Section L.2, page 64 Can CPARS be used in lieu of past performance survey's?

The past performance survey includes specific questions that are not necessarily addressed in the CPAR; hence the completed past performance survey is required. Additionally, per L.2 Section of the SIR, the FAA has advised potential offerors that we will be reviewing assessments from the Contractor Performance Assessment Reporting System (CPARS) or similar reporting systems, and other sources.

Vision Building Energy Efficiency, doing business as BEE, has the current Mike Monroney Arenautical Center Building Recommissioning Services contract.

Are there any other acceptable Commissioning Authority Certifications and Building Commissioning Certifications that the Contractor and Project Manager can be certified through?

In addition to the certifications listed in the SIR, Section L.2, ASHRAE BCxP certification is acceptable. No other commissioning certifications will be acceptable.

Please provide details on the FAA format required for Volume I Contract Documentation Volume.

The instructions regarding the proposal format are included under solicitation section L.2b. page 63.

We have a question regarding the certification requirements for both the offeror and the Project Manager. If our proposed PM is the one that holds the CxA certification, will that satisfy your requirements for the Project Manager, even though it is not listed in the requirements for the PM in Factor 2?

Per the SIR, Section L.2, page 64, the offeror shall submit a copy of a current commissioning authority certification from at least one of the following:

• Certified Building Commissioning Firm (CBCF) – Certified by the Association of Energy Engineers.

• Certified Commissioning Firm (CCF) – Certified by the Building Commissioning Certification Board

(BCCB).

• Commissioning Authority Certification (CxA) - Certified by AABC Commissioning Group.

AND Per the SIR, Section L.2, page 64, the offeror shall submit a copy of the proposed project manager’s commissioning certification from at least one of the following:

·Certified Building Commissioning Professional (CBCP) – Certified by Association of Energy Engineers.

·Certified Commissioning Professional (CCP) – Certified by the Building Commissioning Certification Board (BCCB).

·Commissioning Process Management Professional (CPMP)- Certified by the Association of Heating Refrigeration and Air Conditioning Engineers.

Both are required.

Is there an official application or statement of interest for us to file? Representations, Certifications, and Other Statements of Bidders are included in Section K, and Instructions to offerors are included in Section L of the SIR.

SOW,

Section 4, In the SOW, there is a call out for ASHRAE CPMP. While this is still valid, ASHRAE has discontinued that credential and is now issuing the BCxP credential – will that be acceptable?

Yes, BCxP is acceptable. The CPMP certification was replaced by the BCxP. Since this is the replacement of an approved certification from one of the approved authorities then the ASHRAE BCxP is acceptable.

8 N/A Will there be a pre-bid conference of any kind or could we have a conversation with you to discuss more details of the project and the facilities?

There will not be a pre-bid conference for this effort. Please submit any inquires you have in writing, so that responses can be provided to you and all other prospective offerors.

9 Is there a small business requirement (FAR 19.5 or other) on this? Yes… This is a total small business set-aside.

Can resumes be in our company standard format or do resumes need to follow the 12pt, double spaced, Times New Roman requirements?

Resumes in company standard format are acceptable.

11 N/A Will all questions and answers be published to everyone? Yes… All questions and answers will be published to everyone.

SOW,

Section 4, In section 4 the SOW references certifications and qualifications... Do we need to process a certification and/or qualification from each section?

Yes, the contractor is required to be qualified as stated in each of the sections 4.1 through 4.4. 4.1 relates to the firm’s certification, 4.2 and 4.3 are requirements specific to the project manager, and

4.4 are requirements for a team member fulfilling the role of controls engineer. The last three sections, 4.5 thru 4.7, are to explain access requirements for the center which the contractor will be required to obtain upon reward.
