About this file
This document is a Request for Information (RFI) for an External Corrosion Direct Assessment (ECDA) Field Course. The objective of the PHMSA TQ ECDA training program is to provide federal and state pipeline safety personnel with knowledge required to perform inspections of ECDA programs, which are used to assess external coatings and corrosion on pipelines.
The RFI outlines the tasks and responsibilities for the contractor, including providing instruction on ECDA topics, demonstrating field equipment, and meeting specific instructor qualifications. The courses will be held 3 times per year at the PHMSA Training & Qualifications Center in Oklahoma City, with up to 5 classes per fiscal year. The contractor will be evaluated based on their ability to deliver the training effectively. PHMSA will provide the training facilities, materials, and equipment, while the contractor is responsible for furnishing the instructor(s). PHMSA intends to award a firm-fixed-price purchase order contract using simplified acquisition procedures.
