About this file
This amendment to a solicitation provides additional questions and answers for a catering services contract opportunity with the Department of Transportation. The solicitation is for catering services for the DOT Secretary's 56th Annual Awards Ceremony. The amendment specifies that the awarded caterer must have a District of Columbia-licensed food service manager and licensed food handlers deployed onsite for the entire event. It discloses that Sodexo is the incumbent contractor, having provided cafeteria services to DOT for several years, but has withdrawn from that contract, necessitating this competitive solicitation for catering services for the upcoming awards ceremony. Sodexo remains eligible to compete for this catering project opportunity although the contracting officer does not know if Sodexo intends to compete. No other details are provided in this amendment regarding the requirements of the solicitation.

Amendment No. 2 to
Catering Solicitation No. 693JK424R600002 for DOT Secretary’s 56th Annual Awards Ceremony
This Amendment No. 2 adds the following Answers numbered 41 and 42 to Questions not yet asked by any prospective offeror:
41. Question: Must this Solicitation’s resulting Catering Purchase Order awardee have a D.C. -licensed food service manager deployed onsite at DOT for the entire duration of the Catering event contemplated in this Solicitation?
Answer: Yes.
42. Question: Must each and every and all of the non-managerial food-service-handler-workers— deployed at DOT by this Solicitation’s resulting Catering Purchase Order awardee, for the Catering event contemplated in this Solicitation—be D.C. - licensed as a food-service-handler?
Answer: Yes
This Amendment No. 2 also adds the following answer to a question which was posed to DOT:
` 43. Question: Who is the incumbent contractor for the kind of Catering-service envisioned in the subject Solicitation?
Answer: Sodexo has been DOT’s incumbent Catering-services-contractor, probably for the past several years, because Sodexo was also DOT’s Cafeteria-Services contractor for the past several years. But Sodexo has withdrawn from that firm’s DOT Cafeteria- Services contract, and so DOT needs to run the subject new competitive procurement for the needed Catering services for the upcoming DOT Secretary’s Awards ceremony. DOT’s contracting officer is not aware of any reason why Sodexo would not be eligible to compete for the subject Catering-project, but DOT’s contracting officer does not know whether Sodexo would be interested in it.
This Amendment No. 2 provides no further information regarding the subject Solicitation.
James H. Mowery III Contracting Officer, DOT November 21, 2023
