About this file
This file is a Questions and Answers (Q&A) document for a Federal Highway Administration (FHWA) solicitation (693JJ325Q000038) for data collection using cell phone and 3D LiDAR platforms. The Q&A addresses technical details for a research project aimed at evaluating innovative intersection and roadway design safety, with 19 specific questions covering mobile application development, data processing requirements, sensor specifications, and project logistics. Key technical requirements include: developing a mobile app compatible with iOS and Android smartphones since 2022, capturing data from vehicles in motion, achieving a minimum LiDAR point density of 1,000 points per square meter with a 200-meter effective range, and recruiting 50 local drivers to participate in field data collection. The contractor must deliver geometrically accurate 3D models of road facilities, use web-based interfaces for supplemental data, and submit a consolidated final report within 24 months of purchase order award. The bid due date has been extended by two weeks, and proposals may be submitted in PDF or DOC format, with pricing details to be completed on a provided schedule.

Sheet1
| Question # | PWS Reference | Question | Response |
Task 3 | Application Development Scope: Please clarify if there is a pre-existing mobile application that the successful contractor will be expected to modify and build upon? Or should our proposal assume that the scope includes developing a new application from scratch? | The Government expects the offeror have a pre-existing mobile application with enough data acquisition/analysis capabilities that may be modified to meet the Government’s need for this procurement. The proposal shall not include developing a new application from scratch.
Task 3 | Data Processing Requirements: To help us design the most efficient system architecture, please specify the performance requirements for on-device processing? For example, what specific tasks or analyses must be completed in real-time on the smartphone itself, versus what can be offloaded for post-processing on a server? | Regarding cell phone platform performance requiremenments, please see the PWS (Task 3) for the specific requirements. Regarding cell phone platform specific tasks being completed in real time and/or post-processing, the Contractor may choose the method, with the expectation that all deliverables within the PWS will be met.
Task 4 | Definition of "High-Resolution": To ensure our proposed hardware meets your minimum technical requirements, please provide specific performance metrics for what is considered acceptable? For example, a minimum point density, and effective range. | Minimum point density: 1,000 points per square meter, effective range: 200 meters or higher.
Task 4 | Multi-Modal Systems: Would a solution that integrates and fuses data from multi-modal sensors (e.g., combining LiDAR data with camera imagery to create a colorized point cloud) be considered a compliant or value-added feature? Or should we strictly propose a LiDAR-only system? | A multi-model sensor may be proposed as a solution but is not required for meeting the needs of this project.
Task 4 | Scan Method: Please specify if the data capture must be conducted dynamically from a vehicle traveling at highway speeds? Alternatively, would a static or 'stop-and-go' approach—capturing data from stationary positions to allow for more time and multiple angles—be an acceptable method? | Yes; the Government expects data capture from vehicles in motion as opposed to stationary vehicles.
Task 4 | 3D Model Level of Detail: Please provide more specific requirements for the final 3D model deliverable? Is the primary need to identify the 3D position and classification of objects, or does the scope require delivering geometrically and visually accurate models of each object? | The primary need is to deliver a geometrically and visually accurate model of the road facility surveyed.
Task 3 | Is the mobile App expected to be deployed in all types of recent smartphones? (iOS and Android). | The mobile App is expected to be able to be deployed on iOS and Android smartphones made since 2022.
Task 3 | Is it optional to collect info for some sensors that may or may not be available to all phones? Or will external sensor(s) be required for universal data collection? For example, temperature and humidity sensors. | The cell phone senors shall be available for use on iOS and Android smartphones since 2022. The vendor shall not rely on external sensors in data acquisition.
Task 3 | Is it permissible to use a web-based interface to get local temperature and humidity at the onset of data collection. | Yes. It is acceptable to capture local temperature and humidity from the Internet.
Task 4 | Do we need to identify alternate laser scanners that we intend to use for highway speeds before submitting the proposal? | No
Task 4 | Is the use of multiple scanners necessary/allowed if we are unable get the required resolution from 1 scanner. | Yes
General | Can bid due date be extended? | Yes, new bid due date will be revised to allow two additional weeks. Reference Amendment 1.
General | Is it acceptable to provide options, with different cost levels, for providing smartphone-based collection with and without video capture? We believe that that majority of smart-phone performance measures can be captured by device telemetry alone, especially in combination with Lidar and imagery from a mobile mapping vehicle to capture the static aspects of the environment. Video recording on each smartphone will provide some additional value, but adds significant complexity and cost to data collection, transmission, and analysis for relatively small gain. | No. Although telematics systems are increasingly available in ordinary vehicles, they are still not common; managing the data capture frequency of the telematics system in a car may need professional help. The intent of the mobile App in this procurement is for evaluating the driving behaviors of local drivers who most likely have the required smartphones but not the types of vehicles equipped with telematics system.
Task 3 | Will the state DOT be able to assist the consultant in sourcing the 50 study participants for smartphone-based collection? For example by sending out an internal bulletin to DOT employees who travel the required route and may be interested in participating. | No, IAW PWS, Task 3, "the Contractor must recruit 50 local drivers"
Do we need a formal letter of support from the state DOT at this stage of the project? If a letter is not yet required, is it sufficient to simply indicate which DOT staff or office we will be working with in the proposal? | No; a formal letter is not required. Further, IAW with the RFQ, the Contractor "must consult the TAP in which to conudct the field data collection". Hence, the vendor shall work with the TAP. For this approved project, "the Contractor must prepare and submit application to the Institutional Review Board". |
How detailed should the budget be? Should it be broken down by task, by type of work, or are the two line items in the budget spreadsheet template all that is required? | A price breakout is optional but not required for this simplified acquisition. IAW with RFQ Instructions for preparation of quotation, "vendors must complete the Pricing Schedule". |
For the innovative intersection/winding road site selections, can we use one combined corridor that 1) is a commuter route and 2) has an innovative intersection along the way and involves several curves? In order to simplify efforts in recruiting the 50 local drivers and be able to collect data more efficiently. | IAW with the RFQ, Task 2, (after the time of award) the Contractor "must consult the TAP to identify one or two states in which to conduct the field data". This must include "one innovative intersection or interchange site" AND "winding roadway segments approximately 10 miles in lenth". Hence, specific proposals or ideas within these rules will be presented to (and approved by) the TAP board after the time of award. The |
Is there are requirements for the proposal to be submitted as pdf or word doc? | The proposal may be submited as .pdf or .doc. |
The RFP has the final report as deliverable for the smartphone task 3 and the LiDAR task 4. Should there be a separate final report for each platform or one total final report? | IAW Task 3 (cell phone platform), "final report must be completed within 24 months of PO award" and IAW Task 4 (liDAR platform), "final report must be completed within 24 months of PO award". Further, the RFQ states the vendor "must submit a final report to government upon conclusion of the purchase order. The final report can be a consolidation of the two final reports for Task 3 and 4 for each platform. The final report must include all necessary graphics, tables, etc.
