Solicitation Section Date Received Question FAA Response

Section J‐Attch 1, PWS Section 2.3.1 & 2.4.1 4/21/2021

Block 5 within the CDRL specifies the Contract Reference as “PWS 2.3.1”.

No such line item exists. Does “PWS 2.4.1” fit more appropriately within

Block 5?

Yes, the CDRL is wrong. The correct PWS reference is 2.4.1 and 2.4.2. A corrected CDRL will be posted to the SIR/RFO announcement as an amendment.

COR 4/21/2021

Is the contractor expected to generate the design and substantiating data of the MMS? If not, do separate solicitations exist for the remaining work‐scopes?

No. The contractor should submit their proposal to the technical requirement as specified in the SIR/RFO and PWS.

COR 4/21/2021

Is the contractor expected to fabricate and install the MMS? If not, do separate solicitations exist for the remaining work‐scopes?

No. The FAA will provide a MMS for installation .

The contractor should submit their proposal to the technical requirement as specified in the SIR/RFO and PWS.

Section J‐Attch 1, PWS 9.1 4/22/2021

In reference to the requirement provided in the PWS Section 9.1

“Organizational Qualifications” ‐‐ Contractor must demonstrate previous

STC certification on part 25 75,000 lbs. MTW or less; and Part 23 12,500 lbs. MTW or less within the last 5 years from proposal date. Is the "and" a hard requirement?

Yes

PWS 4/23/2021

In addition to our ODA UMs making all necessary reviews to the technical data as described within the PWS and finding compliance to the airworthiness standards, are there any additional engineering design support requirements expected of the contractor?

No

SIR/RFO Section L.1 4/22/2021

Table L.1 within the SIR outlines the required documents necessary for a complete proposal. I do not see the CDRL listed within the table so should we assume that the CDRL provided is not necessary for submission?

A “CDRL” is a “Contract Data Requirement List” that provides instructions for how the data as identified in the CDRL is to be submitted. There is no proposal submission for this artifact as it is an attachment to the contract document and is a requirement for the contract upon award.

SIR/RFO Section L.1 4/23/2021

Table L.1 Volume I Tab B specifies Contract Documentation for SIR

Sections A‐K. AMS 3.2.2.3‐15 requires the offeror to sign indicating their authorization to negotiate, but is not included in the table. Should we assume this is not necessary for submission?

Section A is the form page of the solicitation that becomes the signature page for the contract document to the vendor selected for award. It is the first page of the SIR/RFO. It is required to be signed by the offeror upon submission of the proposal.

SIR/RFO Section L.1 4/23/2021

Table L.1 Volume IV Tab D specifies that the offerors must submit the Past

Performance Questionnaires within the proposal. Within the Past

Performance Survey document, it specifies when completed, that it should be submitted by the reference to the contracting officer. Because the proposal requires the questionnaires to be submitted, do we ask the reference to also send us a copy?

The FAA Contracting Officer (CO) requests the reference to submit the PPQ directly to the CO.

Offerors may, upon their own discretion, request the reference to send a copy of the completed PPQ directly to Offeror. The is under no requirement by the FAA to send the Offeror a copy of the completed PPQ. Per the Section L.14, “Past

Performance Factor” – “the offeror is required to include with their submitted proposal a completed copy of the front page of each attached survey that includes contact information for whom past performance was accomplished for.”
