Introduction The FAA has transitioned several training courses, including Mathematics Refresher, Building Environmental Concepts, Antenna & Transmission Lines, Advanced Antenna & Transmission Lines, and Instrument Landing Systems (ILS) Concepts to self-paced distance learning. These courses are designed to equip new hires with foundational knowledge, ensuring their success in future equipment courses.

With this shift to distance learning, the FAA requires on-demand tutoring support for Mathematics Refresher, Environmental Concepts, Antennas & Transmission Lines, Advanced Antennas & Transmission Lines and Instrument Landing Systems (ILS) Concepts. Additionally, there may be a need to incorporate on-demand tutoring support for more courses as the need arises.

1. Scope Contract resources are required to provide support for Airway Transportation System Specialists (ATSS) training. The FAA requires online tutoring for a variety of distance learning courses. The tutoring services will assist ATSS in relearning and understanding the mathematics principles and applications necessary to successfully complete the Mathematics Refresher course (64 hours), Building Environmental Concepts course (64 hours), Antenna & Transmission Lines course (80 hours), Advanced Antenna & Transmission Lines (112 hours) course, and ILS Concepts course (40 hours). These courses will provide the ATSS with the foundational and conceptual knowledge needed to succeed in their follow-on equipment courses and job duties.

2. Audience The ATSS position requires successful completion of two years of study above high school that includes at least twelve semester hours in engineering, physical science, technology, or mathematics. At least six hours must be in electronics courses. Alternatively, an entry-level technician may have one year of work experience with at least six months of specialized work experience as a technician, instructor, inspector, or mechanic in a civilian or military setting.

The estimated target audience for tutoring support is expected to be comprised of approximately 2800 newly hired full-time employees over a three year timeframe for the ATSS Technician job series.

This course provides training for Technicians and Developmental Technicians on Instrument Landing Systems (ILS) Theory. Lecture subjects include general ILS theory, glide slope theory, and localizer theory. Laboratory subjects include radiation pattern analysis, equipment adjustments, and ILS test equipment. The learner must be proficient in basic algebra and trigonometry, as well as performing computations on a scientific calculator. Calculations are performed and used in examples throughout the student guide using a scientific calculator.

4. Requirements One-on-one tutoring support is required to aid students in passing the Mathematics Refresher course, Antennas and Transmission lines course, Advanced Antennas and Transmission lines course, Environmental Concepts course and Instrument Landing Systems (ILS) Concepts course.

Additionally, there may be a need to incorporate on-demand tutoring support for more courses as the need arises. A sample of formulas and problems that tutors may be required to assist with depending on the class they are supporting is provided for information purposes as Attachment J.1 to this SOW.

This support must be conducted through an online format where tutors can teach students based on course materials provided by students uploading information by typing, drawing, by photo, or by uploading a document in multiple formats (.pdf, .rtf, .doc, .xls, .jpg, .ppt, etc.). The FAA has a large geographic footprint and requires tutoring support to be available Monday through Friday, 0700-1530 Central time, excluding Federal Holidays. The FAA has a few remote locations, Alaska and Guam, which will require the contractor to make time adjustments for support. The contractor must provide the option to request a specific tutor time and the option to request the same tutor if an employee needs additional support. Tutoring support will be needed for up to an hour on each session. Any additional time needed by the employee will need to be scheduled.

Student throughput is projected to be 2800 new hires over a three year timeframe, each new hire potentially requiring four hours of tutoring per distance learning course. The Contractor must provide the necessary qualified personnel and materials to provide tutoring support to the Technical Training organization. Furthermore, the Contractor must be able to support a maximum of 20 FAA users simultaneously, immediately upon award during each contract year.

Tutoring sessions must be open for up to 60 minutes per session.
