Questions & Answers to Solicitation 6973GH-18-R-00062
Hangar 6 Aircraft Lease - Cessna Citation Excel, XLS, or XLS+
Per the Statement of Work (Release 02 dated October 5, 2017), Paragraph 5.3.8 states “Secure radio communications equipment for communicating with personnel on the ground while the aircraft is en route.”
Can you clarify what type of secure radio communications equipment is required? Would the Cobham “Flexcomm RT-5000 Tranceiver” meet the requirement?
This requirement would be met if compliance with 5.3.3 is installed. An Aviator 300 or similar system would meet the requirement
In response to Solicitation 6793GH-18-R-00062
1. Statement of Work paragraph 4.1.1. states “The appropriate service bulletin or manufacturer’s option must be included if an increased maximum take-off gross weight is available as an option on the aircraft.” Would this maximum gross weight option be required to be included and thus estimated as part of the proposed price if currently unavailable but becomes available during the Period of Performance? If so, would the Government provide guidance regarding the acceptability of pricing this contingency?
If currently available, it must be complied with on proposed airplane. Should not be estimated as a future requirement.
2. Statement of Work paragraph 4.3 states “Any service bulletins, letters and instructions issued by the aircraft manufacturer on the following while the FAA operates the aircraft shall be provided, at no additional cost, to the COR in reproducible form in the quantities specified.” We request the Government clarify that this requirement is to provide these service bulletin, letter and instruction documents to the Government and is not a requirement for the contractor to actually implement these prospective actions into the aircraft at no additional cost. Also, does this requirement apply to all service bulletins, letters and instructions or only those designated as mandatory?
Provide ALL service bulletin documents (applicable to model selected 560-XL, XLS, XLS+) to the Government. Section 1.1.3 requires the contractor to comply with (actually implement) recommended service bulletins and AD’s at no additional cost. Optional service bulletins are not mandatory for the contractor to cover (see section 1.1.3).
3. Statement of Work paragraph 5.3.3 states the aircraft shall be equipped with “Satellite communications phone system with secure communications that supports Secure Terminal Equipment (STE) capability and that interfaces with the current Inmarsat communication satellite network.” Can the Government provide a description of the current Inmarsat communication satellite network?
Current Inmarsat communication satellite network is the Inmarsat L Band network with Swift Broadband capability. Aircraft equipment meeting this requirement would be the Aviator 300 or another system with similar capability.
4. Statement of Work paragraphs 5.3.8 states that the aircraft shall be equipped with “Secure radio communications equipment for communicating with personnel on the ground while the aircraft is en route.” Would the Government provide additional information to include any specific requirements regarding the level and type of security required. Also, does the Government have a particular secure system or equipment that is preferred that meets this requirement? If so, would the Government provide specifics regarding this equipment? In the Government’s further definition of the secure radio communications requirements, please advise as to what equipment the government may provide and what equipment the contractor will be required to provide.
See section 5.3.3. The reference to secure radio communications means that the satellite communication system installed in the aircraft supports using a Secure Terminal Equipment (STE) phone.
Inmarsat L Band network with Swift Broadband capability meets this requirement. Aircraft equipment type would be an Aviator 300 system or something with similar capability.
