SECTION C - DESCRIPTION/ SPECIFICATIONS/WORK STATEMENT
C.1 INTRODUCTION
The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The Agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Research conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency’s motor vehicle and traffic safety goals.
C.2 BACKGROUND
Motor vehicle crashes are the leading cause of death in the United States for individuals between the ages of 5 and 24 years, and among the top two leading causes of death for all age groups (Center for Disease Control WISQARS data for 2009-2018). In 2016, there were 37,461 fatalities and more than 3.1 million persons who sustained injury in traffic crashes on U.S. roads (2016 Summary of Motor Vehicle Crashes:
https://crashstats.nhtsa.dot.gov/Api/Public/ViewPublication/812580).
NHTSA strives to base its rulemaking and research priorities on findings from field crash data.
Priorities are also set based on needs related to test devices and evaluation criteria. NHTSA’s current research portfolio incorporates topics related to the experimental and mathematical biomechanics of adults and children, including anthropomorphic test device (ATD) development; protection of vulnerable populations such as older and obese occupants, small female occupants, and pedestrians; fundamental investigations of response and injury risk of specific body regions such as the brain, lower spine, abdomen; and experimental and computational assessment of occupant protection for vehicles with advanced driving systems. In addition to these topics, NHTSA’s Crash Injury Research and Engineering Network (CIREN) program provides insight into developing trends in motor vehicle crash injury. This insight translates into emerging research topics, and CIREN research projects frequently graduate to full research programs. This research contract seeks to provide the Office of Vehicle Safety Research with a mechanism to address these research areas through a comprehensive series of experimental, computational, and analytical activities. NHTSA’s input will be a critical element of the research, and will help guide the specific activities throughout the period of performance.
The findings of this proposed work will broaden the knowledge of a wide range of occupant types, crash modes, and injury mechanisms, and shall ultimately provide a basis for improved vehicle and restraint system design. The development of new response requirements and injury criteria will potentially be used by the crashworthiness community, including academia, automobile manufacturers, ATD manufacturers, and NHTSA. Additionally, the testing and analysis efforts herein will contribute to a better understanding of the effects of countermeasure design (air bags, seat belts, knee bolsters, etc.) on injury risk. The outcome of this effort will ultimately lead to a reduction in serious injuries and fatalities in motor vehicle crashes. The research described in this work will address areas covered by the many Federal Motor Vehicle
Safety Standards (FMVSS) as well as provide a basis for future safety standards and consumer information metrics.
C.3 CONTRACT OBJECTIVES
The research objectives described in this Statement of Work will expand NHTSA’s and the public’s understanding of human injury biomechanics and tolerance, performance of anthropomorphic test devices (ATDs) and computational ATD and human models, and human response to crash loading using a combination of experimental, computational, and analytical methods. The data generated in these studies will provide the impact biomechanics and automobile safety community with response requirements and design parameters for the development of advanced ATDs and models, injury criteria, and restraint system performance requirements. Results of work conducted under this contract will facilitate the reduction of automobile crash injuries and fatalities.
The objective of this Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract is to provide NHTSA with the capability to award Task Orders that require a range of research skills, which could be called into use to quickly plan, conduct, and document studies concerning human injury understanding and prevention. The work requirements performed under this IDIQ Contract will be divided into the following five Research Domains:
• Conduct Experimental Biomechanics evaluations to determine human response and injury tolerance to the types of loading experienced in motor vehicle crashes. The objective is to measure the response of the human body to representative loading and observe how, and at what level of loading, injuries occur;
• Provide technical ATD Technical Support for development and evaluation of ATDs used to evaluate vehicle and restraint system performance. The objective is to tailor ATD design for maximum biofidelity and measurement capability while ensuring acceptable durability, usability, repeatability, and reproducibility;
• Conduct Computational Biomechanics studies using human and ATD models as a complement to and substitute for experimental investigations. Computational models facilitate complex biomechanical investigations in an economical manner. The objective is to further improve available computational models and use them to inform the evaluation of human response and restraint system performance;
• Conduct Field Data Analysis of real-world crash and injury data to explore emerging trends and identify frequent injury causation scenarios. The objective is to inform the direction of ongoing and future research efforts;
• Experimental and Computational Data Analysis designed to review and analyze data that supports development of injury criteria, injury risk curves, and performance specifications for use with ATDs and computational models in evaluating vehicle and restraint system performance. The objective is to collectively assess available data and existing studies and produce performance criteria relevant to various test surrogates.
C.4 MINIMUM OBLIGATION
C.4.1 TASK 1: KICK-OFF MEETING
Within one (1) month of the contract award, the Contractor shall meet with the Contracting Officer’s Representative (COR) and other NHTSA staff via teleconference for no more than two
(2) hours. The purpose of this meeting is to discuss the contract objectives, contract administration and the ordering procedures for issuing future Task Orders.
C.5 POTENTIAL TASK ORDERS
If, during the performance of this Contract, the Government decides to issue task orders under this IDIQ Contract, they will be related to the five Contract Objectives stated in Section C.3.
Subsequent Task Orders, issued under this IDIQ Contract, may be awarded under the Domains listed in this Section. At such time that the Task Orders are issued, Contract holders will submit competitive proposals among the other Contract holders in accordance with Section G.6.
C.5.1 DOMAIN 1: EXPERIMENTAL BIOMECHANICS
The Contractor may be required to use experimental methods to observe and record the mechanical and injury response of human surrogates to prescribed loading conditions. These efforts will involve full-body as well as body-segment testing of post mortem human surrogates (PMHS), anthropomorphic test devices (ATDs), human volunteers, and other NHTSA-approved specimens. NHTSA’s primary interest is in loading rates similar to those found in automobile crashes, but slower and faster rates may be of interest for certain applications. Test types may include full-scale vehicle crash tests, sled tests, materials testing, and other sub-system tests depending on specific research needs. NHTSA may also require anthropometric studies to characterize human size, shape, and posture in motor vehicle seating configurations.
The Contractor’s facilities shall have the capacity to support experimental biomechanics testing, though NHTSA anticipates making multiple awards so that all types of testing (e.g. full-scale vehicle crashes, sled tests, etc.) are not required for any given Contractor. It is expected, however, that a given Contractor be able to support a specific type of test from start to end, including specimen preparation, instrumentation, and post-test evaluation. Pre-and post-test evaluation of biological specimens shall include radiologic evaluation. The Contractor shall select PMHS for testing according to the requirements specified in each Task Order. Any PMHS specimens used shall be evaluated for preexisting injuries prior to the testing, and shall undergo full autopsy following testing to identify induced injuries. Anthropometric studies will require the Contractor to have access to three-dimensional scanning equipment.
The Contractor shall record sensor data and high-speed digital video of the test events. High-speed motion capture shall be performed for sled and sub-system tests in order to document occupant/specimen kinematics. The Contractor shall collect all relevant sensor data in order to document test conditions, occupant/specimen response, and determine injury causation. Test data shall be submitted to NHTSA’s biomechanics database according to the most recent version of the NHTSA Test Reference Guide located at https://www.nhtsa.gov/databases-and-software/entree-windows. The Contractor shall prepare test reports, as detailed in the Task Orders, for submission to NHTSA.
C.5.2 DOMAIN 2: ATD TECHNICAL SUPPORT
The Contractor may be required to provide support for NHTSA efforts to develop, prototype, refine, and evaluate new ATD designs. Task Orders pertaining to Domain 2 may require prompt turnaround for testing needs that arise during the ATD development process. Potential ATD support tasks include biofidelity evaluations of new and existing dummies, testing to support development of injury criteria, development and execution of certification tests, repeatability and reproducibility testing, reliability/durability evaluations, design consultation, and prototype part fabrication.
The Contractor shall record sensor data and high-speed digital video of the test events. High-speed motion capture shall be performed for sled and sub-system tests in order to document kinematics. The Contractor shall collect all relevant sensor data in order to document test conditions and ATD response. Any drawings developed or modified during ATD design tasks shall be delivered in two-dimensional (e.g. AutoCAD, Adobe PDF) and three-dimensional parametric database (e.g. Autodesk Inventor) formats.
C.5.3 DOMAIN 3: COMPUTATIONAL BIOMECHANICS
The Contractor may be required to conduct biomechanical studies using mathematical models to support NHTSA research efforts to study injury causation and occupant response. Mathematical models, including rigid-body and Finite Element (FE), can provide an efficient way to examine phenomena that are too resource-intensive to investigate with physical testing. These efforts may involve full-body as well as body-segment simulations of both human body and ATD models.
Test types simulated may include reconstruction of field vehicle crashes, laboratory tests, materials testing, and other sub-system tests depending on specific research needs. The Contractor may be called upon to utilize already-validated models in parametric studies or to provide support for the model creation and validation process. The Contractor shall maintain the requisite hardware and software relevant to the mathematical modeling being performed.
NHTSA anticipates that mathematical modeling software requirements will include both rigid-body (e.g., MADYMO) and FE (e.g., LS-DYNA) solvers and associated pre- and post-processors (e.g., Hypermesh, LS-PrePost, Oasys PRIMER), optimization software (e.g., modeFRONTIER), scripting languages (e.g. MATLAB, Python, bash), and crash reconstruction software (e.g., HVE). Substantial use of Global Human Body Models Consortium (GHBMC), ATD, and vehicle structural/restraint systems models is anticipated. Prior experience in applying the GHBMC or other human body and dummy models in studies related to vehicle structural, interior, and/or restraint system performance is beneficial, but not required.

In these cases, the Contractor shall use only software approved by the U.S. Government Printing Office (e.g., Adobe Illustrator);
2. Photographs – When photos are used in Agency publications, the Office of Communication Services typically uses existing photos or photos purchased through royalty-free sources. In the event the Contractor must supply photos for use in a publication, the photos must be high resolution images at least 300 dpi at the size used in the publication.
Photos shall be supplied on an optical disc in either .tif format (for scanned images) or .jpg (for images downloaded to the optical disc directly from the digital camera.). The Contractor shall obtain, and provide to NHTSA, a written statement indicating that NHTSA has unlimited, unrestricted rights to the use of the photos.
D.2.4 WEB-BASED IMAGES
Occasionally, web-based images may be used in NHTSA publications. The Contractor is cautioned that copyright laws restrict use of many of these images even if this is not expressly indicated at the website. b. The Department of Transportation utilizes the Delphi eInvoicing web-portal for processing invoices. For vendors submitting invoices, and certain grantees submitting payment requests, they will be required to submit invoices to Operating Agency (NHTSA) electronically via the Delphi eInvoicing web-portal which is accessed via https://einvoice.esc.gov, and is authenticated via www.login.gov. All persons accessing the Delphi eInvoicing web-portal will be required to have their own unique user Delphi eInvoicing ID and be credentialed through login.gov. See www.login.gov for instructions.
c. In order to receive payment and in accordance with the Prompt Payment Act, all invoices submitted as attachments in the Delphi eInvoicing web-portal must contain the following:
1) Invoice number and invoice date.
2) Period of performance covered by invoice.
3) Contract number and title.
4) Task/Delivery Order number and title (if applicable).
5) Amount billed (by CLIN), current and cumulative.
6) Total ($) of billing.

2. To create a login.gov account, the user will need a valid email address and a working phone number. The user will create a password and then login.gov will reply with an email confirming the email address.
3. Agency POC’s will be responsible for communicating with vendor POC’s to initiate the Delphi eInvoicing account creation process. Vendor POC’s who will require access to the eInvoicing web-portal for invoice submission and payment tracking purposes will be required to provide their full name, valid email address, and current phone number to the agency POC to initiate the Delphi eInvoicing web-portal account. Vendor users and the agency POC will be notified via e-mail when the account is created. The vendor user will be provided detailed instructions for logging into their Delphi eInvoicing account.
4. Training on Delphi. To facilitate use of DELPHI, comprehensive user information is available at http://einvoice.esc.gov.
5. Account Management. Vendors are responsible to contact the Delphi Help Desk when their firm’s points of contacts will no longer be submitting invoices, so they can be removed from the system. Instructions for contacting the Delphi Help Desk can be found at http://einvoice.esc.gov
* NHTSA vendors will submit invoices to NHTSA electronically via the Delphi eInvoicing web-portal. To initiate this process, you are requested to provide NHTSA with the following information (company name, contract/task order number/purchase order [PO] number, and up to two Points of Contact [POC] full names and their email addresses) as shown on the table below.
