Full-Scale Vehicle Frontal Rigid Barrier Impact Testing and Side Air Bag Out-of-Position Testing for New Car Assessment Program (NCAP)
Questions and Response
1. RFP Section L.8 – Volume 1 – Technical Proposal Instructions – Section 2, Item 2 states:
“Enclose a copy of the QA plan’s certification…” Is certification of the QA plan a requirement at the time of submission?
NHTSA Response: The offeror is required to have a QA plan in place and have current certification under ISO 9001 certification, ISO/IEC 17025 certification, or the applicable certification from the American Association for Laboratory Accreditation (A2LA) at time of proposal submission.
2. RFP Section L.8 – Volume 1 – Technical Proposal Instructions – Section 3, Item 11 states that offerors must submit: “A CD-ROM with test videos from a barrier crash test and out of position static air bag deployment test that have been performed within the past three (3) years.” If our most recent NHTSA NCAP contract expired more than three years ago, are videos from tests performed more than three years ago acceptable?
NHTSA Response: Test videos from a barrier crash test and out of position static air bag deployment test that have been performed within the past three (3) years are required. It is not required that the videos come from a NHTSA NCAP or other Government sponsored tests.
Videos from tests that are similar to the NCAP frontal barrier crash test and out of position static air bag deployment test that have been performed within the past three (3) years and used the proposed equipment are acceptable.
3. Can the scope of work be split, example can an Offeror only propose for one of the tests?
Currently we can perform the Side Air Bag Out-of-Position (SAB-OOP) Testing and not the
Barrier Tests, is this possible just to propose for this one test?
NHTSA Response: No. The offeror must be able to perform all work as described in the RFP.
4. RFP Section L.6 - Instructions for Technical and Cost Proposals states: “All signed proposals are due…, no later than 2:00P.M. ET Monday June 22, 2018.” June 22, 2018 is a Friday. Can
NHTSA please provide clarification on the correct due date for signed proposals?
NHTSA Response: All signed proposals are due no later than 2:00 P.M. ET Friday, June 22, 2018.
