About this file

This document is a Questions and Answers amendment for a maritime crane replacement project issued by the Department of Transportation Maritime Administration. The solicitation (Number 69727625Q000002) requires removing an existing crane and installing a new 50-ton, 120 ft telescopic boom cylinder luffing offshore marine rated pedestal crane on the M/V Barbara Lois vessel. Key specifics include a maximum hoisting capacity of 100,000 lbs, with the contractor responsible for crane removal, disposal, and installation using a government-furnished telescoping forklift and operator assistance. The project requires a Cummins diesel engine, with PPG preferred for paint systems, and involves specific requirements for fire watch protection, marine chemist certificates, and adherence to marine crane installation regulations. The job and shipping location are the same, and the crane will be installed on the current existing pedestal after removing the old 40-ton crane.

QUESTIONS AND ANSWERS

AMENDMENT 00005

MARCH 28 2025

· Please advise if there are any hazardous area classifications required regarding the installation of the replacement crane? Can you go into further detail on hazardous area classifications?

· The maximum hoisting capacity of the replacement crane is listed as 100,000lbs ( 50ST ). Please advise:-

· At what radius/outreach is the crane required to lift 100,000lbs? We have no specifics; however the engineered approved load chart works out will be fine with us. Heaviest lifts will be at almost a full boom up.

· Is this 100,000lbs hoisting capacity an onboard lift or an offboard lift? All will be at the stern of the vessel.

· If the hoisting capacity is an offboard lift please advise at what radius/outreach and under what sea state conditions the crane is required to lift 100,000lbs offboard? No lifts at that capacity will be offboard the vessel.

· Are there any other critical lifts required to be undertaken by the replacement crane, if there are please advise the specific hoisting capacity and radius/outreach? No.

· Is there a required hoisting capacity at any extended reach or at the maximum 120ft extended boom length? No.

· Are there any hoisting speed requirements for the main and auxiliary winches? No, normal factory set speeds will work just fine.

· Are any boom floodlights, Aircraft Warning Lights, anemometer or illuminated windsock required to be supplied as part of the crane configuration? No.

· Please confirm that wireless, rather than cabled or hydraulic, sensors for load, boom angle and length sensing would be required as part of the LMI System? We are open to wireless or wired.

· Please confirm that wireless anti-two block systems, rather than a mechanical system utilising stainless steel cables, would be required for use with the main and auxiliary winches? We are open to wireless or wired.

General / Scope of Work:-

· Line item 2.1: The contractor shall provide all labor, material, engineering, and structural calculations to accomplish the specification(s) [Techcrane clarification] - With reference to the replacement crane, Techcrane would provide information regarding the crane weight, dimensions, COG and pedestal reaction forces/values etc so that the customer/client can use this information to assess the suitability of the existing vessel foundation interface to accept the replacement crane. The replacement crane would likely have a higher total weight than the existing crane based on the diesel engine driven HPU being mounted on the crane platform under the new configuration. Techcrane would not be responsible for any engineering related to the existing vessel foundation. Are you stating that you would not be reliable for any structural changes if needed for the pedestal?

· Line item 2.5: The contractor shall obtain all applicable Insurance, Marine Chemist certificates, and permits required by law to accomplish the specification(s). [Techcrane clarification] - Please provide clarification and/or additional information as to the requirements relating to "applicable Insurance, Marine Chemist certificates, and permits required by law to accomplish the specification(s)"? This relates to normal laws and regulations for Marine crane installations which I am sure is your normal installation procedures. Marine Chemist certificate would be obtained to approve hotwork in the designated area.

· Line item 2.6: The contractor shall provide fire watch protection, qualified fire watch service, and equipment to protect the vessel and personnel. [Techcrane clarification] - Please provide clarification and/or additional information as to these requirements? What does fire watch protection, qualified fire watch service and equipment to protect the vessel and personnel mean? What are Techcrane expected to provide? Fire watch shall be present during any hot work. Fire blankets during these tasks shall be placed below to avoid any damage or fire to the wooden decks or machinery below. A fire extinguisher shall be present at all times during hot work.

· Line item 2.9: The Contractor shall remove existing HPU piping from the crane pedestal down to main deck and cap the pipe at the deck. [Techcrane clarification] - Please confirm that the existing HPU would remain in place and would not need to be removed? Yes, Fleet crew will handle all piping and equipment below deck.

· ABSTRACT:

· This item intends to remove the existing 40 Ton EBI TC-150 crane onboard the M/V Barbara Lois and remove all parts offsite and install the new 50 Ton EBI TC-150 onto the current pedestal that the old crane was removed from. [Techcrane clarification] - Would Techcrane be responsible for the removal and disposal of the existing crane or does the work scope involve the removal of the existing crane and locating the crane components in a customer/client provided location with the crane remaining the property of the customer? Would the items listed under "Government-Furnished" be available at the crane storage location? Yes, contractor would be responsible for removal and disposal of existing crane and items under GFM will be available.

· GOVERNMENT-FURNISHED:

· Equipment – Telescoping forklift for removal of old crane and installation of new crane with operators.

· Material – Any needed ships drawings.

· Services – Operators for assist crane and telescoping forklift. [Techcrane clarification] - Would any utilities be available or provided? What utilities will you need? Would Techcrane be responsible for the provision of a vehicle to move the existing crane from the yard to the offsite location? Yes, they would be responsible for furnishing the transportation vehicle to remove the existing crane from the facility after removal. Please explain offsite location. Would the offsite location be a locked, secure or security monitored location. Please explain offsite location and what it is needed for.

· [Techcrane clarification] - Is the crane platform mounted diesel engine required to be a Cummins model or are there any other approved suppliers? Cummins is required.

· [Techcrane clarification] - What would be the primary and secondary start requirements for the diesel engine? Would an enclosure be required with fire/gas alarms? Are you referring to the electrical system onboard the vessel?

· [Techcrane clarification] - Techcrane would normally provide a paint system from Carboline. Would this be acceptable? PPG could also be available. PPG is preferred, however, carboline would be acceptable, we have used it in the past.

Crane Specifications: 5.1.1. Maximum Capacity limited to approximately 100,000 lbs. QUESTION: Are we picking up 100,00lbs?

1. The crane will never be placed in a position by employees for it to need to lift its max capacity. The only time this would take place is during a yearly crane inspection in which a load test is performed. I believe all load test standards are the same for any crane and involves the crane performing a pull test in which it is required to pull 10% over its labeled max capacity.

Shipping and Job/Service site location. QUESTION: What will be it? Are Job site and Shipping Address the same?

1. Job site and Shipping address are the same.
