Questions/Answers for
6973GH-18-R-00072
1. According to your requirement under "NOTE" on page 3, what are you referring to or the standard "AMS" requirements?
All employees must pass a background investigation and all requirements for an ID issued by both the FAA and any airport required ID.
2. Section II a. on page 2 has a list or description of aircrafts and their locations, will the "regular hours of aircraft services" be the same (1500 through 2330 (3:00 pm through 11:30 pm) as the employee work schedule?
Yes
3. Section II, paragraph 3, states that the FAA will furnish the current procedures and guidelines for each aircraft upon award. Are the procedures classified and is it possible to receive a digital copy or an unclassified copy to ensure or for pre-planning purposes our employees and company will meet all requirements in advance of any issues upon award.
As it states in Paragraph 3, second sentence, “The FAA shall furnish the current procedures and guidelines for each aircraft upon award”.
4. Please describe what kinds of GFE or FAA furnished equipment will be available for each location, the purpose is to ensure that all required equipment (for servicing each aircraft internal/external locations are not duplicated) will be in place at each location and proper inventory will be taken upon award?
The FAA will provide: Maintenance Stands, Lavatory Servicing Carts and Potable Water Servicing Carts in all locations.
5. Would the government consider changing the requirement to Small Business or other Concerns?
No, not at this time.
6. Would the FAA consider extending the due date in order for offerors to coordinate submission with PP references?
No, the government will not extend the due date. The Offerors still have two (2) weeks to submit proposals and Past Performance prior to the closing.
7. Beyond the Continuation Sheet, does the FAA require any additional information in pricing?
Not at this time. As stated in the Note, if competition does not materialize, you may be asked for other than certified cost and pricing data.
8. Please describe which documents the government requires: only the solicitation document, or all documents within the solicitation package (solicitation, SOW, addendums, etc.).
The Offeror must submit signed copies of the solicitation and each amendment in front of the Pricing Volume.
9. What is excluded from the 50-page page limit for the Technical Proposal?
Please reference L.2 (b)(2). The last sentence in this paragraph dictates inclusions.
10. Does the government consider the Offeror Letter and the Transmittal the same or different? If different, what is the distinction?
The two documents are different. The Offeror Letter simply states your (the offeror) assumptions and/or provisions not applicable. A Transmittal is written and/or signed by the official in your company who is authorized to sign a binding document.
11. Please confirm only 2 volumes are required from Offerors, given that there are other informational requirements: Technical, Pricing. Should Offerors place the SIR, Transmittal Letter and Offeror Letter in the beginning of the Technical Proposal? If no, where should they be placed? If yes, should the Offeror assume this information is entirely excluded from Technical Proposal page limits (50 pages)?
Yes, there are two volumes, Technical and Pricing. All contractual documents should be inserted in front of the Pricing Volume.
12. Please define “primary and secondary personnel” and clarify whether this requirement applies to all locations or the management team.
