Response to RFP 693JJ922R000026 Multi-Standard Compliance Testing Solicitation

Question 1:

SOW Section F.6. Vehicle Condition Report (Page 32 of 137) It states, “The complete report shall be included on the CD-ROM, DVD or USB flash drives containing the Final Test Report in PDF format.”

Would it be acceptable to submit deliverables to the NHTSA via a secure FTP site? (This has been common practice on other NHTSA testing contracts for Compliance and NCAP testing. Furthermore, it would be more secure and better align with Section H.17.4 Protection of Information and more specifically Memorandum M-06-16 / NIST.

Answer 1:

NHTSA will consider the request after contract award.

Question 2:

SOW Section L.1 Proposal Delivery (Page 77 of 137) Its states, “The Proposals are due no later than 11:00 am Eastern Time, Thursday August 8th, 2022”

Could the NHTSA please confirm that the date listed in this section is a typographical error and that in fact the due date is the 11th as stated on page 3 of 137 (“Proposals are due no later than 11:00 am Eastern Time on Thursday August 11, 2022”)?

Answer 2:

The correct date and time is Thursday, August 11, 2022 at 11:00AM EST

SOW Section L.8. Proposal Content (Page 81 of 137) Under Technical Content it states, “Offerors must also submit proposals for DSP Inspection for each group proposed except if an offeror submits a proposal for only Group B, FMVSS 122.”

What does DSP stand for (It is not listed in C1. Acronyms)?

Answer 3:

Designated seating position

Question 4:

Question 5:

The RFP cover page states Proposals are due Thursday, 08/11/2022 by 11am EST. However, Section L.1

2) states are due date of Thursday, 08/08/2022 by 11am EST.

Please confirm that the correct due date is Thursday, 08/11/2022.

Answer 5:

See answer 2.

Question 6:

The SF33 form lists 1600 ES in Section 9 as the time proposals are due however both sections referenced in Question 1 indicate 11am EST.

Please confirm that the correct due time is 11am EST.

Answer 6:

See answer 2.

Question 7:

CLIN 0019/1019/2019/3019/4019/5019 Standard 201 Test – Interior Impact. Cost assumption is that this CLIN is intended only for S5.1 (IP) and S5.2 (Seatbacks) for interior impact. S5.4 and S5.5 are also included as physical evaluation of the part geometry with no physical testing required.

Does NHTSA anticipate 571.201 S5.3 Interior Compartment Doors to be included in the compliance testing for FMVSS 201 under this RFP. For S5.3, the manufacturer may choose calculation method or subject the interior compartment doors to six sled tests.
