About this file
This document contains the Government's responses to questions related to Broad Agency Announcement (BAA) 693JJ3-24-BAA-0003-001, titled "Concrete Advancements Realized by Benefits of New Technologies (CARBON Tech)".
The BAA seeks solutions for market-ready, low-carbon binders to be benchmarked against an industrially produced Class A concrete with a target 28-day compressive strength of 4000 psi. The Government indicated there is no exact start date, but work is expected to start as soon as possible after selection. Offerors can propose multiple materials, and if one is not available at the start of the contract, it can be substituted. Subcontractors not included in the white paper can be added to the proposal. The Government will evaluate the proposed materials as part of the technical evaluation.

Government Responses to Questions for 693JJ3-24-BAA-0003-001;
Topic: HRDI40-CR-001
Title: Concrete Advancements Realized by Benefits of New Technologies (CARBON Tech)
Question # Reference Contractors’ Question Government Response
1 General When is the expected start date for the project?
There is no exact start date currently;
however, the Government anticipates work to start as soon as possible after selection/s are made, as applicable.
2 General If a Contractor is proposing three materials, and one of them is not available by the beginning of the contract, can it be substituted?
The offerors are proposing the scope, so it is up to them to decide what materials they propose. It is anticipated that the specific material(s) would be a part of the scope of the contract and the Government will be making a technical evaluation in part on the material(s) proposed. If material supply is a question/ concern, the offerors should prepare to mitigate this concern in their final proposal in a manner that could be awarded in a contract if their proposal is successful and selected for award. After award, changes in material(s) of study would be a modification to the awarded scope.
3 General Can I add subcontractors in the proposal if they were not included in the white paper?
Per section 4 Project Proposals, the BAA states “The project proposal builds upon the contents of the project white papers.
Additional content and more detailed information are required in the proposal document…”.
Therefore, if a subcontractor was not included in the white paper, you can include it in your proposal.
