PART I - THE SCHEDULE

SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS

B.1 GENERAL

B.1.1 In accordance with the Statement of Work set forth below in Section C of this Solicitation, and in accordance with specific Task Orders hereafter issued under this Solicitation’s resulting Indefinite

Delivery / Indefinite Quantity (IDIQ) contract, the contractor shall provide 360 Degree Leadership

Assessments for Executives and Managers of the U.S. Department of Transportation, by allowing and arranging and enabling DOT’s use of the contractor’s own on-line Leadership Assessment tool.

Note: Please note that this Solicitation No. 693JK420R500002 is for the very same Leadership

Assessment project that had been described in Sources Sought Special Notice No.

693JK419R500011 which was published in FedBizOpps on May 2, 2019. This document is a

COMBINED Pre-Solicitation-Notice, and Solicitation.

Note: No funding was available for this project as of the date on which this Solicitation was published in FedBizOpps. And because of Federal-fiscal-uncertainties associated with budget-impasses and Continuing Resolutions, DOT does not, in publishing this Solicitation, promise that any funding ever will hereafter become available for this project. Further, DOT cannot and will not reimburse any offeror for its costs incurred in: (a) compiling and submitting a proposal to

DOT in response to this Solicitation; or (b) negotiating the terms of the offeror’s proposal with

DOT.

Note: It is not necessary that a company have submitted any Statement of Qualifications to

DOT in response to the May 2019 Sources Sought Special Notice, in order for the company to now be eligible to submit a formal proposal to DOT under this Solicitation No.

693JK420R500002. In other words, a company’s failure to respond to DOT’s May 2019 Sources

Sought Notice will not disqualify the firm from now submitting a formal proposal under this

Solicitation No. 693JK420R500002.

Note: DOT plans to award one and only one IDIQ Contract from this Solicitation No.

693JK420R500002. In making its contract-awardee-selection decision under this Solicitation No.

693JK420R500002, DOT will be granting a first-preference for small-business-prime-offerors.

However, this Solicitation is also allowing large-business-prime-offerors to submit proposals; and any such large-business-proposals will constitute a back-up resource that DOT reserves the right to use in making a contract-awardee-selection-decision in the event that no small-business-prime-offeror submits a proposal that is responsive and responsible and technically acceptable and reasonably and realistically and competitively priced.

Note: In order to qualify for inclusion in this Solicitation’s first-preference-group of small-business-prime-offerors, prospective offerors shall note, and shall comply with, the following requirements “A” and “B”: A. This Solicitation’s applicable NAICS Code is 541612, whose associated small-business-size-standard is an average annual prime-offeror-company-gross-revenue of less than $15,000,000, as computed over the prime-offeror-company’s three most-recently-completed company-fiscal-years.

Therefore, each prime-offeror-company submitting a proposal under this Solicitation must itself have an average annual gross revenue of less than $15,000,000, as computed over the prime-offeror-company’s three most-recently-completed company-fiscal-years, in order for the prime-offeror-company to qualify as a small-business-prime-offeror and thereby be included in this Solicitation’s first-preference-group of small-business-prime-offerors. B. In addition to satisfying the average-annual-gross-revenue-limit specified in requirement A immediately above, each prime-offeror-company submitting a proposal under this Solicitation must also be proposing to itself perform more than half of this project’s total work, in order for the prime-offeror-company to qualify as a small-business-prime-offeror and thereby be included in this Solicitation’s first-preference-group of small-business-prime-offerors.

Note: Each offeror’s Non-Pricing Proposal-Volume shall provide a cloud-link or links, or shall provide some other precise reference, or shall provide a diskette or diskettes, which will allow various members of this procurement’s DOT Technical Evaluation Panel to “pose” as an Agency Facilitator

Point of Contact (POC), or to “pose” as a DOT employee whose leadership potential is to be assessed, and which shall allow such DOT persons, in assuming such poses, to access the offeror’s proposed on-line Leadership Assessment tool and to “test drive” that tool by actually using that tool to complete— and to then evaluate the results of—at least one hypothetical on-line leadership assessment. And each offeror’s Non-Pricing Proposal-Volume shall also provide click-by-click instructions showing precisely and fully the sequence of on-line-tool-clicks that a member of DOT’s Technical Evaluation

Panel would need to go through in order to assume such poses and in order to complete such a hypothetical leadership assessment using the offeror’s proposed on-line Leadership Assessment tool.

And every offeror should seriously consider the idea of displaying, in the offeror’s Non-Pricing proposal-volume, screen-shots that will visually present those needed click-by-click instructions. And the “test-driving” described above shall also allow a DOT Technical Evaluation Panel member posing as an Agency Facilitator Point of Contact (POC) to use the offeror’s proposed on-line Leadership

Assessment Tool to do, specifically, the following:

• Take the survey as a participant o Experience a user dashboard that allows the participant to:

▪ Take self-survey

▪ Nominate raters

▪ View rater list

▪ Track completion rates

• Experience basic administrator tools including:

o Tracking response rates o Requesting reports o Displaying norms in the report

Note: Each offeror’s Non-Pricing Proposal-Volume shall include a concordance-table showing fully and precisely how and where the offeror’s proposed On-Line Leadership Assessment Tool is “cross-walked” to the Office of Personnel Management’s (OPM’s) requirements for leadership assessments.

B.1.2 It is anticipated that each particular Task Order hereafter issued under this Solicitation’s resulting IDIQ contract will have a specified firm fixed price. It is currently estimated that each particular project-year of this Solicitation’s resulting IDIQ contract will have a total Ceiling-Price of

$500,000, and that the 5-year IDIQ contract will accordingly have an overall aggregate grand total

Ceiling Price of $2,500,000, if all four of the IDIQ contract’s Option Years are hereafter exercised.

Maximum quantities for each of this project’s six specific types of support-services (Contract Line

Items numbered 0001, 0002, 0003, 0004, 0005 and 0006) are specified in the year-by-year Price

Schedule tables set forth below in this this section B.

a. The Not to Exceed of the base year is TBD.

b. The funding amount of TBD shall cover the base performance period from date of award through TBD.

c. Upon exercise of an option year, it is hoped that at least partial yearly funding can be obligated via modification to the contract.

B.1.3 All equipment and supplies required to perform the services will be furnished by the contractor.

B.1.4

Completed-by-the-offeror versions of the five (yearly) Price Schedule tables given below in section B.2 of this Solicitation. And in compiling its Cost Proposal, each offeror shall be sure to use precisely the same estimated quantity-numbers (“QTY” numbers) that are given in the yearly Price Schedule tables displayed in Section B.2 of this Solicitation. PLEASE UNDERSTAND, HOWEVER, THAT THE

QUANTITY-NUMBERS DISPLAYED IN THE PRICE SCHEDULE

TABLES SET FORTH BELOW IN SECTION B.2 OF THIS

SOLICITATION ARE MERELY MAXIMUM ESTIMATED

QUANTITY-NUMBERS, AND THAT DOT IS NOT

GUARANTING TO ULTIMATELY AND ACTUALLY ORDER

THOSE MAXIMUM QUANTITY-NUMBERS DURING THE

ADMINISTRATION OF THE CONTRACT RESULTING FROM

THIS SOLICITATION.

SECTION C - DESCRIPTION, SPECIFICATIONS, WORK STATEMENT

STATEMENT OF WORK

1) Introduction

The U.S. Department of Transportation is (DOT) believes strong leadership is the key to an engaged and motivated workforce. In support of this belief, DOT is committed to strengthening its leadership capabilities throughout the department. 360-degree feedback is a method of systematically collecting opinions about an individual's performance from a wide range of coworkers. This could include peers, direct reports, the boss, and the boss’s peers— along with people outside the organization, such as customers. The benefit of collecting data of this kind is that the person gets to see a panorama of perceptions rather than just self-perception, which affords a more complete picture. Data produced by the implementation of 360 degree assessment tools will help target areas of weakness in an effort to maximize available training resources to help drive continuous improvement. It also provides executives with feedback from others that they can use to create an

Executive Development Plan as required by CFR 412 and the Executive Order on Strengthening the

Senior Executive Service.

From May 2013 to 2018, DOT contracted with the Center for Creative Leadership (CCL) to provide

360-degree leadership assessment tools and services. The Blanket Purchase Agreement (BPA) allowed DOT modes to purchase 360-degree leadership assessments and included secure web-based tool, administration, and feedback report capability.

2) Objective

The objective of this call is to continue to provide a 360-degree leadership assessment tool to provide feedback, to DOT leaders on their leadership skills and styles.
