Amendment No. 2
To
Solicitation No. 693JK421R500011
This Amendment No. 2:
A. EXTENDS this Solicitation’s proposal-submission-deadline to 11:30 PM Eastern Daylight Time
September 1st, 2021; and
B. ADDS, to this Solicitation, a requirement that each and every offeror, regardless of size, truthfully complete the following SIZE-CERTIFICATION statement and place it on the FRONT-page of the offeror’s proposal:
“[INSERT, here, the NAME of the offeror-company] hereby certifies: (1) that its average annual gross revenue, as computed over the offeror-company’s five most-recently-completed company-fiscal-years, is [INSERT, here, the offeror’s average annual gross-revenue-dollar-figure]; and (2) that this offeror-company accordingly [TRUTHFULLY display, here, either “is” or “is not”], a SMALL business for purposes of Solicitation No. 693JK421R500011’s less-than-$22,000,000 small-business-size-STANDARD associated with that Solicitation’s specified NAICS Code (561621).
[PLACE, on the signature-LINE above, the SIGNATURE of the offeror-company’s size-certifier]
[INSERT, here, the NAME of the offeror-company’s gross-revenue-certifier]
[INSERT, here, the TITLE of the offeror-company’s gross-revenue-certifier]
[INSERT, here, the DATE of the offeror-company’s gross-revenue certification]
AND ALSO:
C. ANSWERS the following QUESTIONS posed by prospective offerors:
1. Question: We are not physically located in the District of Columbia but work there on a consistent basis. Would our non-location in the District of Columbia disqualify us from competing in this procurement?
1.Answer: If an offeror not physically located in the District of Columbia nevertheless confirms and explains, in its proposal submitted to DOT in response to this Solicitation, that the offeror has a substantial-work-presence in D.C., and if the offeror’s proposal further confirms and explains that such substantial-work-presence in D. C. would enable the offeror to efficiently perform the project contemplated in this Solicitation, then the offeror’s location would not disqualify the offeror from submitting a proposal under this Solicitation.
2.Queston: In that these emergency call boxes are in place to support life/death scenarios (e.g.
accidents, natural disaster, active shooter, etc.), would the DOT consider including a Base Year maintenance support agreement with Option Years to renew? Having a maintenance agreement with Option Years (to renew) inclusive of the contract would ensure the Government of: continuity of service, software is always up to date, and guaranteed response times.
2.Answer: No
3.Question: Regarding the Solicitation’s requirements #5, “integration of existing baseline and non-baseline software into the systems environment”, please explain what is meant by “baseline” and “non-baseline”.
3.Answer: Any software engineering that is required to integrate the system in DOT’s environment
(Lenel OnGuard, Bosch BVMS and proposed system) shall be included in each offeror’s proposed pricing. But this answer does not change DOT’s Brand-Name-requirements as published in the subject Solicitation.
4.Question: Based upon our survey results, we have identified potential new methodologies to design and implement a cost effective solution. However, this would require some additional time for re-design / engineering. So, would the Government please consider extending the proposal-submission-deadline to allow additional time for the aforementioned justification?
4. Answer: DOT is hereby extending the subject Solicitation’s proposal-submission-deadline to 11:30
PM Eastern Daylight Time September 1st, 2021. Further, DOT is allowing offerors to propose (and to fully-price-out) new methodologies that an offeror’s proposal shall demonstrate would constitute a definite, right-now-fully-developed, cost effective, solution—provided that no such proposal-design shall be inconsistent, in any way, with DOT’s Brand-Name-intentions that are specified in the subject
Solicitation, and provided further that no such proposal-design shall call for any research-work or for any development-work, because this Solicitation is not a research-and-development project.
This Amendment No. 2 makes no further changes to the subject Solicitation.
