SIR 6973GH-18-R-00014 Amendment 0005

SIR 6973GH-18-R-00014 SOW questions

1. Could FAA please clarify the questions regarding practice tests in the first Q&A? First, does FAA consider a sample test to be the same thing as a practice test? Is the delivery of practice tests a new service FAA is requiring of the test delivery vendor for this contract?

If so, can the vendor charge a delivery fee for practice tests? Also, could FAA project what the estimated annual volume of practice tests would be?

Response: Yes, the sample test would be an online practice test. We don’t expect it to be an on-the-fly test; there may be 2 or 3 ‘static’ tests that can be rotated upon request. We are open for suggestions on actual structure. We currently place sample test files on our web site as an example of the types of questions an applicant would find in an actual exam. We did not expect the user would be charged for this sample test.

2. Regarding Phase 2. Test Delivery, 8.2.1.1, could FAA provide vendors with the number of first-time ACTS examination applicants annually, and the number of examination applicants that need to reapply annually?

Response: This question is not entirely understood. ACTS is new and there are no previous exams developed or delivered under ACTS. We do not understand what is meant by “applicants that need to reapply annually?

3. Regarding Phase 2, 8.2.1.2, could FAA clarify your role in conducting the review of applicant accommodations applications, i.e., does FAA review applications and make the decision on granting accommodations or is this done by the current test delivery vendor(s)? Does FAA expect the applicant accommodations applications review and decision-making process to be managed by the test delivery vendor in the new contract?

Response: Currently, the FAA reviews and grants approval for testing with special accommodations. It is expected that the vendor will work with the FAA when special accommodation requests are made.

4. Regarding the Test Time Table included with Amendment 4, we note that there are many exam programs where the applicant minimum age of eligibility is under 18 years of age.

Could FAA tell us how many tests are administered to minors annually?

Response: The FAA is unable to provide this information at this time.

5. Regarding SOW requirement 8.2.3.3.e for temporary testing site support, could FAA provide vendors with the location of temporary test centers needed for each of the last three years?

Response: Most, but not all, temporary testing centers are located at FAA district offices as indicated in the SOW. FAA district offices can be located at https://www.faa.gov/about/office_org/field_offices/fsdo/ https://www.faa.gov/about/office_org/field_offices/fsdo/

6. Regarding Phase Three, to help us understand the scope of each ACS document and each blueprint, please confirm that the scope of the ACS document is one test type (so there is potential for 89 ASC documents), rather than one ACS document per test bank.

Response: Although more than one certification may be in a single ACS, and the tasks and codes will overlap some, they will not be configured by certification or by bank. There will be a mixture: for example, the mechanics tests are in 3 banks, but only one ACS document. The opposite could also be true, that one bank could be split into two or more ACSs to accommodate the necessity of separating certifications.

7. In Phase Three, 8.3.2, the SOW states that “Beginning in Base Year 2 of this contract the FAA is requiring two assessments be accomplished until all exams have been assessed.”

What is the scope of each assessment? Does the scope of one assessment cover one of the 89 test types, or one of the 13 test banks? If it is the former, please clarify that the vendor is required to assess two test types in Base Year 2 (e.g., the PAR and PAT test types). If it is the latter, please clarify that the vendor is required to assess two test banks including all of the associated test types in Base Year 2 (e.g., PVT Test Bank, including 17 test types; and the AMG test type).

Response: The general scope of the assessments is indicated in 8.3.1. Yes, the assessment will cover the test type not test bank. At least two per year.

8. For Phase Three, 8.3.1 and 8.3.2, is the vendor expected to perform assessments for all of the 89 test types over the course of the contract (this appears to be requested in 8.3.1), or just two test types per year starting with year 2 for a total of 18 assessments?

Response: At least two assessments per year until all exams have been assessed.

9. For Section B – Schedule” (pp. 4-6), and the SIR document “L.4 (e) Cost/Price

Information-Volume III” (p.46), is FAA asking for grand totals based on the volume figures given by the FAA (in the SOW), or are they asking for a unit cost per test?

Response: Both as indicated in both sections.

SIR 6973GH-18-R-00014 questions

1. Regarding 3.3.2-1 FAA Cost Principles, can the FAA please provide vendors with the Contract Cost Principles document referenced in paragraph (d) for vendors to review in advance of the proposal submission, if the document applies to this contract? If it does not because this is a no-cost contract, please confirm.

Response: Refer to Chapter 13, Procurement Pricing Handbook at http://fast.faa.gov/PPG_Pricing_Handbook.cfm

2. Regarding the FAA’s response to the question regarding AC3212 LIABILITY INSURANCE (JAN 1997), item a (3) (c), would it be acceptable that the Contractor provide notice of a policy’s cancellation to the FAA?

Response: No. The insurance carrier should provide the cancellation notice.

http://fast.faa.gov/PPG_Pricing_Handbook.cfm

3. Regarding the new proposal deadline of January 3, 2018, would FAA please consider extending this deadline by two weeks so that vendors have time to adjust their proposals based on FAA’s responses to this round of questions?

Response: No.
