities, tools, equipment, test equipment, fixtures, parts, supplies, materials, appropriate technical data/expertise, transportation, preservation, packaging, packing and marking, and all other items required to complete SOW tasks and provide SOW deliverables.
• Contractor must manufacture the CAVU-2100 Power Supply PCB to the specifications provided in SOW Attachment 8 thru 17. Complete Gerber and manufacturing files will be provided to the award contractor.
• Components used must correspond to Attachment 9 20230502_CAVU2100PWRSUP_BOM_Baseline_PWB8199132-FAA-2A.xlsx Any deviations or planned substitutions must be approved by AJW-L800 and the Bill Of Materials revised to reflect the change.
• The contractor must manufacture the Heat Sink, pn 110405b, to the specifications described in Attachment 7.
• The Heat Sink must be attached to the CAVU-2100 Power Supply PCB and power regulators using the hardware listed in the BOM lines 93-96.
• The PCB/Heatsink assembly must be tested in accordance with Attachment 1 CAVU-2100 SOW Test Procedures.
• The assembled and tested PCB/Heat Sink Assembly must be placed in a static resistant bag meeting the specifications listed in Attachment 26 TDR for 100027530
CAVU2100 PSU and Attachment 27 PHS&T for MDR Power Supply 100027530.
This bag will have a metallized internal coating and static resistant external bag of sufficient strength and protective qualities to provide both Electro-Statis Discharge protection and physical support to prevent incidental damage to the PCB/Heat Sink assembly.
• The contractor must complete a test report, Attachment 3 CAVU_2100_TEST, and provide this form with the complete assembly.
• The contractor must manufacture the AC Monitor Cable in accordance with Attachment 18 thru 25. Complete Gerber and manufacturing files will be provided to the award contractor.
• The contractor must test each cable assembly in accordance with the procedures in Attachment 1 CAVU2100 SOW Test Procedures.
• The contractor must provide a Front Panel Label in a separate static resistant bag for each assembled assembly.
• The contractor must place one (1) each PCB/Heat Sink Assembly in the protective bag, the test document, one (1) each AC Monitor Cable and one (1) each Front Panel Label in a box meeting the requirements of Attachment 26 TDR and Attachment 27 PHS&T with sufficient padding to prevent damage. A label must be affixed to the box with the following information:

• FAA Power Supply Board; update BOM to add second sourcing and also update obsolete components. Create the Altium libraries that were not included in the design package. Modify the schematic and PCB with the updated and new components.
Generate all necessary manufacturing files. Deliver any updated or modified files to the FAALC as updates to the product documentation. include Altum package:
Schematic, PCB, Libraries, Gerber Files, Pick & Place Files, Drill Files, Panel Files, BOM, Component Datasheets.
• Deliver completed assemblies to the FAALC at this address:

2.2 Objectives
The objective of this acquisition is:
a. Provide AJW-L800 with QTY 600 MDR PS assemblies per year to facilitate the repair of the MDR transmitter.

3.1 Overview
Contractor must comply with the applicable documents specified in this SOW. Contractor must perform in accordance with (IAW) the version of these documents in effect at the time of contract award, unless newer versions are incorporated through contract modifications. Contractor must advise FAA in the event of discovering a conflict between this SOW and any of the applicable documents. The Contracting Officer (CO) or Contracting Officer’s Representative (COR) will work with the Contractor to resolve the discrepancy.
4.0 Description of Tasks
Contractor must complete the following tasks.
4.1 Manufacture Parts

4.2 Test Parts
Contractor must provide CAVU 2100 Power Supply assemblies for First Article Testing and establish Production Testing procedures as per this section.
4.2.1 First Article Testing
Contractor must submit to FAA a quantity of ten (10) first article assemblies for FAA’s testing unless a first article inspection has previously been performed on the manufacturer’s product. This is in addition to the production quantity. FAA must receive first articles within 60 calendar days after date of contract award. FAA has 120 calendar days after receipt of first articles to issue written notice to the Contractor of approval or disapproval. First articles must be shipped to the following address:

First articles must meet or exceed the following requirements in order to be approved before production can commence:
a. Physical Conformity analysis meeting the specifications given in the design documentation.
b. Transformer Cable testing as per Attachment 1 CAVU 2100 SOW Test Procedures.pdf.
c. Power Relay testing as per Attachment 1 CAVU 2100 SOW Test Procedures.pdf.
d. Temperature Chamber Testing: Performance evaluation from -10° C to 50° C patterned after
Attachment 2 TemperatureChamberTesting.pdf.
e. Field performance testing as directed by AJW-173 OKCET. This will be performed in a similar fashion to Attachment 4_Cover_TestingAll_MDR_TX_RXITTvsRev1_PS_w_ BackPage.pdf.
4.2.2 Production Testing
Contractor must perform parts production testing. Contractor must:
a. Perform the transformer cable and initial set-up and test evaluation per Attachment 1 CAVU 2100 SOW Test Procedures.pdf.
b. Perform the CAVU-2100 Trip set points initial setup.
c. Perform CAVU-2100 Output verification.
d. Perform CAVU-2100 Relay Burn-In Testing.
e. Fill out and complete the Test Report summary for each board (Attachment 3
CAVU_2100_Test.pdf.
4.3 Deliver Parts
4.3.1 Preservation, Packaging, Packing and Marking
a) All components and equipment with a consignee other than the FAALC must be preserved, packaged, and packed to American Society for Testing and Materials ASTM D-3951, “Standard Practices for Commercial Packaging”.
b) All components and equipment consigned to the FAALC must be individually packaged to American Society and Testing and Materials ASTM D-3951 (packaging).
Performance testing of packaging will be in accordance with ASTM D-4169 assurance level II distribution cycle 18.
c) All components, equipment and spares with a consignee other than FAALC must be marked in accordance with the marking requirements of ASTM-D-3951. In addition, each unit, intermediate, and exterior shipping container must be marked with the following information:
1) National Stock Number 5998-01-685-1441
2) Part Number 100025730
d) All components, equipment and spares consigned to the FAALC must be marked in accordance with MIL-STD-129R. In addition to MIL-STD-129R, each unit, intermediate, and exterior shipping container must be marked with the following information:
1) National Stock Number 5998-01-685-1441
2) Part Number 100025730
3) Warranty Expiration Date
4) Contract Number
Contractor must meet the following preservation, packaging, packing and marking (PPP&M) requirements.
Wrapping Material: MIL-PRF-81705 Type III, Class I, Transparent, Electrostatic-Protective, Static Shielding Barrier Material (This material must have a metallized interior surface and a static dissipative outer surface)
Cushioning Thickness: 2 inch Minimum on All Surfaces
Marking: Each container must be clearly marked with the following information:
(1) LCSS Part Number 5998-01-685-1441
(2) Cage Code and Manufacturer’s Part Number

4.3.2 Storage and Handling
The contractor must handle and store the parts in such a manner as to preclude damage due to handling and the elements.
4.3.3 Transportation
Contractor must provide shipping to the FAALC, Oklahoma City, OK.
4.3.4 Delivery Destination
Contractor must ship all production assemblies FOB destination to the following address.

4.3.5 Delivery Schedule
Contractor must meet the following parts delivery schedule.
First delivery of production units will be within 90 calendar days of issuance of delivery order following First Article Acceptance. Subsequent orders must be delivered within 90 calendar days of issuance of delivery order(s).
4.4 Provide Documentation
Contractor must provide the following documentation:
4.4.1 Parts Testing Documentation
Contractor must provide parts testing documentation. Contractor must provide test procedures, test data forms and test results. Contractor must enclose a copy or close facsimile of Attachment 3 CAVU_2100_TEST.pdf. with each assembly.
4.4.2 Quality Control Documentation
Contractor must provide quality control documentation. Contractor must provide a copy of Attachment 3 CAVU_2100_TEST.doc with each assembly, or a close facsimile thereof.
4.4.3 Parts Technical Documentation
Contractor must maintain component technical documentation. Contractor must adhere to the component specifications as described in the technical documentation. Before any changes can be attempted the Contractor must contact the COR to confirm product compatibility requirements. Any updated files must be provided to the Federal Aviation Administration for configuration control purposes. Any updated documentation becomes the property of the FAA.
4.5 Quality Control
4.5.1 Quality Management System
Contractor must maintain quality control for all tasks, parts and documentation deliverables the Contractor provides under this SOW. FAA will monitor the Contractor’s performance. Contractor must work with FAA to resolve performance issues. Contractor must provide:
An auditable Quality Management System containing all Elements of the ANSI/ASQC/ISO 9000 Standard exist. Applicable IPC workmanship standards must be followed. Product will be inspected and accepted/ rejected at destination by the FAA for Technical Specifications and Packaging Specifications, as stated in the Contract. Certificates of Compliance must be supplied where applicable.
The following specifications are applicable to this acquisition:
a) Manufacturer’s specification must be within those specifications given in Section 4.1 of this document.
b) ANSI/ASQC Q9001 Quality Assurance in Design, Development, Production, Installation and Servicing
c) ANSI/ASQC Q9002 Quality Assurance in Production, Installation and Servicing
d) ANSI/ASQZ1.4-1993 Sampling Procedures and Tables for Inspection by Attributes
e) The calibration of measuring and testing equipment must adhere to the requirements of one of the following:
a. ANSI/NCSL Z540-1-1994; ISO/IEC 17025:2005; or other calibration standards or systems that are equivalent to, or better than, the ANSI/NCSL/ISO standards
4.5.2 Inspection and Acceptance
FAA has the right to inspect and determine acceptance to the extent specified in the SOW and the other contract documents such as inspection/acceptance clauses. Contractor must meet the following inspection and acceptance requirements.
Product will be inspected and accepted/rejected at destination by the FAA for Technical Specifications and Packaging Specifications, as stated in the Contract.
4.5.3 Warranty
Contractor must meet the following warranty requirements:
A one-year warranty will be provided for the assemblies.
5.0 Other Requirements
Contractor must meet the following requirements.
5.1 Place of Performance
FAA expects the primary work location will be at the Contractor’s facility.
5.2 Period of Performance
The contract period of performance is a one (1)-year base period and four (4) 1-year option periods to be exercised at the sole discretion of the government.
6.0 Parts
6.1 Parts Table
Contractor must deliver in new condition the parts shown in the Parts Table in Appendix B.
Contractor must supply these parts in the quantities ordered and meet the delivery schedule specified in the contract and delivery orders.
6.2 Part Specifications
Contractor must deliver parts that meet the provided manufacturing specifications. Any substitutions or deviations must be pre-approved by AJW-L800 and documented in the appropriate specifications.
7.0 Documentation Deliverables
7.1 Documentation Table
Contractor must provide the documentation deliverables shown in the following Documentation Table. Contractor must submit each deliverable on or before the due date given in this table. The COR under special circumstances may extend a due date.

7.2 Documentation Requirements
FAA has the right to inspect, determine acceptance and require changes prior to final acceptance for all documentation deliverables developed under this contract. FAA actions in this regard will be consistent with SOW requirements, the contract and industry best practice. All documentation deliverables provided by the Contractor become the exclusive property of the FAA and for FAA to use without limits, unless existing intellectual property rights or other parts of this contract supersede that.
Contractor must submit documentation deliverables to the COR. Contractor must use Microsoft Office 2010 applications for documentation deliverables developed under this contract, unless FAA authorizes otherwise. Documentation must be submitted by email in editable formats, unless FAA authorizes otherwise. For example, portable document format (PDF) files are not editable, but may sometimes be necessary.
