Questions and Answers
SIR/RFO 23-R-00187 (AC-23-03207)
Replace Parking Lot @ FTY ATCT in Atlanta, GA
1. Question: Did the FAA perform a survey of the existing parking lots in preparation for this solicitation. If so, could the survey date be provided to us. We would like to confirm slope for drainage, height of curbs in relations to drains, areas of potential ponding.
Answer: No survey was performed
2. Question: Mill/Remove/Replace and re-stripe existing asphalt parking lot- approximately 30,000 Sqft (3250 sq yards) a.Minimum 3" mill depth required throughout (see attached specs for details) b.Provide ½” x 5”Asphaltic expansion joint between new and existing paved surfaces.
c.Install expansion joint to allow top ½” to be filled with expansion joint compound. (Submittal required with SDS) Answer: Expansion joints as called out in the SOW are only required between the new and existing sections of asphalt, inclusive of the entrance and exit to and from the facility and the adjacent roadway outside the ATCT parking lot.
3. Question: Please confirm that the desired warranty period is 2 years instead of the standard 1 year warranty usually requested.
Answer: Confirmed – 2-year workmanship warranty required.
4. Question: In order to maintain a minimum number of available parking spots, how many phases will the asphalt milling, and replacement be required to be done in? what is the minimum number of available parking stalls that must remain operational at all times?
Answer: A minimum of 8 – 10 parking spots should be preserved for operational needs at all times. See attached images as a depiction of how the work might be phased. The contractor awarded the project must provide a phasing plan to the FAA prior to issuance of NTP reflective of how many phases the contractor intends to break the paving down into, the flow of traffic, and the count / location of parking spaces that will be kept available during each phase of paving.

5. Question: In the event the existing asphalt is less than 5” of depth as detailed in the SOW, what will be the process for replacing 3” of new asphalt. Will the new asphalt need to be placed at a thicker application to achieve 5” of depth in all areas?
Answer: Maintain 3” depth on new asphalt per SOW, increasing depth to 5” to match any existing conditions is not necessary. Only at points where new asphalt is to “marry up” to existing sections to remain, should the contractor increase asphalt thickness to properly match up with adjacent sections.
