Qualifications CONTESTING DOT's requirement that all offerors MUST propose a Call Box system that will INTEGRATE with DOT's EXISTING Lenel OnGuard and Bosch BVMS equipment / systems; and (b) a deadline of 11:30 PM Eastern Daylight Time, August 26th, 2021, for submittal of actual

PROPOSALS to all of the foregoing specified

DOT-addressees.

Purpose: The purpose of this Solicitation is to establish a contract to modernize the Emergency

Call Box System at the U.S. Department of

Transportation (DOT).

Set-Aside: This is a SMALL-Business Set-Aside

Solicitation-----EXCEPT that DOT does RESERVE the right to award this Solicitation's resulting contract to the lowest-totally-priced-technically-acceptable

LARGE-business offeror in the event that no

SMALL-business offeror is found by DOT to be both technically-acceptable and competitively-priced.

The NAICS Code for this procurement is 561621.

The small-business size-standard associated with that NAICS Code is an average annual offeror-company-gross-revenue of less than

$22,000,000 as computed across the company's five most-recently-completed company-fiscal-years.

RESTRICTION on Call Box systems proposed in response to this Solicitation: DOT's Office of

Security is requiring offerors to propose Call

Box systems that will INTEGRATE with Security's

EXISTING Lenel OnGuard and Bosch Video Management

Systems. The Office of Security has made a major investment in its existing Lenel and Bosch systems. The Office of Security does not have the budget or resources that would be needed to

REPLACE Security's existing Lenel and Bosch systems with OTHER systems that would integrate with a PROPOSED Emergency Call Box system that does NOT integrate with Security's existing Lenel and Bosch systems.

Work-Site: The needed work is to be performed at

DOT's Southeast Federal Center (SEFC) located at

Work-Details: See the attached Statement of Work

/ Statement of Objectives, for details. Of particular importance is the fact that each offeror MUST propose a Call Box system that will fully INTEGRATE with DOT's EXISTING Lenel OnGuard and Bosch BVMS equipment / systems----because of the urgency of this procurement, and because

DOT's Office of Security is already heavily invested in Lenel and Bosch systems and has a limited budget that will not accommodate a Call

Box system that will not fully integrate with

Security's EXISTING Lenel and Bosch systems.

PRE-REGISTRATION for Pre-Proposal WALK-THROUGH:

By sending an e-mail to Hank.Clyatt@dot.gov and to Joseph.Geraci@dot.gov and to james.mowery@dot.gov, not later than 11:00 AM

Eastern Daylight Time August 20th, 2021, all prospective offeror-companies shall state the name and e-mail the e-mail address of up to two offeror-company-representatives whom the prospective offeror-company would like to attend and participate in this Solicitation's

Pre-Proposal-Walk-Through of the DOT work-site, which is scheduled to be conducted by DOT representatives from 10:00 AM to noon on August

23rd 2021.

Selection-Procedure: DOT intends to use a

Lowest-Totally-Priced-Technically-Acceptable selection-procedure in selecting this

Solicitation's winning offeror----in which an offeror's proposal must meet ALL of this

Solicitation's requirements in order to be judged by DOT as being technically-acceptable.
