About this file
This is a Questions and Answers document for RFP 693JJ925R000012, issued by the National Highway Traffic Safety Administration (NHTSA) regarding the resurfacing of the SATF Asphalt Traction Test Surface at Goodfellow Air Force Base in San Angelo, TX.
The document contains 7 questions and NHTSA responses covering key requirements: contractors must place at least one test strip within 150 miles of SATF if they don't have existing test strips for NHTSA evaluation; test strips will be placed adjacent to the current test surface on the shoulder area and can remain in place; no specific depth of material removal is required prior to paving the new surface - contractors can determine the best approach to meet requirements for the new surface and smooth transitions; according to NHTSA personnel's layman's assessment, the current surface appears structurally sound without major cracks or surface issues, though contractors are advised to evaluate the surface themselves before bidding.

RFP 693JJ925R000012
Resurface SATF Asphalt Traction Test Surface'
RFP Questions and NHTSA Responses
1. On the test track we may need to price out making two or more tests? correct?
NHTSA Response:
Yes. If you do not have test strips already in place at a location that can be accessed and evaluated by NHTSA within 150 miles of SATF, you will need to plan to place at least 1 test strip so that NHTSA can verify the coefficient of friction.
2. This acquisition has appeared to have documents from past opportunities. Example - Pre- Solicitation & Combined Synopsis/Solicitation 693JJ923R000092. Are these documents still relevant for our use?
NHTSA Response:
The solicitation (693JJ925R000012), posted on SAM.gov, contain all of the relevant files for this Solicitation.
3. On the test track again, if we do it on site then we will be responsible to demo it once we are through with it Correct?
NHTSA Response:
No, the test strip will be placed adjacent to the current test surface on the “shoulder” of the existing surface – meaning on top of the current surface at the edge of the currently paved area.
The test trip can remain in this location.
4. Are documents that were previously published for this effort relevant for this particular Solicitation (693JJ925R000012)?
NHTSA Response:
No. Only the documents that are currently published under 693JJ925R000012 are relevant.
5. Was there a Debriefing conducted following the previous solicitation(s) for this effort? Why was there no contract award made?
NHTSA Response:
No, there will not be a debrief held regarding the previous solicitation for this effort.
6. What depth needs to be removed prior to paving the new surface?
The agency is not specifying that any material be removed but is allowing the contractor to determine the best way to meet the needs of the requirement. Specifically, the need for a new surface and smooth transitions onto, and off of, the new surface.

7. What is the current condition of the surface and foundation?
NHTSA personnel are not asphalt experts and therefore cannot attest to the condition of the surface and foundation; however, from a layman’s perspective, the surface and foundation appear to be in sound structural condition. NHTSA staff have not observed large cracks or dislocations within the current asphalt layer. Further, the surface is smooth and free of bumps or depressions that would indicate a failure of the foundation. We highly recommend contractors evaluate the surface for themselves if this is important for bidding on the contract.
