C.2 BACKGROUND
The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Research (VSR) conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency’s motor vehicle and traffic safety goals.
The VSR formulates, develops, and executes research programs to develop agency requirements in the areas of testing, and assessing motor vehicle crashworthiness safety standards.
C.3 PURPOSE
The research efforts conducted under this contract will be performed through issuance of task orders that will provide a range of research skills that will be used to plan, conduct motor vehicle safety research tests such as dynamic crash tests, static and dynamic rollover tests, sled tests and static tests. This effort will include pedestrian traffic safety testing. For some of these tests, NHTSA requires development and fabrication of test devices and test fixtures for evaluating both vehicles and test dummies. The Contractor also shall provide quality control (QC) of research data.
As part of this research, VSR performs vehicle safety research tests, such as vehicle-to-vehicle, vehicle-to-barrier, sled tests, rollover tests, and additional impact tests, to determine the type of crash response of occupant restraints and human surrogates anthropomorphic test dummies (ATDs) undergo in vehicle crashes. This also requires handling, instrumentation, and qualification testing of ATDs. Another research effort is in the area of pedestrian testing. This may include dynamic or static testing of the exterior of the vehicle. NHTSA also performs static test of vehicle components to determine the performance of a vehicle components in the real-world crashes. In performing these dynamic and static test NHTSA may have to build test devices to achieve its goal.
C.4 KICK OFF MEETING
Within four (4) weeks of the effective date of the contract award, the Contractor shall participate in a Kickoff meeting with the Contracting Officer’s Representative (COR), Contracting Officer (CO), and other NHTSA staff. The Kickoff meeting may take place via teleconference. This meeting will be approximately two hours in length. The Contractor shall make a brief presentation of their understanding of the contract requirements. After the presentation, the parties shall discuss basic contract requirements, including the schedule for testing and test procedures.
C.5 GENERAL TEST REQUIREMENTS

Section 5164 of the Omnibus Trade and Competitiveness Act (Pub. L. 100-418) established that the metric system of measurement was the preferred system of weights and measures for trade and commerce in the United States. Executive order 12770 directed Federal agencies to comply with the Act by converting regulatory standards to the metric system after September 30, 1992.
In a Final Rule published on March 15, 1990 (60 FR 13639), NHTSA completed the first phase of metrication, converting English measurements in several regulatory standards to the metric system. Since then, metrication has been applied to other regulatory standards (63 FR 28912).
Therefore, if a Contractor has test equipment that cannot provide direct measurement in metric units, the Contractor shall calculate the exact metric equivalent by means of a conversion factor carried out to at least five significant digits before rounding, consistent with the specified metric requirement.
The Contractor shall follow he methodology for rounding measurement in the test reports in accordance with ASTM E29-13, “Standard Practice for Using Significant Digits in Test Data to Determine Conformance with Specifications.”

If qualification before and after each test is required, the post-test qualification data obtained after a crash test can be used as the pre-test calibration qualification data for a subsequent crash test as long as the dummy is used within eight (8) weeks of the post-test calibration qualification, and the dummy is not used for any other static or dynamic tests during that time period.
The qualification data for the test device shall be submitted as part of the Quality Control Package, the Draft Test Report, and Final Test Report (see Deliverables). Qualification data must also be available electronically (in Entrée-format and/or DIAdem TDMS format) if requested by the COR. Electronic data collected for all ATD qualifications must be retained by the Contractor for at least five years from the test date.
In the event that the ATD does not meet any of the qualification specifications (i.e. specified corridors) or data anomalies occur when performing qualification tests, , the ATD must be inspected to identify any type of contributing electrical or mechanical issue. Furthermore, the COR may request that the region be re-qualified before testing can resume. Additional checks of test equipment and instrumentation may be required for verification of accuracy. The necessity for investigations and the qualification will be at the COR’s discretion and will be performed without additional cost.
The Contractor shall notify the COR (TO) in writing within twenty-four (24) hours after completing qualification test series if the ATD has not meet all the performance requirements.
