FIRST: L.7 Instructions for Preparation and Submission of Proposals (f) Section II - Technical Documentation is hereby revised as follows:
FROM: (1) Offeror is required to provide documentation that demonstrates the experience of the offeror on projects same/similar to that described in the Statement of Work.
(A) Factor 1 (Past Performance Experience Information): Demonstrate the experience of offeror and/or proposed team, including subcontractors, on projects same/similar to that described in the SOW for the ISO 9001/14001/45001 Surveillance & Recertification Audits.
The Offeror shall complete a minimum of two (2), but no more than five (5), "Past Performance Experience Information" forms, attached to the SIR (Section J, Attachment 3) in responses to this factor. All blocks must be filled in and data should be accurate, current, and complete. All projects submitted must have been underway or completed within the last five (5) years through the closing date identified on the SIR. Each project provided must be valued at or over $100,000. If the Offeror does not have prior prime contracts to cite, then the Offeror may cite instances on which it has served as a primary subcontractor.
If any of the information required is not included in the form then the Offeror will be considered non-responsive and evaluated as unacceptable.
(B) Factor 2 (Past Performance Surveys): Offerors shall have current or past customers complete the attached Past Performance Survey (PPS) attached to the SIR (Section J, Attachment 4). A minimum of two (2) but no more than five (5) completed PPS's shall be submitted directly from the offeror's customer to the Contracting Officer no later than the SIR closing date. 1.0 Background
The Mike Monroney Aeronautical Center is an ISO Certified governmental complex located in Oklahoma City, OK. The MMAC provides technical training, facility management functions, logistical support, and Federal Shared Services including financial, information security, and other technology solutions in support of the National Aerospace System.
MMAC organizations requiring ISO audits for industry certification include the MMAC Office of the Director (AMC), the FAA Academy (AMA), Facility Management (AMP), the Logistics Support Facility (AML), Aeronautical Center Acquisitions Services (AAQ-700), and the Enterprise Services Center (AMK). AMA provides technical training for the agency, other aviation organizations, including other governmental and non‐governmental employees (both domestic and international). AML provides support for aviation safety and airspace management. This support includes centralized maintenance/repair of National Airspace Systems equipment as well as; supply chain management, warehousing, distribution, and other logistics support services. AMK is a Federal Shared Services provider in Financial Services, Information Systems Security, and Technology Solutions. AMK customers include FAA and DOT organizations, and external agencies who have agreements in place with the ESC. AMP provides facility support functions including emergency operations and physical security services. AAQ‐700 provides contract award and administration support services.
Various tenant organization located on the MMAC campus are included in the scope of ISO 14001 only.
These organizations include the Office of Aerospace Medicine (AAM), the NAS Engineering Group, (AJW-14), the Office of Foundational Business (AFB) Flight Standards Division (AFS), Aeronautical Information Services (AJV-A), and the DOT Transportation Safety Institute (TSI). AAM operates the Civil Aerospace Medical Institute (CAMI) where they provide medical certification, research, education, and occupational health services. AJW-14 provides engineering support for the National Airspace System (NAS) systems. AFB is responsible for developing, maintaining, and operating national programs for the registration of United States civil aircraft and certification of airmen. AFS develops, delivers, and manages airmen standards, publications and testing as well as policy, training and oversight.
AJV-A develops, publishes, and disseminates aeronautical charts and products to support aviation and the NAS. TSI provides safety training courses for all modes of travel, covering the transport of either people or material. International Organization for Standardization (ISO), an internationally recognized business practice, was designed to provide methods for organizations to achieve and demonstrate compliance with international standards. The aviation industry has already made significant in-roads into establishing the ISO business model. Industry best practices necessitate that the Mike Monroney Aeronautical Center’s (MMAC) AMC lines of business maintain its compliance with international standards in order to effectively provide and foster continual improvement in the areas of Quality, Environmental and Occupational Safety and Health management. It is incumbent upon AMC organizations to manage the quality process and educate AMC's workforce in continual process improvement. The most effective means to achieve this goal is for AMC and its organizations to maintain the following certifications: ISO 9001, ISO 14001, and ISO 45001.
Initial certifications occurred for the following standards on the following dates: ISO 9001 on January 15, 2009 (last recertification in July 2020, i.e., 9001:2015); ISO 14001 on September 17, 2008 (last recertification in September 2020, i.e., 14001:2015); and OHSAS 18001 on September 29, 2010 (last recertification in 2019, i.e., 18001:2007). The MMAC will migrate certification from OHSAS 18001:2007 to ISO 45001:2018 in September 2020.
2.0 Purpose
The MMAC Environmental and Occupational Safety and Health Management and the BMx systems are fully integrated quality management systems designed to manage and track internal Center processes and standards. Registrar services are needed to sustain certification to these standards with no lapse in certification. Identifying economics of scale is a primary goal of the MMAC.
Manage and maintain the Mike Monroney Aeronautical Center’s (MMAC) ISO quality process and registration. This effort requires Project Manager/Certified Lead Auditor and assistant lead auditor services with appropriate ISO 9001, ISO 14001, and ISO 45001 expertise, experience, and technical qualifications to successfully support AMC's effort in obtaining and maintain ISO registration.

Questions and Answers
1. QUESTION: There is a requirement that past performance information be for contracts of greater than
$100,000. This requirement unfairly limits competition and presumes that such projects would be comparable to the SIR/RFO issued by the SIR/RFO issued by the FAA.
ANSWER: Amendment 0001, Sections L.7 and M.5 have lowered the requirement to $20,000.
2. QUESTION: Auditors can be trained or they can be certified which includes accredited training (note the term “registered” is used which is not a term used in our industry. If the Agency is seeking auditors including the project manager to be “certified” then the SIR should be revised to ensure consistency in the use of that term which means much more than “trained.”) . The SIR/RFO requires a trained auditor in one section and then references certified auditors in the evaluation criteria. The language should be consistent between the requirement and the evaluation criteria. In addition, the reference to the Registrar
Accreditation Board (RAB) which is non-existent entity and has not existed in 15 years should be replaced by Exemplar Global or the International Registry of Certificated Auditors (IRCA).
ANSWER: The Statement of Work has been revised. Amendment 0001, Section M.5 Factor 4 – Qualified
Resources has been revised.
3. QUESTION: ISO 17021 and the IAF do not permit the subcontracting of certification activities. The FAA should limit responses from Offerors who are accredited Certification Bodies (CB) otherwise the award could result in the rescission of any certificate issued by a CB whose services were subcontracted from a non-CB.
ANSWER: Amendment 0001 has added a statement regarding subcontracting.
4. QUESTION: Please provide a copy of the current certificates for each standard (note: please do not reply that these documents are covered by FOIA or will be provided post-award. The certificates are public documents and must be verified by any accredited CB as being valid and free from suspension, revocation, or the threat of suspension or revocation at the time of bidding).
ANSWER: The certificates have been added as attachments in Amendment 0001.
5. QUESTION: State the areas, if any, determined by the MMAC within the ISO 9001 standard to be not applicable to its scope. If the MMAC replies that all areas of ISO 9001 are applicable, then it must have evidence to demonstrate that all areas of the standard have been effectively implemented within its QMS.
ANSWER: There are no exclusions; all areas apply (as evidenced by the above 9001 cert)
6. QUESTION: Using Annex B in the attached IAF MD 5 document (pages 25-28), provide the risk category for the ISO 14001 EMS (note: this category affects audit duration and would be known by the current incumbent CB).
ANSWER: The FAA cannot perform a risk assessment based on non-FAA documents and processes.
Further, it ambiguous which complexity categories apply to the MMAC, since this is not an FAA document; the document lists multiple examples within the different complexity categories that are similar to types of activities performed at the MMAC.
7. QUESTION: Using Annex C in the attached IAF MD 5 document (pages 30-33), provide the complexity category for the ISO 45001 OHSAS (note: this category affects audit duration and would be known by the current incumbent CB).
ANSWER: The FAA cannot perform a risk assessment based on non-FAA documents and processes.
Again it is ambiguous which complexity categories apply to the MMAC, since this is not an FAA document; the document lists multiple examples within the different complexity categories that are similar to types of activities performed at the MMAC.
8. QUESTION: Has the MMAC been issued any MAJOR nonconformances in the past 3 years for any of the
3 standards? If yes, provide specifics on which standard and how many nonconformances were classified as
MAJOR.
ANSWER: One OHSAS 18001 major nonconformance in 2017– failure to implement and complete correction action in the timeframe required by the registrar.
9. QUESTION: Has the MMAC maintained continuous ISO 9001, ISO 14001, and ISO 45001 certification without interruption since first achieving certification for each standard?
ANSWER: The MMAC has maintained continuous ISO 9001, 14001, and OHSAS 18001 certifications.
Certification for 45001 will not be completed until after the September 1-4…
