About this file

This is a Request for Information (RFI) issued by the Pipeline and Hazardous Materials Safety Administration (PHMSA) seeking market research on support services for hazardous materials safety data, risk-based inspections, and data integration. PHMSA is specifically interested in innovative solutions to modernize its systems, particularly for LNG facility oversight, data architecture, and risk-based safety modeling. The RFI targets experienced organizations capable of enhancing data integration across systems, improving risk analysis tools, supporting compliance with regulatory requirements (49 CFR Part 193, NFPA 59A), and advancing cross-modal coordination.

Respondents are required to submit electronic responses in PDF or Word format to Dwayne.Cross@dot.gov by August 4, 2025, with a 10-page limit. The RFI requests detailed information including company capabilities, relevant past performance, and specific responses to nine comprehensive questions covering topics such as data hub design, DOT Public Access Plan compliance, hazardous materials safety data analysis, intermodal coordination, and technical expertise in LNG plant structural design and regulations. This is a market research initiative only, and no contract will be awarded based on RFI responses.

RFI Number: 693JK325RFI05

Date Issued: 7/21/2025

Response Due: 8/4/2025

1. Introduction

The Pipeline and Hazardous Materials Safety Administration (PHMSA) is issuing this

Request for Information (RFI) to gather input from interested parties regarding the continuation of ongoing, mission critical support services related to hazardous materials safety data, risk-based in sections, and data integration. This RFI is for market research and planning purposes only and does not constitute a Request for Proposal (RFP), Invitation for

Bid (IFB), or Request for Quote (RFQ). No contract will be awarded based on responses to this RFI.

2. Background

The Pipeline and Hazardous Materials Safety Administration (PHMSA) is responsible for protecting people and the environment by ensuring the safe transport of hazardous materials. Within PHMSA, the Office of Hazardous Materials Safety (OHMS) Operation Systems Division oversees key programs that include data and risk analytics, R&D, and program management.

As PHMSA increases its focus on data integration, risk modeling, and oversight of LNG facilities, we are seeking innovative, proven approaches to modernize our systems and tools. This includes enhancing platforms like Data Hub, improving the Master Company

Hub, and strengthening our data architecture to support cross-modal coordination, compliance analysis, and incident prevention.

We are particularly interested in solutions that support LNG safety and design oversight under 49 CFR Part 193 and NFPA 59A, as well as those that enable us to meet federal mandates such as the DOT Public Access Plan.

Through this Request for Information (RFI), PHMSA is gathering insights from qualified organizations to inform future strategies in data, design, and safety innovation.

The purpose of this RFI is to gather information from experienced organizations with demonstrated capabilities in LNG facility oversight, data architecture modernization, and risk-based safety modeling. PHMSA is seeking solutions that:

• Enhance integration and usability of hazmat safety data across systems;

• Improve risk analysis tools and support targeted enforcement and outreach;

• Support compliance with 49 CFR Part 193, NFPA 59A, and the DOT Public

Access Plan;

• Advance cross-modal coordination and public transparency.

Responses to this RFI will help inform potential future acquisitions or partnerships to strengthen PHMSA’s data-driven safety mission.
