1. What requirements within the material could be changed to optimize the work and system required without deviating from the FAA mission for the system or the standard processes that systems must go through?

2. How can the program accelerate the development and testing schedule without deviating substantially from the standard FAA processes?

3. The FAA is contemplating having Offerors propose performance incentives as defined in Section L.6. What aspects of the program are good candidates for use of performance incentives?

4. The Enterprise Information Display System has been designated as a NAS System and consequently operates within a closed environment not accessible to the internet. Do the requirements as provided clearly articulate the restrictions on this environment?

5. Please provide references to any items, sections, or concepts which are unclear.

6. Please identify any specific requirements that will make execution more difficult than expected for a NAS System.

7. Are there opportunities for innovative contracting methods for this opportunity? If so, please explain.

8. Is the approach for evaluating Data Rights unclear within Section M? If so, please elaborate and offer suggestions for improving the clarity.

9. The FAA wishes to balance the administrative burden of too many T&M labor categories and levels with the likelihood of lower prices afforded with a high granularity of the labor categories and levels. 10. Please note there may or may not be an operational capability demonstration required by the final SIR.
