SECTION C – DESCRIPTION, SPECIFICATIONS, WORK STATEMENT

C.1 BACKGROUND

The New Car Assessment Program (NCAP) is a consumer information program. Its major goals are to: (1) provide consumers with relative safety ratings information to assist them in their vehicle purchasing decisions and (2) use market forces to motivate automobile manufacturers to design vehicles to a higher level of occupant protection. To accomplish these goals, the National Highway

Traffic Safety Administration (NHTSA) releases NCAP test results to the public as quickly as possible after vehicles are tested so that consumers can use this information when selecting a new vehicle to purchase. Federal law requires new passenger vehicles to be labeled with safety ratings information published by NHTSA. The work described herein will allow NCAP to meet the Federal requirements by generating the test data that will be used to assign frontal crash ratings to new vehicles.

For any frontal rigid barrier impact test, the COR may require additional cameras, instrumentation, and/or dummy qualification tests beyond those required in the NCAP Frontal Test Procedure.

Furthermore, at the request of the COR, additional test dummies and/or child restraint systems may be required to be installed in the rear seating position(s) in any frontal rigid barrier impact tests. Prices for these additional items are provided within the Price Schedules, Section B.4.

Following the completion of any frontal rigid barrier impact test, the Contractor may be required, at the Contracting Officer’s authorization through the completion of a delivery order modification, to perform Side Air Bag Out-of-Position (SAB-OOP) testing in accordance with the attached SAB-OOP

Test Procedure.

All applicable test procedures are included in Section J, Lists of Exhibits, Documents, and Other

Attachments. The agency updates the required testing procedures periodically (usually on an annual basis). The Contractor shall be required to conduct testing using any updated testing procedures in place at the time of testing. The COR will provide the Contractor with any updated test procedures.

C.5 STORAGE OF TEST VEHICLE, PARTS, COMPONENTS OR EQUIPMENT

No test items shall be destroyed or disposed of until authorized by the COR. All test vehicles, whether crash-tested or awaiting testing, and other test parts, components, or equipment, whether provided as government furnished property or contractor acquired property, shall be stored and protected until receipt of disposition instructions from the COR. These provisions shall survive the termination or expiration of the contract or final delivery order until all test items remaining in the possession of the

Contractor have been disposed of in, but no later than twelve (12) months after the termination or expiration of the contract or final delivery order, whichever occurs last, accordance with instructions from the COR.

C.6 MEASUREMENT AND TEST EQUIPMENT

All measurement and test equipment used in the performance of services under this contract shall be labeled with the following information:
