693JJ322R000023 Q&A
Question 1: Page 27, Section H.8 Organizational Conflict of Interest and Limitation on Future Contracting:
a. Does the prohibition on competing for related work refer to any state or local agency work that is related to this contract, or would this contract preclude the Contractor from other related Federal work only?
Government response: Per the language in Section H.7 of the RFP, the Contractor (and all team members) may have sensitive information access that could increase its competitive advantage. The prohibition on competing for related work applies to all work – including state and local given they may have a competitive advantage based on information received during performance of this work.
b. Is the limitation imposed upon the Contractor's staff identified as project team members, or is the limitation imposed on the entire Contractor firm?
Government response: Section H.8 applies to the entire team (Contractors, all subs, all consultants) given that all parties will be accessing this information.
Question 2: Page 60, Volume II, Part IA. The last paragraph identifies supporting information for the proposed price. Would the FHWA please clarify the type(s) of information they are requesting? Are these written narratives describing our pricing approach, forms, or some other format? Does this include supporting documentation (payroll data, indirect rate calculations, etc.) that demonstrate how our labor rates were derived? Should this information be included in Volume II, Part IA of the proposal?
Government response: The solicitation has been revised to address this language.
