Amendment No. 1

To

DOT’s Leadership Assessment Solicitation No. 693JK420R500002

This Amendment No. 1 is issued for the purposes of: (a) making four corrections to the

Solicitation-version that was initially published in the SAM.Beta.gov website on December 6th, 2019; (b) answering several questions posed thus far by a prospective offeror.

1. The first correction hereby made is that the Solicitation’s Section “G.8 KEY PERSONNEL” clause is hereby DELETED in its entirety and is hereby REPLACED with the following re-write:

G.8 KEY PERSONNEL

For the duration of this contract, it is currently estimated that the Contractor shall be required to provide the following Key Personnel:

-Project Manager

Other, non-key personnel, are expected to include:

-360 assessment tool Technical Support Person(s), (depending on each Task Order) – to include entering User information, running reports, responding to questions, etc.

-Trainer (optional if DOT chooses to get certificated in the contractor’s tool)

-Person who provides IT systems technical support (to include troubleshooting issues with the software functioning on the User’s PC and using the vendor software)

Accordingly, the Contractor agrees to assign to this contract those personnel who have qualifications to meet the performance objectives and staffing-requirements set forth in this Solicitation’s

Statement of Work. No substitution shall be made without prior notification to, and concurrence of, the Contracting Officer. During the first ninety days of performance the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. All proposed substitutes shall meet or exceed the qualifications of the person to be replaced, as determined by the COR in consultation with the Contracting Officer. The Contracting

Officer shall be notified in writing of any proposed substitution at least 14 working days in advance of the proposed substitution.

Such notification shall include:

(1) an explanation of the circumstances necessitating the substitution;

(2) a complete resume for the proposed substitute; and

(3) any other information requested by the Contracting Officer to enable him to judge whether or not the contractor is maintaining the same high quality of personnel that provided a partial basis for award.

2. The second correction hereby made is that the Solicitation’s front-page contact-information, “brandon.lorthridge@dot.gov” , is hereby CHANGED to read “ james.mowery@dot.gov”.

And prospective offerors are hereby instructed to please not try to contact Mr. Lorthridge, because he is not working on this Leadership Assessment procurement.

3. The third correction hereby made is that the first sentence of section B.1.4 of the Solicitation-version that was initially published in BETA.Sam.gov on December 6th is hereby changed to read as follows: “Each offeror’s Non-Pricing Proposal volume shall include completed-by-the-offeror versions of the five (yearly) Price Schedule tables given in section B.2 of this

Solicitation.”

4. The fourth correction hereby made is that the Solicitation’s five Price Schedule tables, given in Section B.2, are hereby DELETED in their entirety and are hereby REPLACED with the following tables:

Payment Schedule:

1. The Contractor shall invoice the Government no more than monthly (or within 15 days for

Small Businesses) under this contract (See G.2).

2. Each monthly invoice for each particular Task Order shall be submitted in a total dollar-amount based on the lowest-priced of the following three potential computation-methods (“a” or ”b” or “c”): (a) an invoice-price-computation based on the number of hours actually worked on the particular Task Order for which the invoice in question is being submitted to

DOT; or (b) an invoice-price-computation based on the contractor’s percentage-of-completion of the particular Task Order for which the invoice in question is being submitted;

or (c) in the case of a fully-completed Task Order, an invoice whose computed total dollar-amount does not cause the cumulative total billed dollar-amounts of all invoices submitted to

DOT under that same particular Task Order to exceed that Task Order’s specified total fixed-price.

3. No invoice will be paid by DOT until after its correctness has been certified by the

Contracting Officer’s Representative (COR).

And this Amendment No. 1 also provides the following answers to the following questions posed thus far by a prospective offeror:

Question No. 1: Does the 5000 hour requirement mean a minimum of 5000 hours experience utilizing a

360 assessment tool (online included) or is the requirement to have 5000 hours using a 360 online assessment tool created by vendor?

Answer to Question No. 1: The requirement is to have 5,000 hours of experience in utilizing a 360 degree on-line leadership assessment tool created by the vendor (offeror).

Question No. 2: Is this the first time that DOT has let out and awarded a contract for this service? If not, who was previous vendor?

Answer to Question No. 2: DOT’s previous Leadership Assessment contract (Blanket Purchase

Agreement) was numbered DTOS59-13-A-00023, and it was awarded to the Center for Creative

Leadership Inc , of Greensboro, North Carolina, on September 4, 2013. That firm’s Dun and Bradstreet

Number was (and is believed to still be) 071580955. Prospective offerors are hereby asked to do their own research in order to determine whether or not the Center for Creative Leadership Inc meets the small-business-size-standards specified in Section B of DOT’s current Solicitation No. 693JK420R500002.

Question No. 3: If DOT is to purchase and license the needed on-line leadership assessment tool, who has the responsibility of maintenance/upkeep for the app?

Answer to Question No. 3: DOT does not intend to purchase a leadership assessment tool (app) in connection with the contract awarded from the subject Solicitation. Therefore, the company that is awarded this current Solicitation’s resulting new contract will have the responsibility for maintenance / upkeep of the on-line leadership assessment tool (app) which is used by that company in performing that new contract.

Question No. 4: Aside from all of the requirements listed in the contract, is there anything else that would make an effective response result in a successful contract award?

Answer to Question No. 4: As is the case in almost any competitive procurement, each offeror under the subject Leadership Assessment procurement potentially stands to benefit from: (a) carefully reading and re-reading every word of the Solicitation and its Amendments; and (b) meticulously compiling and submitting a proposal which is fully-responsive to the Solicitation; and (c) pricing the offeror’s proposal in a way that the offeror’s sound business judgment and marketplace-awareness lead the offeror to be believe will be competitive as against proposals submitted by other offerors.

Question No. 5: As a small business contractor, I am considering responding with a team of other small business consultants. What would a site visit entail for a team that’s located in different states?

Answer to Question No. 5: Upon consideration of this question, DOT has concluded that pre-proposal-site-visits by interested companies to DOT would be unlikely to provide any benefit to such companies or to the Department. Therefore, DOT will not be offering or hosting any pre-proposal site visits, by prospective offerors, to DOT in conjunction with this Leadership Assessment procurement. DOT does, however, reserve the right to conduct post-proposal meetings with offerors whose proposals DOT hereafter determines are inside this procurement’s Competitive Range. However, DOT is not promising to establish any Competitive Range in this procurement; and DOT is reserving the right to make a contract-award without discussion.

Question No. 6: When will questions and answers be posted?

Answer to Question No. 6: You are now reading a dated First-Edition of Questions and Answers relating to the subject Solicitation. But long experience suggests to the contracting officer that this document might not be the last edition. So please keep monitoring the BetaSam.gov website for any further

Amendments to this Solicitation.

This Solicitation Amendment No. 1 makes no other corrections or changes to the Solicitation-version that was initially published in SAM.Beta.gov on December 6th, 2019.
