Questions and Answers for 6973GH-23-R-00001, SSAE Audits: 27 September 2022
Proposal submission date of 14 October 2022 at 3pm CST remains unchanged
Q1: Will FAA set up a portal to submit data needed for the assessment?
A1: Yes; there is an internal data portal for submitting/receiving “Provided by Client” (PBC) requests.
Q2: Want to confirm, there are 420 controls that require review?
A2: Confirmed; there are 2 assessments that need to be performed within this period of performance;
one with 200 controls and one with 220 controls (420 Total Controls).
Q3: Will travel be required at some point during the engagement (option year 1-4)?
A3: Travel requirements are not needed at this time, and the need for travel is unknown for the future as the service organization is at 100% telework.
Q4: Is there an incumbent, what is the dollar value of the contract?
A4: The incumbent and current contract number are listed in the Description Block on the SAM posting.
Q5: What inflation rate is acceptable to calculate labor (8.3% is the current rate)?
A5: This is not something the Government can answer as we are looking for vendors to provide us their best pricing based on the work listed in Section B and the SOW.
Q6: Based on the paragraphs listed on page 42-43, it is unclear as to whether Past Performance is to be submitted as a separate volume or submitted within the technical proposal. If it is to be included in the technical volume, is Past Performance exempt from the page count?
A6. These are separate volumes. L.4 (d) of the Technical Proposal is narrative based, as listed. Paragraph
(e) of L.4 has been moved to L.5 under Past Performance to remove confusion.
Q7: Under Paragraph (1) Screening Information Request, page 41, would the Government please explain what it means by "references"?
A7: References is describing an individual who can provide insight on your work for previous contracts, this will be the point of contact as listed on the Past Performance Questionnaire.
Q8: Would the Government please clarify if offerors are required to complete Section K if that information is currently available electronically on SAM.gov?
A8: Section K must be submitted as part of the packet for consideration, whether this is completed on the SIR or submitted separately is up to you.
Q9: Would the Government please confirm if the required documents in L.3 may be submitted as a standalone file separate from the technical approach?
A9: Confirmed
Q10: Would the Government please confirm the following volumes may be submitted as independent files:
Volume 1: Transmittal Letter, Section B, Section C-I, and Section K Volume 2: Technical Proposal and Resumes Volume 3: Past Performance Volume 4: Pricing
A10: Confirmed
