About this file
This document contains the Government's responses to questions regarding BAA 693JJ3-24-BAA-0003-001, a Broad Agency Announcement (BAA) for the "Concrete Advancements Realized by Benefits of New Technologies (CARBON Tech)" opportunity.
Key details:
- The white paper submission deadline is May 17, 2024 at 1:00 PM ET. After evaluating the white papers, FHWA will request formal proposals and provide the proposal due date.
- FHWA anticipates making awards in June or July 2024, provided all BAA requirements are met.
- The BAA seeks solutions for market-ready, low-carbon binders to be benchmarked against an industrially produced Class A concrete with a target 28-day compressive strength of 4,000 psi.
- The period of performance is expected to be no longer than 2 years (24 months).
- References are allowed and will count towards the stated 5-page limit for the white paper.

Question Answer
Is there a deadline for this? When is the work anticipated to begin? This effort is currently in the white paper submission phase. White papers are due May 17th 2024 at 1:00 PM ET. After the white paper evaluations, FHWA will request formal proposals and will provide the proposal due date to Offeror's at that time. FHWA anticipates award/s being made in June or July 2024, provided that all requirements of the BAA and BAA Call are met.
On page 3, there are 6 items such as flexure, axial, shear, development length, fatigue, and deflection. The LFRD article references are also listed. Do you expect the Contractor to perform full-scale structural tests to determine those properties?
Successful concepts are anticipated to address the evaluation of critical structural design expressions such as those listed in the call for proposals. The historical development of such design expressions has frequently included testing of structural laboratory scale specimens. It is not necessarily anticipated that a solution require a true full-scale structural test however innovative proposals should not consider this concept as precluded.
Federal Highway Administration Government Responses to Questions for BAA 693JJ3-24-BAA-0003-001 Topic No. HRDI40-CR-001
HRDI expects the period of performance to be no longer than 2 years (24 months). See BAA Call Amendment 001, posted on SAM.gov.
Yes, listed full-citation bibliographic references would count toward the stated page limit.
References should only be provided when necessary to understand or facilitate evaluation of the technical merit of the proposed solution to the research topic.
The Research Initiatives in Support of FHWA Next Generation Structural Materials and Systems BAA, 693JJ3-24-BAA-0003-001 does not have a suggested/preferred project length/performance period. What is HRDI seeking regarding performance period?
Are references included in the 5-page limit? Would it be a bad idea to mention past data that is used in the proposal but not provide a reference?
