About this file

This is Amendment 0001 to RFP 693JJ925R000012 issued by the National Highway Traffic Safety Administration (NHTSA) for resurfacing of the Uniform Tire Quality Grading Standards (UTQGS) traction asphalt test surface at the San Angelo Test Facility located at Goodfellow Air Force Base in Texas. The amendment answers questions received after the Q&A period and extends the proposal due date from January 13, 2025 to January 21, 2025 at 4:00 a.m. ET.

The amendment addresses a contractor's question about not meeting certain Transportation Acquisition Regulation (TAR) clauses related to information technology security and data protection. The government's response indicates that no changes will be made to the solicitation as the TAR clauses are required, but clarifies that nothing more than what is typically provided in the commercial marketplace is expected for this resurfacing project. The work involves removing existing surface or repairing it with crack sealant, applying new asphalt mix meeting specific friction coefficient requirements (0.55-0.62), and painting lane stripes on the 1000-foot long by 104-foot wide test surface used for tire traction testing.
