Summary of Work 01100 - 1
SECTION 01100 – SUMMARY OF WORK–
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Facility Description:
The Benton ARSR is a critical FAA radar facility operating a continuous 24/7/365 day operation and supports many of the regional facilities in the area. The Benton ARSR facility located on the campus of the Red Rock Job Corps Center, Route 487, Ricketts Pa., Sullivan County 18656 The Benton ARSR Roof and Radome Rehabilatation contract requires access to an exterior and restricted area of the building and can only be accessed during a preplanned outage of the radar (emissions) for a specified period of time. The contractor’s proposal will include a detailed plan and schedule considering environmental conditions (temperature and humidity’s impact on product curing times etc.), within a predefined window of time (30 days), and where worker safety is paramount. This detailed schedule will define critical activities required to complete the project within this (30 day) window. Although the facility is un-manned, means of egress from the roof will be required throughout the duration for all workers at roof level and below. Contractor can assume 8 hour workdays Monday through Friday for a 40 hour work week. Two (2) weeks prior to the scheduled 30 day outage access to the floor below will be available for staging/mobilization and two (2) weeks following the outage for demobilization and close out (60 day total duration). At the commencement of the outage the FAA personnel will require 2 days prior to the actual start of work to facilitate removal of the lightning protection and grounding systems and 2 days prior to installing the elastomeric membrane. All work on roof will be closely monitored, defiencenies corrected with the intent of minimizing exceptions at the JAI/CAI.
B. Project Identification:
The facility consists of a 60 ‘ x 60’ square (3600 SF footprint) concrete building approximately 86’ to top of roof. Atop the roof is a 50’ high, conical shaped fiberglass enclosure (Radome) that rests atop an 8’ high Radome Ring Wall comprised of structural steel tube (coated with LBP) and clad with asbestos transite panels, all housing radar equipment. The aforementioned structure sits atop a split slab construction (see details and descriptions) which contains an interstitial asbestos containing built up roof all supported by a 10” structural slab below. The entire roof area has one point of personel access by means of a ships ladder from the 5th floor level through a rooftop hatch. This level is off limits due to equipment emissions and can only be accessed during a predetermined outage of the radar equipment.
The following is a brief description but not limited to the following. Work involves the preparation and encapsulation of exterior and interior lead containing painted structural steel surfaces and replace, repair and prepare for encapsulation of exterior Asbestos (Transite panels).
Remove and reinstall all lightning and grounding components impacting remediation of specified components and finishes. Preparation and repainting of all roof level perimeter handrail, toe plate, flashing and removing and replacing handrail fencing infill panels. Remove and replace two (2) roof hatches (asbestos containing flashing) with OSHA compliant roof hatches w hatch mounted rails and gates. Removal of miscellaneous abandoned rooftop
Benton ARSR Roof and Radome Rehabilatation QRC ARSR Benton Pa.
Summary of Work 01100 - 2 equipment. Remove and replace 4 LED floodlights and modify 3 rooftop junction boxes. Install new and demo and replace areas of an existing Modified Bitumen Torch down roof in preparation of receiving an elastomeric roof coating over entire exterior roof and partial interior.
Close coordination with FAA technicians who will temporarily remove and/or reinstall but not limited to the following:
a.) Communication cabling inside existing junction boxes b.) Reinstall communication cabling upon completion of new junction boxes.
c.) Active communication equipment and components impeding finishing of specified surfaces.
Otherwise, the contractor will be responsible for temporary removal and reinstallation of all Lightning protection and grounding components that impact the work required to properly complete the specified finishes (painting and roofing).
a.) Temporary disconnect certain grounding points on metal components.
b.) Temporary removal and reinstallation of any conductors required to complete all painting and roofing components.
c.) Reconnection of all removed cabling and grounding points upon completion of specified finishes matching the pre-existing condition prior to removal.
d.) All reinstallation of cabling and reconnection points to metal components shall be metal to metal (void of any finishes) insuring connectivity and satisfying requirements of the FAA-STD-019f :
Lightning and Surge Protection, Grounding, Bonding and Shielding Requirements for Facilities and Electronic Equipment and to the satisfaction of the Resident Engineer.
Detailed scope and quantities found below are approximate and require verification in field.
While preparing surfaces for finishes the overall approach is to manage the asbestos and lead containing components in place and encapsulate. Only panels to be removed and replaced with cementitious panels are indicated on the drawings.
The contractor is advised of the presence of lead contaminated coatings on exterior painted surfaces at this facility. The intention of this project is to remove the loose peeling paint on painted exterior surfaces, as listed in section B.1 below, and then apply a rust inhibiting primer and encapsulate the exposed painted surfaces with a lead barrier coating. All other exterior surfaces, as listed in section B below, will be primed with a rust inhibiting primer and finish painted with acrylic enamel paint as specified. Lead based paint chips generated from removing the loose peeling paint shall be contained and properly disposed of. The contractor shall comply with the OSHA Lead in Construction Standard, 29 CFR 1926.62, when impacting painted surfaces as well as the LCC Work Practices Specification contained in this solicitation.
Other miscellaneous tasks are noted in section B below. The overall intent is to manage the lead coated components and encapsulate in place.
In order

Personal fall arrest systems are required when working from an articulating or extendible boom, scissor lifts, swing stages, or suspended platform. Fall protection must comply with ANSI A10.14.
1. Personal Fall Arrest Device: Equipment, subsystems and components shall meet ANSI
Z359.1, Personal Fall Arrest Systems. Only a full-body harness with a shock absorbing lanyard is an acceptable personal fall arrest device. Body belts may only be used as positioning devices only such as for steel reinforcing assembly. Body belts are not authorized as a personal fall arrest device. Climbing on any scaffold braces or supports not specifically designed for access is prohibited. Contractor shall ensure that scaffold erection is performed by employees that are qualified. Do not use scaffold without the capability of supporting at least four times the maximum intended load or without appropriate fall protection as delineated in the accepted fall protection plan. Minimum platform size shall be based on the platform not being greater in height than four times the dimension of the smallest width dimension for rolling scaffold. Some Baker type scaffolding has been found not to meet these requirements. Stationary scaffolds must be attached to structural building components to safeguard against tipping forward or backward.
The first tie-in shall be at the height equal to 4 times the width of the scaffold base.
3.4 ACCIDENT SCENE PRESERVATION
A. For serious accidents, ensure the accident site is secured and evidence is protected remaining undisturbed until released by the RE. After release is issued, promptly replace used, damaged, or worn equipment.
