STATEMENT OF WORK
Flight Program Operations
Composite Propellers
I. Introduction
Flight Program Operations (AJF) is responsible for all aspects of the FAA Flight Program to include: safety, policy/standards, operations, training, maintenance, administrative services, financial and business management, acquisition, reporting, regulatory compliance, and other internal/external requirements.
AJF has a current requirement for 7 new MTV-27-1-E-C-F-R (P)/CFR260-65b propeller Assembly (applicable to Beechcraft Super King Air Model 300).
II. Background
The Beechcraft Super King Air Model 300 (BE-300) is undergoing a complete modernization project. The avionics equipment is being replaced with a new Rockwell Collins ProLine 21 system, the interior is being replaced and is incorporating new sound deadening materials, and engines are being replaced. New propellers are necessary to continue reliable and economical aircraft operation as AJF plans to continue using these aircraft for flight inspection and other mission activity for a minimum of the next 15 years.
III. Objectives
Purchase 7 new sets of composite propellers: part number MTV-27-1-E-C-F-R (P)/CFR260- 65b and exchange for FAA propellers.
IV. Scope of Work
Flight Program Operations requires 7 new sets of composite propellers with accompanying documentation. The Contractor will provide new propellers in exchange for FAA owned propellers. The total cost of a replacement propeller will be the net of the cost of a new propeller less the FAA exchange propeller value plus any applicable discounts. Only a designated FAA Contracting Officer (CO) will authorize MTV-27-1-E-C-F-R (P)/CFR260-65b propeller purchases.
V. Requirements
The Contractor will provide a “new” propeller for exchange with a FAA propeller. The “new” propeller kit must include the following:
a. MTV-27-1-E-C-F-R(P)/CFR260-65B 5 Bladed Propeller -Quantity 2
b. P-1283-1(R2) Spinner Assembly King Air 300/350 –Quantity 2
c. P-1129-2 Slip Ring Assembly, King Air 300/350 – Quantity 2
d. P1166-5 Deice Kit MTV-27, King Air 300/350 –Quantity 2
e. STC SA03525NY Data Pack
i. Airplane Flight Manual Supplement
ii. Instructions for continued airworthiness
iii. Operations Manual
iv. Installation Instructions
Original Equipment Manufacturer (OEM) required documents must be provided prior to or at time of delivery. Documents must include at a minimum; log Books, Life Limited Parts (LLP) listings, certifications, and warranty documents. The propeller embodied components must be certified as new and with zero time.
VI. Quality Control Plan
The Contractor and FAA must create and agree to a quality control plan for this requirement within 30 calendar days after contract award. The plan must include procedures and methods necessary to order a new MTV-27-1-E-C-F-R (P)/CFR260-65b propeller, transfer FAA exchange propeller, and resolve damage or incomplete shipments of propeller and/or propeller paperwork. This plan must include Contractor and FAA Points of Contact (POC) for management support, logistics support, and invoicing support. The POC information must include the organizational or employee names, business telephone number, business fax number, and business email addresses. The Contractor must provide a copy of any published documents, In Accordance With (IAW) IV of this SOW.
VII. FAA Acceptance and Inspection
The FAA will conduct a receiving inspection of all propellers including LLP in accordance with the Flight Program Operations FAA-approved 14 CFR Part 135 General Maintenance Manual (GMM). Any propellers and parts received in a damaged condition or without proper certification documentation will be recorded and identified to the Contractor for resolution.
Should the propeller or LLP require return shipment to the Contractor, it will be at the Contractor’s expense.
VIII. Delivery Schedule
Delivery schedule will be;
Seven (7) propeller assembly sets are required for BE-300 aircraft.
i. First three (3) sets of propellers one (1), two (2), and three (3) are due by March 31st, 2020.
ii. Propellers four (4), five (5), six (6), and seven (7) are due by August 30th
2020.
IX. Transition/Close Out Plan
Approximately four weeks prior to the Task Order’s end date, the FAA will require the Contractor to provide the following:
a. A financial report
b. A final status report that includes a projection of activities for the remainder of the Task Order
c. A closeout meeting with the FAA (details and participants to be determined by the FAA)
