About this file
This document contains questions and responses related to a request for proposals for a Geographic Information System Standardization Project. The National Highway Traffic Safety Administration is seeking to standardize GIS data nationwide to support the transition to Next Generation 911. Proposals are due within 25 page and 11x17 project schedule limits, and the same staff may propose multiple labor categories if their performance risk is explained. Clarification was provided that final indirect rates will be paid following FAR procedures and Section B will be modified as needed, and that the total contract amount will be determined at award. This project aims to address interoperability challenges between jurisdictions by developing standards for consistent GIS data handling and exchange to enable emergency response nationwide.

RFP # 693JJ921R000012
GIS Standardization Project
Questions and NHTSA Response:
1. Page 19 Section G.2.c “This Indirect Cost provision does not operate to waive the LIMITATION OF FUNDS Clause (incorporated by reference in Section I). The Contractor's audited final indirect costs are allowable only insofar as they do not cause the Contractor to exceed the total estimated costs for performance of the Contract listed in Section B.”
Please clarify this paragraph, as the referenced FAR Clauses state that the contract's costs are estimated and the possibility of negotiating additional costs to the contract are not a given, but are possible. If the contractor abides by the rules of the Limitation of Costs FAR Clause, then Bona-fide, audited final indirect rates should be paid regardless of the contract's estimated ceiling.
NHTSA Response: In dealing with Indirect Rates, to include Billing Rates and Final Indirect Cost Rates, NHTSA complies with FAR 42.7. Final Indirect Rates are paid as long the procedures in FAR 42.7 are followed. When the procedures in FAR 42.7 are followed the NHTSA will issue a Bilateral modification modifying the contract as appropriate, which may include Section B and Section G.
2. Page 23 Section G.8.a “The amount presently available for payment by the Government and allotted to this Contract is $TBD. The Contractor agrees to perform, or have performed, work up to the point at which the total amount paid and payable by the Government under the Contract approximates but does not exceed the total amount actually allotted by the Government.”
Same question as on Clause G.2.c above
NHTSA Response: The To Be Determined (TBD) amount will be determined at the time of award.
3. Page 50 Section L.8 “Proposal Format instructions for Volume I – Technical
Proposal:Technical proposals shall be limited to more than twenty-five (25) standard pages, resumes will not count against the page limit.”
Can we include additional supporting information as addenda, not counted against the 25-page limit for Volume I – Technical Proposal? Examples of this would include an 11x17 formatted project schedule, additional charts, graphics, and sample documentation.
NHTSA Response: An 11x17 formatted project schedule, additional charts, graphics, and sample documentation should be included within the required 25-page limit.

4. Page 54-55 PART IV: QUALIFICATIONS OF PROJECT PERSONNEL “The
Offeror shall provide the Technical ability and knowledge in the following labor categories: …”
Can a vendor propose that the same employee will fulfill the requirements of more than one labor category (for example the same employee is proposed as Senior Task Lead and 911 Engineer)?
NHTSA Response: Yes, a vendor may propose that the same employee will fulfill the requirements of more than one labor category. However the vendor must provide an explanation on how it will avoid performance risk when having the same employee performing multiple labor categories.
5. Page 51/Page 55 Sections L.8 Proposal Format instructions for Volume II – Business Proposal and L.10 Business Proposal Instructions “The Offeror shall provide the Technical ability and knowledge in the following labor categories: The instructions for formatting Volume II – Business Proposal defined in section L.8 on page 51 do not match the parts defined in section L.10 on page 55. In L.8, Part I is the Table of Contents and Part II is Cost/Price Information. In L.10, Part I is Cost/Price Information. Please clarify whether we are to call our Table of Contents as Part I or if the Table of Contents for Volume II should not be specifically called out as a “Part” and you intend Cost/Price Information to be listed as Part I of this proposal volume.
NHTSA Response: Please follow the instruction for VOLUME II – BUSINESS PROPOSAL defined in Section L.8 on page 51.
