4. SPECIAL PRECAUTIONS and SAFETY:
Project facilities are United States Government, Federal Aviation Administration (FAA) facilities used in Air Traffic Control. Loss of Human Life may result from service interruption. Any person who interferes with Air Traffic Control or damages or trespasses on this property will be prosecuted under Federal law. All persons, vendors, or suppliers requiring facility access shall coordinate entry with the facility Security Department at least 24 hours in advance.
5. FAA RESPONSIBILITIES:
The following FAA Responsibilities applicable to this Statement of Work include:
a) Access – FAA will provide proper escort services and onsite access to the subject facility.
b) Supervision – FAA will provide facilities representative oversight for onsite contracted activities.
c) Document Review – FAA will review a draft copy of the Submittals (with manufacturing cut sheets for all products, equipment, and materials). FAA will provide contractor one set of review comments for general response prior to receipt of final draft copy of the submittal to be used for permitting and construction purposes.
d) Coordinated Work – FAA local technical operations personnel will assist with coordination efforts of the subject work. This includes field measurements, demolition and removal of existing components, and preparations for new replacement items.
6. BACKGROUND:
The subject LLWAS stations with pole heights up to 150 feet above grade have simply suffered excessive exposure to harsh, cyclical seasonal weather conditions, compounded by prolonged usage and service life.
Consequently, several key building components and systems have corroded, become deficient, and/or generally worn well beyond safe, acceptable standards, thereby requiring repairs. Recent field assessments have confirmed this.
The last recorded inspection on July 13, 2021 at DAB LLWAS Station #2, located at 725 Shady Place, Daytona Beach, FL 32114, reported extensive corrosion throughout the general assembly. This included compromised lift cables, main power cord, and winch cabling. In addition, the cable guides, guide tubes, headframe, and winch gearbox appeared to be in questionable condition, imposing a possible threat to public safety.
Furthermore, the high mast was missing its dome cover, which is an important component for protecting the pulley system. Lastly, the lightning protection air terminal appeared to be detached/dislodged from the mast.
Please consider these site deficiencies as generally representational of all remaining (5) LLWAS stations scheduled for service work. At a minimum, general refurbishment/repair work should include replacement of all nuts, washers, plates, cotter pins, bushings, axels, spacers, springs, wire clamps, wire compression fittings, and other items necessary to properly repair the entire high mast assembly. With the exception of the copper air terminal, all remaining exposed metals shall be hot dipped galvanized steel, stainless steel, and/or aluminum. In addition, match existing components as close as feasibly possible.
Please refer to the attachments for additional information.
