Statement of Work
I. Background
The Federal Motor Carrier Safety Administration's (FMSCA) Office of Field Operations (MC-F) field staff must conduct safety audits and compliance reviews of Canadian motor carriers. As a result, the staff must travel to and from the various providences within Canada. The staff will utilize Government Owned Vehicles (GOV), which are insured and registered in the United States. The GOVs are self-insured in the United States. However, Canadian law requires that all US citizens, and employees operating GOVs in their country be covered by a Canadian insurance policy. Each provincial government, in Canada, determines the mandatory benefits and the minimum amount coverage that is required for each policy.
II. Purpose/General Description
The purpose of this contract is to provide Canadian automobile liability insurance coverage for Government Owned Vehicles (GOVs) traveling to and from Canada on official business for the FMCSA.
III. Scope of Work
The Contractor shall provide Canadian automobile liability insurance coverage for 39 GOVs, which are identified in Attachment 1, "Schedule of Vehicles, Canadian Travel", and drivers traveling in and out of Canada on official business. The Contractor must be familiar with Canadian insurance requirements and provide insurance coverage that meets the legal insurance obligations for the GOVs and drivers in accordance with the requirements of the following provincial governments in Canada:
| Alberta | British Columbia | Manitoba | ||
| Newfoundland and Labrador | New Brunswick | Nova Scotia | ||
| Ontario | Prince Edward Island | Quebec | ||
| Saskatchewan | Yukon |
All GOVs are registered in the United States and, therefore, Canadian license plates are not required.
The insurance policies must provide the flexibility to replace and add additional vehicles as necessary.
The Contractor shall provide two insurance identification cards for each vehicle.
1. The contractor shall provide the insurance endorsement for all GOVs covered by this contract.
2. The contractor shall provide temporary insurance identification cards upon execution of the contract as immediate proof of insurance. The temporary insurance cards provided should be provided to the Contracting Officer’s Representative (COR) within 24-hours.
3. The contractor shall provide permanent identification cards to the FMCSA within 5 business days of contract execution.
4. The contractor shall respond to administrative requests initiated by the COR, such as change endorsements to increase/decrease the quantity of vehicles, within 5-business days to provide permanent identification cards.
