Are the budget caps in Attachment 7 inclusive of the resource sharing? For example, Attachment 7 lists up to $800,000 for Topic #1. Is it correctly interpreted as $400,000 in federal funds and $400,000 in resource sharing (as opposed to $800,000 of each)?

The proposed amount is Project Estimated Cost, that would be a 50:50 (Government:Resource Share) Split for Technology Development and 80:20 Split for Knowledge Development.

Why are knowledge generation topics assigned resource sharing requirements? Technology development projects have a direct benefit to the contractor as it subsidizes their costs of development, so resource sharing make sense. For knowledge generation, the benefit is the wider industry, public, and government, not the contractor.

50:50 (Government:Resource Share) Split for Technology Development and 80:20 Split for Knowledge Development.

Do we had to respond to all 19 areas in Attachment #7 or just those we feel we have technology to address (a single/subset of the 19 areas)?
A researcher may submit a separate proposal for each research topic their interested in.
Are Canadian incorporated companies eligible to submit proposals?
In the “Eligibility” section on page 2 of the announcement, it states that “[a]ny responsible source (excluding foreign entities, federal, state, and local governments) may submit proposals for consideration.” (emphasis added).

Because a Canadian-incorporated entity is a foreign entity, it would not be eligible for this Research Announcement, they could be a Subcontractor with a researcher, but could not hold the contract.

Can research scientists or engineers from the national labs, such as Sandia National Labs and Pacific Northwest National Lab, or NREL serve as CO-Pi or subcontractors for the RA proposals?
In the “Eligibility” section on page 2 of the announcement, it states that “[a]ny responsible source (excluding foreign entities, federal, state, and local governments) may submit proposals for consideration.” (emphasis added).

If they are foreign entities, they could be a subcontractor with a researcher, but could not hold the contract.
