SOLICITATION #693JJ919R000008
Question Number
Solicitation Question NHTSA Response
1 Is there an incumbent contractor currently performing these services, if similar services have been performed in the past, or is this a new requirement? If there is an incumbent, please provide the contract or task order number?
The incumbent contractor is MGA Research Corporation (Contract Number DTNH2213D00313).
Reference RFP Section C.3 General Requirements” “The Government will provide the Contractor with the test vehicles, anthropomorphic test devices (dummies) without instrumentation and child restraint systems (CRSs) as Government Furnished Property (GFP).”
Question: With regards to the statement, “without instrumentation”, on other compliance contracts, NHTSA provides load cells but no accelerometers and related to FMVSS NO. 208, page 33 of TP208-14 states potentiometers are included with the dummy. Therefore, could NHTSA please confirm that ‘zero’ instrumentation will be provided?
The chest potentiometer is the only sensor included with the dummy.
3 Reference RFP Section C.3 General Requirements:
“The Government will provide the Contractor with the test vehicles, anthropomorphic test devices (dummies) without instrumentation and child restraint systems (CRSs) as Government Furnished Property (GFP).”
No. The Government will not reimburse the contractor should the contractor’s instrumentation be damaged as a result of testing.
Question: Will NHTSA reimburse the contractor should contractor’s instrumentation be damaged as a result of the test?
4 Reference RFP Section L.8 Proposal Content:
“The Offeror shall submit its proposal on an optical disc (e.g., CD-ROMs or DVDs) and be limited to no more than 50 pages.”

Appendices will be accepted and are not included in the 50-page limit.
Please note that an Offeror’s proposal should be concise and succinct. Overly elaborate proposals are neither requested nor desired.
6 Reference RFP Section L.11.3. Past Performance and Prior Experience:
