Questions & Responses for NHTSA Request for Proposal (RFP) Solicitation# 693JJ918R000083

Title: School Bus Driver In-Service Curriculum

1. Question: Can NHTSA confirm the length of the existing curriculum (i.e., how many hours of instruction)?

Response: The entire course can be found here:

https://one.nhtsa.gov/people/injury/buses/UpdatedWeb/index.html NHTSA has not traditionally administered the course, so we are unable to provide a definitive estimate of hours. A conservative estimate might be 2‐3 hours.

2. Question: Can NHTSA clarify whether the updated curriculum will remain instructor‐led, be converted to eLearning, or become a blend of instructor‐led and eLearning? If it will be a blend, does NHTSA have an estimate of what the mix will be (i.e., estimated seat time for eLearning vs.

instructor‐led training)?

Response: NHTSA wishes to have the existing Instructor Led Training (ILT) converted to asynchronous e‐learn format.

3. Question: In Section C.3, p.4, the RFP states that the contractors shall “assemble a panel of experts to aid in identifying gaps in the existing School Bus Driver In‐Service Series curriculum.”

a. Question: Should we assume that by “assemble a panel of experts,” we are responsible for identifying who those experts are as part of our proposal response? Or will NHTSA assist in identification of those experts upon award?

Response: NHTSA will assist, but outreach, commitment, and compensation will be the responsibility of the Contractor.

b. Question: How many experts is NHTSA looking to include on the panel?

Response: No more than 5 SMEs.

c. Question: Does NHTSA anticipate that the panel of experts will only participate in the onsite meeting or throughout the curriculum development?

Response: It is expected that the SMEs will provide initial guidance, and the final product will be approved by the SMEs.

4. Question: In Section C.3, p. 5, the RFP states that “The Contractor shall be responsible for identifying an appropriate asynchronous E‐Learn Learning Management System (LMS) platform that satisfies the needs of the instructions and end users.” Please confirm that NHTSA is solely requesting a Learning Management System (LMS) needs assessment and recommendation as well as implementation coaching. Can offerors assume that NHTSA intends to purchase, implement, and operate the selected LMS using its own resources?

Response: It is expected that the Contractor will procure any software and hardware necessary to host the curriculum on NHTSA’s website, or possibly an external partner’s website. One of NHTSA’s objectives is to be able to track who has successfully completed the course.

5. Question: In Section C.3, p. 5, can NHTSA clarify what is meant by Cognitive Testing? Does it refer to the “Vehicle Training” module & practice sessions?

Response: It will be the responsibility of the Contractor to test the comprehension of the entire course content among a diverse set of potential students. Additionally, there will need to be informal knowledge checks/quizzes throughout the course, and an end‐of‐course test.

6. Question: In Section L.8., on p. 52, the RFP states that technical proposals “shall be limited to no more than 15 standard pages.” However, p. 53, the RFP states a “10‐page total limit.” Can NHTSA clarify which is correct?

Response: See Amendment 0001

7. Question: In Section L.9, p. 54, the RFP states that the offeror must demonstrate understanding of each requirement, including: “a detailed plan to develop and implement a comprehensive multi‐mode survey.” (The survey is also mentioned on p. 62 of the RFP.) A survey was not mentioned in the Statement of Work presented earlier in the RFP. Should offerors disregard this mention of a survey?

8. Question: In Section L.9, p. 55 under Part II: Qualifications of Project Personnel, the RFP states the following with regard to key personnel resumes: “Evidence of education and experience shall be provided.” Could NHTSA provide examples of what constitutes “evidence” for education and experience?

Response: Offerors resumes should highlight only relevant project titles and specific descriptions of those relevant projects, including personnel roles and outcomes.

9. Question: In Section L.9, p. 55 under Part III: Corporate Experience and Past Performance, there is mention of providing past performance of projects that include research design, field data, etc. It does not appear to align with the statement of work. Can NHTSA clarify whether this is a requirement?

10. Question: In Section M.4.2, p. 62, a Law Enforcement Liaison is mentioned. We assume this is content from another RFP and is not meant for this effort. Is that assumption accurate?

11. Question: Does Attachment J.5: Subcontractor Checklist apply to this RFP? There is mention of

“driving performance of older adults…” which does not seem applicable to the current scope of work.
