Title: Reducing the Illegal Passing of School Buses
Responses to Offeror Questions
1. Question: Reference Task 5 - Law Enforcement Solicitation/Recruitment: Page 12 mentions reimbursements for deployment and page 13 mentions an enforcement deployment budget. Does NHTSA expect the Contractor to include costs related to enforcement deployment in their cost proposal?
NHTSA Response: Yes. Offerors shall develop a best estimate for a sustained deployment effort for two communities. To ensure that each proposal is equally compared, Offerors shall identify duration for each employment effort, number of anticipated personnel, and per-hour costs for law enforcement officers.
2. Question: Reference Task 5 - Law Enforcement Solicitation/Recruitment: If NHTSA expects the Contractor to include an estimate for deployment costs, does NHTSA have a maximum allowable amount of funding for the enforcement deployment budget? If NHTSA will not provide a maximum funding amount, would NHTSA detail deployment activities that could not be reimbursed by this funding?
NHTSA Response: For purposes of estimating anticipated level of effort, Offerors shall budget $30,000 for overtime enforcement and enforcement-related supporting materials (ie school bus enforcement high-viz vests for officers, patrol car magnets, leave-behinds for officers to distribute, etc.)
3. Question: Reference Task 14 – Paid Outreach and Media (Site #2): Would NHTSA provide a maximum value of funding for paid media that would be acceptable to include in the cost proposal? If a funding amount cannot be provided, would NHTSA provide more details on the level of effort for paid media? Task 14 (pg.17) provides examples of paid media appropriate for the project, but does not provide details on number or frequency of these examples.
NHTSA Response: For purposes of estimating anticipated level of effort, Offerors shall budget $60,000 for paid digital media and other supporting paid and earned media investments.
4. Question: While re-reviewing the deliverables/milestones schedule and the tasks in the statement of work, we noticed a discrepancy between the item number 35 (deliverable) for Task 4.20 “Submit Draft Demonstration Project Report” – 36 months and item number 37 (deliverable) C.4.21 “Submit Final Demonstration Project Report” – 34 months. The tasks (C.4.20 and C.4.21) and deliverable/milestone schedule both have the final report (34 months after award) being delivered before the draft report (36 months after award).
While we understand the RFP questions due date has passed, we are hoping you can clarify whether the timeframes were transposed, which is our assumption, and the draft report is due 34 months after award and the final report is due 36 months after award.
NHTSA Response: The Contractor shall submit the draft final report by 34 months, and the revised final report by 36 months.

Responses to Offeror Questions
5. Question: Reference C.4.3 Task 3 - Task 3 - Complete Review of Existing Stop-Arm
Violation Initiatives: Does NHTSA require an annotated bibliography or non-annotated bibliography as part of the literature review?
NHTSA Response: NHTSA requires an annotated bibliography.
6. Question: Reference C.3 Scope of Work and C.4.5 Task 5 - Law Enforcement
Solicitation/Recruitment: Shall the costs/funds for law enforcement and other local stakeholders be included in the proposal budget or will it be paid from another budget/source? Is there a specific budget amount for law enforcement and other local stakeholders not to exceed?
NHTSA Response: For purposes of estimating anticipated level of effort, Offerors shall budget $30,000 for overtime enforcement and enforcement-related supporting materials (ie school bus enforcement high-viz vests for officers, patrol car magnets, leave-behinds for officers to distribute, etc.)
7. Question: Reference Task 4 – Pilot Test-Location Analysis Site #2 Automated
Enforcement, HVE, and Education and Task 5 - Law Enforcement Solicitation/Recruitment: Shall the Media cost be included in the proposal budget or will it be paid from another budget/source? Is there a specific budget amount for the Media cost not to exceed?
NHTSA Response: Media costs should be included in your proposal. For purposes of estimating anticipated level of effort, Offerors shall budget $60,000 for paid digital media and other supporting paid and earned media investments. However, if your approach can justify a larger level of effort and the need for additional investment, the Government will consider it, and will not penalize your firm’s proposal.
8. Question: Reference L.6 General Information: Please confirm that the subject RFP is a small business set-aside as indicated in L.6
NHTSA Response: This is a small business set-aside as indicated in Section L.6
